A massive wave of flood is flowing down the rivers originating in Central India states from Odisha in East to Gujarat-Rajasthan in the west. At least fourteen river sites have seen breach of Highest Flood Levels (HFL) in last four days, a record by itself: 7 in Mahanadi, 5 in Godavari, 2 in JNarmada and one each in Suvarnarekha and Chambal. In at least four of these cases, the earlier HFL had survived for 26 years and has now been broken.
The flood wave that is traveling down is above above 35500 cumecs (12.54 lakh cusecs) in Narmada (at Indira Sagar Dam), above 25000 cumecs (8.83 lakh cusecs), in case of Mahanadi (at Hirakud Dam) and Godavari (at Gosikhurd Dam) rivers & over 15000 cumecs (5.3 lakh cusecs) in Chambal (at Gandhi Sagar Dam) River. As over 4 million people in the flood prone areas of North East go through second wave of floods and Ganga basin enters the long flood season, nation’s focus should be on one particular agency, Central Water Commission which is not only the only flood forecasting agency, but is also answerable in multiple other ways for the recurring flood disaster. But the flood forecasting of CWC[i] is grossly inadequate, inconsistent and non transparent.
To illustrate, let us look at the available information about CWC’s flood forecasting and compare it with happened in 2019 flood season. Out of 29 sites[ii] (7 level monitoring sites and 22 Lavel forecasting sites) where rivers crossed the previous Highest Flood Level as per CWC’s own hydrographs of last year, CWC has not updated HFL for at least 8 sites so far this year. In case Salavad in Jhalawar district in Rajasthan, on Kali Sindh river, in stead of updating the new HFL, CWC suddenly discovered this year that that the site had higher HFL achieved 35 years ago in 1985, though till last year, it listed 1996 HFL! In the monsoon season of 2019 Indian rivers have crossed Highest Flood Level (HFL) at around 37 Level Forecasting and Level Monitoring sites across the country. This account attempts basin wise details and description of HFL breached by the rivers.
Brahmaputra Basin (Assam)
In Brahmaputra basin 2 sites, 1 Aie NH Xing Level Monitoring site on River Aie in Barpeta district of Assam and Dhubri (Level Forecast) site on River Brahmaputra in Dhubri district of Assam narrowly crossed the HFL in July 2019.
Also River Barak at ANIPUR site in Karimganj district on May 24 and River Brahmaputra at Goalpara site in Goalpara district rose close to the HFL level on July 17, 2019. As per CWC (Central Water Commission) FF Website, Goalpara site has not crossed HFL since 1954.

Flood Forecasting (FF) is one of the important activities of Central Water Commission (CWC), which is undergoing expansion and improvement, but there is still a huge scope for improvement. In order to better understand the CWC’s flood monitoring and forecasting work, in this article, we have given an overview of CWC’s flood forecasting and monitoring sites in South India, the last region to be covered for 2019 flood season. It includes state wise list of CWC’s Level Forecast, Inflow Forecast and level monitoring sites in South Indian states of Andhra Pradesh, Telangana, Karnataka, Tamil Nadu, Puducherry (no FF sites) and Kerala. Central Water Commission (CWC) is the only agency doing flood forecasting in India. This article attempts to present an overview of CWC’s flood forecasting and monitoring sites in West India. It includes state wise list of CWC’s Level Forecasting, Inflow Forecasting and level monitoring sites in 5 States in West India: Rajasthan, Gujarat, Maharashtra, Madhya Pradesh, Goa. Similar report has been published for North India[i] and North East India[ii] and East India[iii]. Central Water Commission (CWC) monitors water level at several hundred sites in the country during monsoon every year. It publishes this information on its Flood Forecast (FF) website[I]. The website has three ways to get this information: Data Flow Map, List Based Exploration, and Hydrograph view. The Hydrograph view provides information for past 72 hours, supposed to be updated every hour. This is in addition to the list of current forecasts.
The CWC’s FF website had in 2018 monsoon, information about 226 Flood Forecast Sites in the country comprising of 166 Level Forecast Sites and 60 Inflow Forecast Sites. It also monitors 700 Flood sites, information made available through List Based Exploration and Hydrograph View. As reported below, the number of sites have gone up during 2019 monsoon, which is welcome. However, most of the new sites, along with some old ones do not have key information.

Flood forecasting is an important activity during monsoon, considering the huge and increasing flood prone area, flood frequency, intensity and flood damages. Accurate and timely flood forecasting can hugely help reduce the damages due to floods. Central Water Commission (CWC) is the only agency responsible for flood forecasting in India. To understand the CWC’s flood forecasting better, we have compiled the list of the various flood, inflow forecasting sites and flood monitoring sites in India.
In this compilation, we have given state wise list of CWC’s flood forecasting, flood monitoring and inflow forecasting sites in North India, comprising of states of Jammu & Kashmir, Punjab, Haryana, Himachal Pradesh, Uttarakhand, Uttar Pradesh, Delhi and Chandigarh. It includes available details like name of river, sub basin, Warning level (WL), Danger Level (DL), High Flood Level (HFL), Full Reservoir Level (FRL), Maximum Water Level (MWL), as applicable. As we see below, there are many gaps in this basic information for the sites that are part of CWC’s list. A similar zonewise overview of CWC’s sites was compiled in 2018, which can be seen here. As even NITI Aayog report acknowledged in June 2018[i], there is consensus that India is facing dire water crisis, which will only get worse. This was also predicted by the World Bank way back in their 2006 report called “India’s Turbulent Water Future”. But do we have the institutions that are capable of taking us out of this crisis? Remember the current institutes are at the root of our water crisis.

Even as the rainfall during South West Monsoon of India during June Sept 2018 was 9.4% below normal, a number of HFL (Highest Flood Level) crossing flood events were recorded on CWC’s (Central Water Commission) Flood Forecasting (FF) website[i]. Since CWC’s FF site does not provide archived information or comprehensive list of such events, we are here putting together a list of such events that we had noted during the SW monsoon, for future records and also understanding trends of high floods.
