The suggestion of a robust early warning system always echoes as and when there is a disaster in the Himalaya. Hence, the murmuring of having a state of art early warning system after the February 7th 2021 Rishi Ganga disaster is nothing new.

Several concerned scientists of the country are considering of instituting a new centre using the state of art remote sensing techniques. The centre would be dedicated to the early warning forecasting in the Himalayan region. This is heard practically after every disaster since last two decades.

In January 2019, the NGT rejected the Centre Groundwater Guidelines for a variety of reasons. It cited several shortcomings, several of which had already been pointed out on this blog, such as the fact that the water conservation fee would give those who had paid it carte blanche to withdraw excessive amounts of water and the lack of monitoring of pollution of groundwater. In addition to the shortcomings cited by the NGT, do the guidelines take into account the special needs of the Himalayan states? World Wetlands Day 2019: Save Wetlands to Face Climate Change

The theme of the World Wetlands Day[i] 2019 is very fittingly, “Wetlands and Climate Change”. With climate change already upon us and its impact likely to increase due to increasing emissions and global temperatures, its high time we understand the importance of wetlands to face inevitable impacts of climate change, even as we must continue to do everything possible to reduce emissions.

On the occasion, Martha Rojas Urrego, Secretary General, Ramsar Convention on Wetlands has said[ii]: “Peatlands[iii] for example cover just three per cent of our world. Yet they store nearly a third of all land-based carbon. This is twice as much as all the world’s forests.
