On August 25-27, 2021 the most of hilly districts in Uttarakhand witnessed intense rainfall events causing widespread destruction. Media reports and local people suggest at least seven cloud burst incidents occurring in quick succession over Binhar range in Pacchawadoon and Mussoorie hills dividing Ganga and Yamuna basins in Dehradun district. The resultant deluge has also affected the under construction Vyasi Hydro Electric Project (HEP) areas in Vikas Nagar tehsil highlighting that the project is unprepared to cope with existing & emerging disasters.

NTPC’s Tapovan-Vishnugad HPP after Chamoli Disaster

The 520 MW hydro power project (HPP) Tapovan-Vishnugad having proved a recipe for disaster during Chamoli deluge on February 07, 2021, continues to jeopardize the local environment and play havoc with the lives and livelihoods of people in Joshimath area.
National Thermal Power Corporation (NTPC), the developer of the project was seen working round the clock, close to para glacial zone without installing any Early Warning System (EWS) and providing adequate safety equipment to workers before stuck down by the catastrophic event resulting in death of over 200 innocent workers there.
It has been 15 years, since the project was started in November 2006, at an estimated cost of Rs. 2978.48 crore with 2012-2013 as planned commissioning year, however the project is still far from completion.

Landslide DAM on Chenab River in Himachal Pradesh
A huge landslide[i] took place near Nalda village under Udaipur tehsil in Lauhl Spiti blocking the Chenab river flows in early hours of August 13, 2021. The exact location seems to be the left bank of Chanab River at Leh Baring site just upstream of Nalda Village Bridge and opposite Jundha village. The Tanda-Kishtwar NH 26 runs along right bank of the river.
The incident occurred when huge portion of hill slipped into Chenab blocking the entire channel completely. Within hour, the formation of Landslide Lake started submerging huge part of areas upstream.

Andhra Pradesh: Pulichintala Dam Gate disaster shows improper maintenance and operation
In another dam related disaster in Andhra Pradesh, a flood gate of K L Rao multi-purpose irrigation project also known as Pulichintala Dam was washed away on August 5, 2021 raising flood alarm in downstream areas along Krishna river. As per latest information the gate has been fixed and officials have started filling up the reservoir again. However, there is no official statement regarding exact causes, financial losses, damages to dam structure and downstream flood impact caused by the apparently avoidable dam disaster. The rule curve seems to be violated in operation of every dam and the gates do not seem to have been properly maintained. An independent enquiry needs to be immediately set up to find out what lessons we can learn and how we can fix accountability for the disaster.

Uttarakhand: ‘Cloud Burst’ in Chauthan, Disaster Preparedness Missing Again
Excessive rainfall in the intervening night July 28-29 2021 has impacted several villages in Chauthan Patti under Thailisain tehsil of Pauri district. Fortunately there has been no casualties reported however village & public infrastructure and also the crops have suffered huge damages.
While heavy downpour lashed out the large parts of the district, the villagers of Dumdikot also reported of a ‘cloud burst’ incident causing significant destruction. The village is located at the trijunction of Pauri-Chamoli-Almora districts border.

Gharat: Traditional wisdom seeking community care, govt support
Water mills, also known as gharat have been serving native communities in hills of Uttarakhand possibly for hundreds of years. Till a few decades back, the indigenously developed technique was only source of crushing variety of grains to produce flour. The symbols of ancient wisdom have been mostly lying in ruins in Chauthan patti (belt). This account explores reasons behind the gradual desertion of gharat culture which was once indispensable part of the local community there.

Uttarakhand: Cloud bursts in May 2021
From the beginning of May 2021, Uttarakhand has started witnessing excessive rainfall events termed as ‘cloud bursts’. Worryingly the intensity and frequency seems on higher side this time. So far there have been about 24 reported cases of ‘cloud bursts’ in the state but the monitoring, prediction and mitigation efforts are lagging far behind.

DRP 310521: Worrying Dam Water Storage at the onset of SW monsoon

It would be very useful and educative to look at the water storage levels of some of the major reservoirs of India even as India awaits the annual bounty of water from the South West Monsoon that normally officially starts on June 1, but this year may start on June 3 as the latest India Meteorological Department forecast yesterday, that is on May 30, 2021. While high storages at this point in time creates a possible Dam Flood hazard that India has been experiencing with increasing frequency with changing monsoon rainfall patterns and unaccountable reservoir operations, it also indicates the gross inefficiency of our use of water stored in these reservoirs if there is a lot of water there in the beginning of the annual filling period. It indicates that the storages created with such massive economic, social and environmental costs have not been optimally utilised in the just ending water year on May 31. Unfortunately, no agency is monitoring the water storages in these major reservoirs and asking as to why there is non optimal use of water and then addressing the reasons wherever they see such non optimal storages at the end of water year. SANDRP has been raising this issue for many years.

Yamuna Jayanti 2021: River needs flows; not dam, mining & pollution
Yamuna Jayanti the birthday of Yamuna river is celebrated every year on sixth day of summer Navratri. This year the day occurred on Sunday, April 18. On this occasion, Yamuna Nadi Mitra Mandlis [NMM (Friends of Yamuna River groups)] from all along the river through pics, videos share the latest updates on the issues affecting the river health and riverine community’s wellbeing. They also celebrate the river for its innumerable/ services and carry out activities to draw the attention of concerned governments and public at large towards gradual decline in river’s health.
This year due to Covid 19 pandemic and resultant restrictions, they could not organize public gatherings and undertake river related activities as usual, however they have shared some relevant pictures and videos depicting present status of River Yamuna which are presented here.
