On April 16, 2019, Delhi High Court bench decided to initiate a Public Interest Litigation based on a newspaper report that not much rainwater harvesting or groundwater recharge is happening in spite of years of talk that seems to have remained empty. This is a welcome move and one hopes HC takes the issue to its logical conclusion.

Surest way to defeat Solastalgia: Zuari River Fishing Community

A dozen years has passed by ever since Glenn Albrecht has defined home sickness suffered at home as ‘Solastalgia’. In an article published in a Journal ‘Australasian Psychiatry’ in February 2007 issue he liked up human distress to eco-systemic distress. Healthy home he argued leads to healthy human lives. Home refers to the ecological well being of the surroundings of Human. Even though his article provoked in the context of Australian Indigenous and non-indigenous people’s response to the companies engaged in open cut coal mining the concept makes sense in other parts of the world that experiences ecological distress as well as human distress. There is hardly any place in the world today that is not faced by eco-systemic distress due to natural or anthropogenic factors.
Due to my engagement with Zuari river fishing community in Goa over the past few years its possible to share certain Solastalgic points involving life with fishing and beyond fishing. Certain development came to my attention that were viewed by fishing community as threat to their lives and has potential to escalate into ecological and human stress. Election Manifestos of 2019: Which party shows faith in people, rights & democracy?
Even as India’s General Elections 2019 are underway, by now the manifestos of most major parties[i] are out now. The latest one to come out was from AAP on April 25, 2019. Here we have tried to capture the key aspects of the manifestos of main political parties, particularly on aspects that we work on. While looking at the promises in the manifestos, we also look at the track record of the outgoing government, since that is the most relevant and current experience. We try and see how the parties try to come to grips with the massive water and environment crisis that India faces and how the poorest are the first and many times the only victims of the crisis. Lakhwar & Vyasi Dam: Different reality before the window dressing for EAC
Field Observation Report, 20-21 April 2019 at Lakhwar Multipurpose Dam Project, Lohari and Vyasi Hydro Electric Project, Juddo. This author, also an applicant in NGT petition, visited the Lakhwar and Vyasi project area before the sub committee of MoEF’s Expert Appraisal Committee (EAC) for River Valley Projects visited the site on Apr 22, 2019.
The proposed site of Multipurpose Lakhwar dam project was seen affected with multiple landslides. One such fresh landslide was seen right at the site where the 204 meter high dam is supposed to be built. Locals revealed that many of the landslides in and around the location have become perennial.

In a remarkable campaign during the ongoing general elections, Bundelkhand villages have demanded PONDs for Votes. This is exactly what is required for Bundelkhand, and not the destructive, costly and contractor driven Ken Betwa link that BJP has been trying to push here. Congratulations to the Bundelkhand people and People’s Science Institute that has led this campaign.

DRP: 18 March 2019: Citizens Act on Worsening Water Pollution
It’s not secret that water pollution is getting worse in India, including pollution of groundwater sources, thought we still donot know the full extent of the pollution of that source. But there is so little citizen action on such an important issue that affects so many so severely on daily basis. So it’s great to see four separate instances of such action this week, one each from Maharashtra, Gujarat, Karnataka and Kerala. In absence of any seriousness shown by governments at centre and states and any effective success from judicial intervention, this is welcome news. One only hopes this is no flash in the pan and rather beginning of citizens’ action to agitate against such rampant water pollution that goes on in India.

DRP: 25 Feb 2019: Climate Bonds Initiative: Big Hydro is NOT climate solution
As about 500 global financiers meet in London on March 5-7, 2019, one of the items on agenda pushed by Big Hydro lobby is criteria to include Big Hydro as climate solution. As following Comment in Nature shows, this is completely based on lobbying efforts and not based on merit of the case. If the merits of large hydro were to looked at objectively, there is absolutely no case of inclusion of Large Hydro as climate solution. In fact, the article does not attempt to list the severe, widespread and long lasting adverse social and environmental impacts of large hydro. Today when there is BIG question mark over even economic viability of large hydro, such attempts are clearly uncalled for. Hope the global financiers will see through this lobbying effort.
The World Hydropower Congress will meet in Paris during May 14-16, 2019. Their program says:

This shows that the Congress, essentially a Hydropower Lobby meeting, is also interconnected with the Climate Bond Initiative on Hydropower.

DRP: 18 Feb 2019: Salutes to the Mithi River Clean up Effort
As this report narrates, a great volunteer effort is underway in Mumbai to clean up Mithi river. What they have achieved is just about 350 m of clean river, after labouring over weekends for several months. But this is such a daunting task to even venture to start. They have not only started, but made visible progress. Let us hope it will achieve all its objectives.

DRP: 11 Feb 2019: Questions over legitimacy of Dam Bachao Abhiyaan
The Dam Bachao Abhiyaan has been coming up in various forms. They blame the upstream water use in the catchment for dams not filling up. The catchment area could be using the water through groundwater (e.g. Hussain Sagar in Hyderabad), Johads (e.g. Sahibi catchment in Alwar), Tanks (e.g. Cauvery catchment in Karnataka), or check dams (e.g. Gandhisagar catchment in Madhya Pradesh, Bisalpur and Ramgarh catchment in Rajasthan), the latest episode reflected in the news below.
One key question that is never answered is, does the construction of dam extinguish all the rights of the catchment area to harvest and use any water for even basic needs and livelihoods? Does the very existence of the dam make all such water use in the catchment illegitimate? What about the right to water and livelihood of the catchment area? Should dam filling be so sacrosanct as to not allow any legitimate water use in the catchment? Hope the court and the government resolves these issues. Hope there is debate on this to decide in which circumstances there will be legitimacy to such Dam Bachao Abhiyaan.

Disturbed by mining, man jumps in front of CM convoy One can just imagine the distress and anguish building against State Govt inactions over illegal sand mining in common people. In an attempt to draw the state govt’s attention towards the illegal sand mining, a man on Dec. 29, 2017 jumped in front of CM Yogi Adityanath’s convoy in Lucknow.
