This week the weekly DRP bulletin brings news of increasing threats from changing climate in inherently disaster prone Himalayas. The news come from Ladakh in the NW to Nagaland in the NE, and includes Uttarakhand among others. The news is about retreating glaciers, increasing threats of Glacial Lake Outburst floods and landslides. The news also notes that factors like indiscriminate infrastructure development and lack of drainage are worsening the disaster potential of the Himalayan states. Most importantly, implicitly more than explicitly, the news reports highlight complete inattention of the regulators to these increasing threats and risks in inherently vulnerable Himalayas while considering new infrastructure projects like Highways, Railways, Hydropower projects, Dams and urbanization and also in terms of disaster management laws and practices.
It underlines that the threats and risks in the Himalayan states is also increasing due to changing rainfall patterns due to changing climate. This trinity of inherent vulnerability, changing climate and inattention to the risks of indiscriminate infrastructure projects is clearly very very dangerous, but there is little hope for any immediate change. One clear indication is the handling of the Joshimath disaster, a clear case of how not to handle communication as Dave Petley has noted. The Prime Minister’s office is sitting on the report submitted by the investigating agencies several weeks ago. Why should this report be a secret or will we get a negotiated report?

While on the face of it the Madras High Court order on March 2, 2021 that all district collectors of Tamil Nadu must upload by March 17, GPS/ satellite images of all the water bodies in their districts is not only welcome, it needs to be done in all the districts across India. This order is by the bench of Chief Justice Sanjib Banerjee and Justice Senthilkumar Ramamoorthy.
The same bench had earlier in January 2021 said, in response to a PIL that the government officials must have zero tolerance towards encroachment of waterbodies and ensure that every inch of such encroachment gets removed at the earliest by following the due process of law. The PIL had sought for removal of encroachments from a two-acre swamp at Arehalla in Ithalar, a village in Nilgiri hills.
While these are welcome, we hope these orders get implemented and provisions be made by the HC to ensure accountability of the DMs to ensure that all information is put out on the district water bodies website in form and manner that people understand as also in english and should be archived so that the information can be used in future. The information from the past should also be put up on such websites and a transparent, participatory monitoring of the water bodies be instituted for each district.

WII skips multi-seasonal study on Etalin, cheats its way to compile a conservation plan; MoEFCC and FAC ignore all FANTASTIC REPORT The Wildlife Institute of India (WII) spent only four months on field while compiling a multi-seasonal replicate study on the Jindals’ 3097 mw Etalin Hydro Electric Power Company Ltd (EHEPCL) in Dibang Valley in Arunachal, and it relied on earlier studies conducted in the region. The forest advisory committee (FAC) of the union ministry of environment, forests & climate change (MoEFCC) and the ministry itself did not bother to ask any questions as to how the study was compiled, even though one of its own reports states that four months’ study was carried out. Instead, the FAC formed a subcommittee to look into the “concerns related to tree enumeration process and the aspects highlighted in biodiversity assessments study by WII.” The wildlife study done by the WII is accepted in toto by the subcommittee, the subcommittee report says. There are large number of stories this week from all over India highlighting the crisis that Urban Rivers in India face. Urban rivers, like the Urban Water sector, exist in complete policy vacuum. There is no policy to guide the Urban water governance. Cosmetic efforts being done when President Donald Trump of USA visits India on Feb 24-25, 2020 at Yamuna (in view of his visit to Agra) or Sabarmati (visit to Sabarmati Ashram in Ahmedabad) won’t really help. The crisis not only affects the rivers, but the health, livelihoods and lives of millions and millions of city dwellers too, in addition to the downstream river users. Our Water Resources establishment has no clue, as is evident from their calling the Dravyawati river channelization in Jaipur as an example of river rejuvenation and suggesting such rivers should be given to corporates to rejuvenate in similar ways! It’s doubtful if the new National Water Policy now being formulated will help, unless it dares to suggest radical changes.

Central Water Commission (CWC) is the only agency doing flood forecasting in India. This article attempts to present an overview of CWC’s flood forecasting and monitoring sites in West India. It includes state wise list of CWC’s Level Forecasting, Inflow Forecasting and level monitoring sites in 5 States in West India: Rajasthan, Gujarat, Maharashtra, Madhya Pradesh, Goa. Similar report has been published for North India[i] and North East India[ii] and East India[iii]. Prime Minister Shri Narendra Modi, has possibly inadvertently, started a debate that really needs to be honestly looked at: ARE BIG DAMS ATM MACHINES FOR POLITICIANS? He may have raised the issue only in the context of Polavaram Dam and Andhra Government, but the question is equally valid for all big dams across the country. Including for Sardar Sarovar Dam, as Andhra Water Resource Minister has possibly only rhetorically asked.
As analysis by SANDRP and others including by numerous CAG reports have shown, dams are not adding to Net National Irrigated area since over 25 years. They in fact worsen the groundwater recharge and sustainability situation, directly and indirectly. And groundwater remains our water lifeline since several decades and will remain so. And yet, thousands of crores get spent on big dam every year, while such resources are not available for sustenance of groundwater, India’s water lifeline. This election, we wont have that honest debate, since both the initiator and responder are not particularly serious about it. Nor the media seems to have the stomach for such a debate. WHEN WILL WE HAVE AN HONEST DEBATE THAT WILL ANSWER THIS QUESTION: ARE DAMS ATM MACHINES FOR POLITICIANS?

Central Water Commission is the only agency doing flood forecasting in India. As per CWC’s Flood Forecasting website[i] the Data Flow Map has information about 226 Flood Forecast Sites in the country comprising of 166 Level Forecast Sites and 60 Inflow Forecast Sites. It also monitors 700 other sites, information is made available through List Based Exploration and Hydrograph View, but no flood forecasting is done for these sites.
In order to better understand the CWC’s flood monitoring and forecasting work, in this article, we have given an overview of CWC’s flood forecasting and monitoring sites in West India. It includes state wise list of CWC’s Level Forecasting, Inflow Forecasting and level monitoring sites in 5 States in West India.
