In a recent article Ashwin B Pandya, Former, Chairman Central Water Commission (CWC) refuses to acknowledge either the adverse impacts of dams or the better option of using groundwater aquifer for storing water. And thus making unscientific arguments against dam decommissioning and for dams. No one is talking of removal ALL dams as the author seems to postulate and then dismiss it as impossible and irresponsible.
Aquifers in 16 States in the country are contaminated by uranium, whose presence in drinking water has been linked to chronic kidney disease by several studies, a recent study has shown. More importantly, uranium doesn’t figure on the list of contaminants monitored under the Bureau of Indian Standards’ drinking water specifications. The main source of this contamination is natural, but groundwater depletion by extensive withdrawal of water for irrigation and nitrite pollution due to the excessive use of nitrogenous fertilisers may be exacerbating the problem, said the study.
– The study was carried out by a team of researchers led by Avner Vengosh, professor of geochemistry and water quality at the Nicholas School of the Environment at Duke University in the US. The team, which also included experts from the Central Ground Water Board, the Rajasthan government’s Ground Water Department and Gujarat Water Resources Development Corporation, analysed groundwater samples from 226 locations in Rajasthan and 98 in Gujarat.

On occasion of International Day for Biodiversity May 22, 2018, the Union Minister for Water Resources, River Development and Ganga Rejuvenation Nitin Gadkari released the report on “Status of Conservation of Select Aquatic Species” in river Ganga in New Delhi . The celebrations have been organised to mark the 25 years of coming into force of the Convention on Biological Diversity. He also inaugurated a day-long workshop organized by World Wildlife Fund (WWF) on the theme “Ganga and its Biodiversity: Developing a Road Map for Habitat and Species Conservation”.
A database of Ganga Praharis’, a self-motivated cadre, being created by Wildlife Institute of India (WII) was also launched by the Minister. Shri U.P. Singh, Secretary, Ministry of Water Resources, River Development and Ganga Rejuvenation said: “Ganga still has about 2,000 aquatic species.” He also pointed out that both aviralta and nirmalta of river Ganga are important and the government is committed to achieve both.
In an important development in Manipur this week, PM Narendra Modi could not commission the controversial Mapithel dam due to local protest. As per, the official statement notifying The PM was was supposed to launch is the Mapithel dam, part of the Thoubal Multipurpose Project.
As per CRA Manipur blog report, the forum of Mapithel dam affected “Joint Action Committee Against Forced Inauguration of Mapithel Dam had threatened a 48-hour shutdown to coincide with the dam’s scheduled inauguration by Modi. The committee withdrew its call late on March 14, reportedly after the Manipur government agreed to shelve the inauguration.
The action committee is primarily demanding compensation for the people displaced by the project as mandated by the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
Apart from complaints of inadequate compensation, opposition to the commissioning of the dam itself has grown louder over the years. Residents of Muruga Tholuvu Harijan Colony in Chennimalai Union have urged the district administration to take steps to provide them water on a regular basis. In a petition, they said that villagers have to go in search of water from other areas and transport it in bicycles regularly. They said that most of the people were labourers and their livelihood is lost when they go in search for water. With the beginning of summer season, there are several news reports describing the growing water crisis in different parts of country. Here are details of various Indian states suffering from water scarcity for industrial, irrigational and even for drinking purposes which given the due summer months could develop into grim scenario. These stories also show how the mismanagement of dam storages, exploitation of ground water resources and pollution of rivers have significant role in aggravating the situation.
Gujarat The state is staring at a water crisis this summer, with low water levels in the Narmada dam and almost all other major dams. On March 3, the CM Vijay Rupani has held a meeting with senior minister and bureaucrats to take stock of the water situation in the state and discussed ways to ensure drinking water availability. The government also has decided to allocate Rs 200 crore in special grants for augmentation of local water sources and instructed all collectors to form district committees, have weekly review meetings and start supply of water by tankers wherever required.
When Central Government is trying to push Ken Betwa link project terming it as beneficial for both Madhya Pradesh and Uttar Pradesh, local people of Banda are now also protesting against it, in addition to the people of Panna that are already opposing it. On Feb. 13, 2018, the Ken Bachao Samiti comprising of farmers, citizens and social workers in Banda sat on a Dharna before district magistrate office. The group have also sent a memorandum to the President of India, demanding immediate cancelling of the project. Raising serious concerns over environmental and social of the linking project, they asked demanded proper impact assessment and public consultation and said the project wont be allowed to go forward. Unplanned growth has led to the use of water bodies as dumping grounds for sewage and industrial effluent. According to CPCB, 63 % of the urban sewage flowing into rivers (some 62 billion liters a day) is untreated.
In addition, riverbanks, wetlands, and floodplains have been claimed over time by infrastructure, slums, offices, and housing developments – all of which has narrowed natural river channels and distorted flow, greatly reducing the ability of India’s rivers to buffer flooding. This week there are exemplary and encouraging wetlands revival stories from three metro cities of Chennai, Hyderabad and Delhi. In the first example from Hyderabad, meticulously chosen plant species such as tulsi, aswagandha, citronella and hibiscus have been used to create an artificial island to clean Neknampur Lake. The treatment islands are composed of four layers of which the bamboo base keeps the entire structure afloat. Based on soil-less hydroponics, these floating treatment wetlands absorb excess nitrates, thereby reducing the chemical content of the lake water. Similarly, Chennai-based Care Earth Trust along with the public works department (PWD) and the civic body has managed to restore three urban lakes. While many of the smaller wetlands have vanished over time, many mid-sized wetlands seem to have shrunk by almost 65 percent. Thanks to their joint effort, invasive hyacinth was removed from the Narayanapuram Lake in Pallikaranai, while sewer lines, which emptied into the Perungalathur Lake, have now been plugged. Meanwhile, Delhi Jal Board (DJB) has taken up interesting new project of creating an artificial lake in Dwarka. The project will supply water in sub-city and improve ground water level too. DJB has approved Rs. 56 crore for the project which will be completed in next seven months. This would the first model project wherein a lake will be used to augment water supply. The special lake is being created next to the Dwarka water treatment plant (WTP) will have a sand bed to allow maximum percolation of water into the ground. It will have a capacity of 10 million gallons (MGD). The project is expected to add supply of 5-6 million gallons water to Dwarka every day.

Environment ministry notifies new wetland rules In a major decision, the union environment ministry notified the new Wetland (Conservation and Management) Rules 2017 on 26 Sept. 2017 replacing the 2010 version of the rules. The draft of the Wetland Rules was first presented by the Ministry of Environment, Forest and Climate Change (MoEF&CC) in March 2016. But they were severely criticized by conservationists who had alleged that the draft rules don’t mention anything about a national regulator and don’t list specific activities prohibited in these ecologically sensitive areas.
The new rules stipulate setting up of a State Wetlands Authority in each State and union territories that will be headed by the State’s environment minister and include a range of government officials. They will also include one expert each in the fields of wetland ecology, hydrology, fisheries, landscape planning and socioeconomics to be nominated by the state government.
The State authorities will also need to prepare a list of all wetlands of the State or union territory within three months, a list of wetlands to be notified within six months, a comprehensive digital inventory of all wetlands within one year which will be updated every ten years.
To oversee the work carried out by States, the rules stipulates for setting up of National Wetlands Committee, which will be headed by the MoEFCC Secretary, to monitor implementation of these rules.
