This week’s news bulletin has a number of examples of Better Water Management Options that India has, let us focus on the example from state. These examples come from Kerala (achieving a barren land free constituency & KERI study showing the need for desilting of Malampuzha reservoir), Tamil Nadu (lessons from implementation of System of Rice Intensification in large parts of cultivable land and also declaring the Cauvery Delta as protected agriculture zones that will help stop the problematic hydrocarbon exploration project as also, hopefully other destructive projects), Odisha (govt filing affidavit in the Supreme Court asking it to stop work on Polavaram Dam of Andhra Pradesh is hugely belated but right move), Telangana (rejecting the Godavari Cauvery River Linking proposal of NWDA for its shoddy water balance), Uttarakhand (Dehradun DM accepting in affidavit to High Court that 270 acres of river bed land is encroached in the district), Kashmir (drive to remove encroachments of Khushal Sar lake, even if selective, hopefully it will be a beginning), NGT (cancelling the township coming up in lake eco sensitive area in Bengaluru) among others. We have listed only the welcome initiatives from the govt. Even if these initiatives are taken to logical conclusion and also emulated by other states, it can go a long way in moving towards better water management.
As about 500 global financiers meet in London on March 5-7, 2019, one of the items on agenda pushed by Big Hydro lobby is criteria to include Big Hydro as climate solution. As following Comment in Nature shows, this is completely based on lobbying efforts and not based on merit of the case. If the merits of large hydro were to looked at objectively, there is absolutely no case of inclusion of Large Hydro as climate solution. In fact, the article does not attempt to list the severe, widespread and long lasting adverse social and environmental impacts of large hydro. Today when there is BIG question mark over even economic viability of large hydro, such attempts are clearly uncalled for. Hope the global financiers will see through this lobbying effort.
The World Hydropower Congress will meet in Paris during May 14-16, 2019. Their program says:
Following over two years of discussions with industry, academia, governments and international NGOs, the Climate Bonds Initiative, an investor-focused not-for-profit is due to launch a consultation later this year on proposed green bond criteria for hydropower. This shows that the Congress, essentially a Hydropower Lobby meeting, is also interconnected with the Climate Bond Initiative on Hydropower.
Two interesting orders from National Green Tribunal (NGT) marked important developments on water-environment issues this week. NGT asking for PERFORMANCE AUDIT of pollution Control Mechanism is indeed long overdue necessity, considering the complete, abject failure of the pollution control mechanism in India. The hopes of effective action, like in the past, however, were dashed since CPCB, which is PART OF THE PROBLEM has been asked to do the audit. Whatever positive signs were available by this order were further dashed by another NGT order in which it declared that EIAs (Environmental Impact Assessment) reports are already taking climate change into account, while the tribunal dismissed a petition asking that all development activities be screened/ regulated keeping climate change in mind.
This is totally WRONG contention. Just to illustrate, SANDRP has been pointing out to the EAC, MoEF and the developers how the EIAs of dams and hydropower projects are ignoring the climate change related issues and impacts. In response the consultants and developers have responded, approved by the silent or spoken nods by the EAC and MoEF that these were not even part of their TORs! Ken Betwa river interlinking project is back to drawing board with Union water resources ministry approaching the ministry of environment and forest to relax conditions imposed as part of forest clearance accorded in May 2017 for diversion of forest in the Panna Tiger reserve (PTR).
Forest Advisory Committee (FAC) while according Stage-I clearance to the project had recommended that the project proponent and state govt should consider equivalent non-forest area (6,017 ha) adjoining to PTR from the revenue and private land and add to the PTR as a part of core/corridor (for tiger movement) with other areas or satellite core area. According to water resources ministry, they are unable to find land adjoining to PTR.

When Central Government is trying to push Ken Betwa link project terming it as beneficial for both Madhya Pradesh and Uttar Pradesh, local people of Banda are now also protesting against it, in addition to the people of Panna that are already opposing it. On Feb. 13, 2018, the Ken Bachao Samiti comprising of farmers, citizens and social workers in Banda sat on a Dharna before district magistrate office. The group have also sent a memorandum to the President of India, demanding immediate cancelling of the project. Raising serious concerns over environmental and social of the linking project, they asked demanded proper impact assessment and public consultation and said the project wont be allowed to go forward.
