Maharashtra State’s groundwater surveys and development agency (GSDA) has warned of a water scarcity in 11,487 villages of 167 tehsils in the State. In its 2018-19 report, the GSDA, which comes under the department of water supply and sanitation, has said the study of the groundwater level (in comparison to the level in October in the last five years) has shown that of the 353 tehsils in the State, 13,984 villages in 252 tehsils have shown a decrease by more than one metre.
Between October 15 and 21, 380 tankers were used across the State, against 91 tankers in the corresponding period last year. A week prior to that the number was 354, and 329 tankers were used in the first week of October.

In spite of all the protests against criticism of Floods worsened by Dams in Kerala in Aug, its refreshing that Kerala now accepts needs for better operation of dams with IMD red alert in three districts:
– Senior officers expressed confidence that the dams can contain the flood waters even if it rains continuously for four days. Better late than never, commented experts on the Kerala State Electricity Board’s (KSEB) decision to keep the water level low. “We’re prepared to face any eventuality. There won’t be any need to open the dam shutters even if it rains continuously for four days. We’re maintaining the water level low in major dams. The water level in Mattupatty dam is close to the full reservoir level and we’ve decided to release water from Thursday. Dams and reservoirs make rivers sediment-starved and menacing manifold downstream. While heavy rainfall is also a key factor behind the floods, hungry water had a more pronounced effect, says D. Padmalal, Scientist and Head, Hydrological process group, National Centre for Earth Science Studies.
– “When the sediment transport is interrupted, the potential energy of the hungry water released from dams will scour the river banks downstream, uprooting trees or riparian vegetation and damaging bridges and other engineering structures,” explains Dr. Padmalal. Overloaded with silt and clay from the eroding river banks, the highly turbid and viscous water clogs drainage channels. Subsequent discharge of water from the dam will lead to inundation and waterlogging of large areas.
– Hungry water can also develop in high gradient river channels devoid of adequate quantity of sand and gravel, especially during periods of high rainfall. “Years of uncontrolled sand mining have left most of the rivers in Kerala depleted or exhausted of sand and gravel. This creates a situation similar to the release of hungry water from dams,” notes Dr. Padmalal. When the river channel has adequate supply of sand and gravel, the potential energy of the water is used to transport the mixture. The water does not scour the banks or turn muddy.

National Institute of Disaster Management, Ministry of Home Affairs, Govt of India invited Himanshu Thakkar, Coordinator of SANDRP, to speak on the topic at IHC on Saturday. At the packed hall with participants that included members from Central Water Commission, National Disaster Management Authority, Embassies, Media and Civil Society, the speaker explained how unwise and unaccountable operation of dams, violating all norms, hugely contributed to the proportions of the Kerala flood disaster. Giving the example of Idukki dam, he showed, how if the dam was operated as per rule curve, its contribution to the floods could have been reduced by over 50%. Similar is the story of other dams in Kerala.

Further speaking to various regional media, Madhav Gadgil has said that irresponsible environmental policy is to blame for the recent floods and landslides in Kerala. He also called it a “manmade calamity”. He said that the committee report had recommended to protect the resources with the cooperation of local self-govt and people, but those recommendations were rejected.
He also pointed out that quarrying is a major reason for the mudslides and landslides. Traditionally, our river management strategies are mainly focused on the water flows, including flood management, and these have resulted in various interventions such as dams, barrages, canals and embankments. Most of these interventions have had very little consideration for sediment transfer and even if they did, they were generally defunct within a few years of their operations either due to improper design or inadequate maintenance.
A long-term sediment management strategy has never been a part of any protocol of river management, not just in India, but in several other parts of the world. It is amply clear that sediment management must form an important component of management strategies for the Himalayan rivers. The Union Water Ministry has recently circulated a draft policy on sediment management.

The various aspects of tragic Dam Disaster in Mekong Basin in Laos are still unfolding. But it is clear from many accounts that it was an avoidable, man-made disaster due to neglect of contractors, decision makers, consultants and supervising agencies. There is a lot we can learn from this if we want to avoid such disasters in India. We still do not have credible Dam Safety Law or institution, CWC is clearly not the right agency considering the conflict of interest with the various other roles of CWC. But for now let us look at the reports of Laos Dam Disaster.
Reminding the world of one of the worst dam disasters, the under construction dam Xepian Xe Nam Noy Hydro power project breached releasing 5 billion cubic metres of water in Southern Laos on July 23.
The gushing water current swept the surrounding leading to death of about 26 people and displacing about 6600 residents. As per report hundreds of people are still missing from neighbouring villages of Yai Thae, Hinlad, Mai, Thasengchan, Tha Hin, and Samong, which bore the brunt of flooding. The deluge has reportedly destroyed thousands of homes.

India certainly urgently needs credible measures to achieve both structural and operational safety of dams. As the HINDUSTAN TIMES editorial emphasizes, we need much greater transparency, accountability and participation of independent, non government experts at every level of functioning of Dam Safety mechanism. Current Dam Safety Bill draft falls far short of that. This is also underscored by many of the news we bring in this July 16, 208 issue of DRP News Bulletin.
The Tamil Nadu CAG report, as Indian Express reports, has clearly said that the Chennai floods of Dec 2015 were majorly due to the wrong decision of dam operators to release 29000 cusecs of water for 21 hours, in violation of all safety norms, but no was punished for this wrong decision. The same has always been the case.
The Bulletin also brings the warning from, no less than Chief Minister of Assam to NEEPCO that if NEEPCO, the operator of the 405 MW Ranganadi Dam releases water from the dam without warning and when downstream areas are facing floods, they will have to bear the losses people suffer. The NATIONAL PLATFORM FOR SMALL SCALE FISH WORKERS (INLAND) is convening a Consultative Meeting on Livelihood Issues of Inland Small Scale Fish Workers 10thJuly 2018, Gandhi Peace Foundation, New Delhi.
The Invitation letter says: “India is gifted with vast and varied inland water bodies bearing rich fish resources.Rivers and canals, reservoirs, ponds and tanks, oxbow lakes, wetlands, backwaters and estuaries yield 7.21 million tonnes of fish which is more than 66% of total fish production of the country. The sector sustains about 4 million fish workers and a total population of around 2 crores.Fish provides good quality animal protein rich in minerals and vitamins. About 800 million Indians eat fish. After milk, fish is the largest source of our animal protein.These huge resources are under severe stress. Rivers are poisoned with heavy pollution. Diversion of water from rivers is harming their ecological flow.

In a rare event, Punjab Cabinet met to discuss water crisis on June 26, 2018. But the cabinet ended up setting up a committee to assess the ground water situation in the state and submit a detailed proposal for water conservation.
– Punjab has the highest rate of groundwater exploitation and had on average withdrawn 28.2 million acre feet (MAF) water yearly during 2008-2013. However, the yearly average replenishment of water was only 18.9 MAF.
– 73% of Punjab’s irrigated area uses groundwater for irrigation, while only 27% uses surface water.
