In its latest report, the National Green Tribunal (NGT) appointed monitoring committee overseeing Yamuna River cleaning progress in Delhi says that the river is “fighting to stay alive” and it would not be possible to rejuvenate the Yamuna unless minimum environmental flow is provided as it is “virtually reduced to a trickle and remains dry in some stretches for almost nine months of the year”.
In the action plan, it is mentioned that “Although the Yamuna river flows only for 54 kilometres from Palla to Badarpur through Delhi, the 22 km stretch from Wazirabad to Okhla, which is less than 2 per cent of the river length of 1370 km from Yamunotri to Allahabad, accounts for about 76 per cent of the pollution level in the river”.
The committee has suggested that a team of scientists be formed from CPCB, DPCC and other institutions like IIT Delhi or NEERI to carry out inspections and submit reports to it for remedial action. The team can look into the risks and benefits of an alternative way of routing the same quantity of water which can help in reducing the pollution level, it said.
The monitoring committee also raised objection to the capacity utilisation of common effluent treatment plant (CETP) which is as low as 25 per cent. There are 28 industrial clusters in Delhi and 17 of these are connected to 13 CETPs. The remaining 11 clusters are not connected to any CETP. Another area of concern is the direct discharge of completely unregulated waste from industries and residences into the river.
In its latest report, the Comptroller and Auditor General (CAG) has questioned implementation of sixteen National Irrigation Projects. Before this, the CAG has held mismanagement in dams’ operation responsible for Chennai floods in 2015. Both these reports are available on its website now.
The CAG report on National Irrigation Projects, tabled in Parliament on July 20, has revealed that sixteen major multi-purpose water projects, taken up on an expeditious basis about a decade ago, are nowhere near completion, with no work being undertaken in as many as 11 projects despite the incumbent govt’s much-wanted focus on improving irrigation facilities in the country.
The report also mentioned that out of the 16 projects, undertaken under the Accelerated Irrigation Benefits Programme (AIBP) in Feb 2008, only five projects with estimated irrigation potential of 25.10 lakh hectares were under implementation and even these projects suffer from 8 to 99 per cent shortfall in physical progress, the CAG said. The remaining 11 projects with estimated irrigation potential of 10.48 lakh hectares are yet to commence and are at different stages of approval.

As per the Daily Status Reports of Narmada Control Authority[iv], inflow into SSP Dam suddenly jumped from 495 cumecs (Cubic Meters per second) on Sept 12, to 2518 cumecs on Sept 13, 2383 cumecs on Sept 14 and 2210 cumecs on Sept 15, 2384 cumecs on Sept 16, in anticipation of the birthday, so that when Narendrabhai visits the dam site to formally declare the project complete, the reservoir is seen to have substantial water. Expectedly, SSP water level rose from 126.19 m to 128.5 m by 8 am on Sept 15. How was this made possible?
Madhya Pradesh depletes its water storage so that SSP looks full on Sept 17? The increased inflow into SSP was made possible only by increased outflow from upstream Madhya Pradesh dams like Indira Sagar Project (ISP) on Narmada. ISP, incidentally is India’s largest reservoir in terms of storage capacity.
So the ISP storage level which was already very low (about 33%) on Sept 11 with monsoon almost coming to close, was depleted by further 450 MCM (Million Cubic Meters) from Sept 11 to Sept 16 (date for which latest information is available), while SSP water level rose by 750 MCM during the same period. All this, so that water level at SSP could look more respectable on Sept 17. Its not known why Madhya Pradesh is ready to lose water from its low storage levels (in fact, the water level at Omkareshwar Project on Narmada is below Minimum Draw Down level throughout this period).

Bihar wants Farakka barrage to be decommissioned The Nitish Kumar govt has held the Farakka barrage in West Bengal responsible for heavy floods in Bihar and asked the Centre to decommission it to de-silt the heavily loaded upstream of Ganga River. The state has made the recommendation, observing that the dam is the “genesis of severe” flood consequences and responsible for “alarming” silt increase in the river’s upstream. According to sources, Nitish Kumar dispensation has made the demand before an experts’ committee formed by the Centre to work out guidelines for de-silting Ganga following last year’s devastating floods.
As per the statement, decommissioning the barrage will help automatically de-silt the heavily loaded upstream, allowing silt to move to deltas before the sea thus helping in restoration of deltas and its eco-system which is also getting adversely affected due to this barrage. To buttress its point, the state government has referred to Kolkata Port Trust’s data, which suggests that silt dredging at the port has increased from 6.40 million cubic metres annually from pre-Farakka days to four times, i.e. at 21.88 MCM annually, during 2003. The state government has also recommended the panel to come up with ‘National Silt Policy’ to address the problem. Bihar faced one of its worst floods as Ganga swelled in August last year, claiming lives of over 20 persons and affecting 20 lakh people.
Bihar Government has rightly asked for decommissioning of Farakka barrage and held it as the genesis of severe, destructive and prolonged floods that Bihar and other regions upstream from Farakka face year after year. Good to see that Bihar government has officially demanded decommissioning of the Farakka barrage before an expert committee of Ministry of Water Resources. Hope this starts the ball rolling to remove this unnecessary and giant dam on Ganga, which will also help the cause of fisheries (including Hilsa), downstream Bengal and also the river in general. The road cum rail line on the barrage can continue to exist.
