Sand Mining 2018: Is Illegal Sand Mining A National Menace?

We have presented through separate articles, overview of sand mining issues of Punjab, Uttar Pradesh, Madhya Pradesh, Rajasthan, Gujarat, Maharashtra, Tamil Nadu, Karnataka, Kerala, Telangana-Andhra Pradesh, East India and North East India, in addition to one on murders, violence, threats and infrastructure damages due to illegal sand mining. This compilation tries to throw some light on the sand mining related issue of 2018 in remaining states with the help available media reports.

Illegal Sand Mining Violence 2018: at least 28 People died across India

Across the country, many government officials were killed while taking action against illegal sand extraction in 2018. So were the lethal attacks on reporters and citizens for exposing illegalities and objecting to illegal mining activities. Many innocent people lost lives in accidents related to illegal sand mining related incidents which could have been avoided. This compilation of sand mining related incidents also highlights how illegal sand mining was damaging the infrastructure providing essential services.

NORTH INDIA

Uttrakhand A 115 years old British era bridge on Tons river in Birpur, Dehradun collapsed on Dec. 28 reportedly due to overloaded sand trucks. Two people were killed[1] in the accident. The single lane bridge was damaged during 2013 floods and opened for public after repair.

DRP: 25 Feb 2019: Climate Bonds Initiative: Big Hydro is NOT climate solution

As about 500 global financiers meet in London on March 5-7, 2019, one of the items on agenda pushed by Big Hydro lobby is criteria to include Big Hydro as climate solution. As following Comment in Nature shows, this is completely based on lobbying efforts and not based on merit of the case. If the merits of large hydro were to looked at objectively, there is absolutely no case of inclusion of Large Hydro as climate solution. In fact, the article does not attempt to list the severe, widespread and long lasting adverse social and environmental impacts of large hydro. Today when there is BIG question mark over even economic viability of large hydro, such attempts are clearly uncalled for. Hope the global financiers will see through this lobbying effort. 

The World Hydropower Congress will meet in Paris during May 14-16, 2019. Their program says:

Following over two years of discussions with industry, academia, governments and international NGOs, the Climate Bonds Initiative, an investor-focused not-for-profit is due to launch a consultation later this year on proposed green bond criteria for hydropower. This criteria is seen as key to fully unlocking the market to the hydropower sector, as to date it has been held back a lack of clarity over appropriate standards. https://congress.hydropower.org/2019-paris/programme/green-bonds-for-hydropower/

This shows that the Congress, essentially a Hydropower Lobby meeting, is also interconnected with the Climate Bond Initiative on Hydropower.

East India Sand Mining 2018: Will NGT order help restore Subarnarekha River?

Bihar Unsustainable sand mining causing floods in West Champaran The sand mining in the rivers of West Champaran was causing unmitigated floods in the region, year after year but the govt failed to respond.

– West Champaran district also sees many floods in the non-monsoon months, many of which go unreported, and often, ignored by flood-relief schemes. The natural explanation for the flash floods is that the region is at the foothills and rivers from the hills of bordering Nepal flow through it. But the floods are not entirely a result of natural phenomena. Over the years, excessive sand mining in the river beds has led to ecological imbalances, making rivers and streams flood and even change their course, wreaking havoc in the villages along their banks.

Respected Sirs,

There is no debating that Ganga must flow free or will perish with all attendant consequences. This is vindicated by Ravi Chopra Committee in its report to the Supreme Court submitting that there has been an increase in disasters in Uttarakhand ever since the tragedy in 2013, due to the presence of big dams. The Union of India under your governments pledged to rejuvenate the Ganga including Alaknanda, Mandakini and Bhagirathi and all their tributaries.  

Presently, four under-construction dams namely Tapovan-Vishnugad, Vishnugad-Pipalkoti, Singoli-Bhatwari and Phata-Byung are further threatening the survival of this river adding to the damage already done by the existing dams.

To save the River Ganga, Swami Saanand fasted for 111 days to draw your attention to River Ganga’s  cries for survival before he succumbed unheeded. Carrying on the baton, Sant Gopaldas fasted for 146 days when he disappeared under suspicious circumstances unheard and unheeded. Presently the 26 year old young Brahmachari Aatmabodhanand from Matri Sadan, Haridwar, has been on a fast since 24th of October 2018 determined to carry on the baton for a positive response on Ganga from your governments.

As this report narrates, a great volunteer effort is underway in Mumbai to clean up Mithi river. What they have achieved is just about 350 m of clean river, after labouring over weekends for several months. But this is such a daunting task to even venture to start. They have not only started, but made visible progress. Let us hope it will achieve all its objectives.

Debate on Ganga Waterways: Disagree on all counts

Apropos Sri Pravir Pandey (Vice Chairman, IWAI) article (https://www.hindustantimes.com/analysis/the-inland-waterways-project-won-t-choke-rivers/story-3CTflDhyTxijS5AAqlQeqO.html) in HT (The Hindustan Times) dated 24 Jan 2019 rejecting our serious reservations (https://www.hindustantimes.com/analysis/the-inland-waterways-project-will-destroy-india-s-rivers/story-8TDyHX1UuzQzKwWhHXQVPJ.html) expressed earlier (HT, 4 Jan 2019) on the claimed merits of the Inland Waterways Transportation (IWT) project. While welcoming IWAI’s presumed willingness to debate the matter, we reject Sri Pandey’s contentions in their entirety as having been made on rhetoric and ‘confidential’ assessments rather than on sound and convincing facts.

There are two key considerations which require attention before merit, if any, could be found in a potentially impactful project like the IWT. First are of course its financial viability and the second and much more critical are its environmental impacts.

DRP: 11 Feb 2019: Questions over legitimacy of Dam Bachao Abhiyaan

The Dam Bachao Abhiyaan has been coming up in various forms. They blame the upstream water use in the catchment for dams not filling up. The catchment area could be using the water through groundwater (e.g. Hussain Sagar in Hyderabad), Johads (e.g. Sahibi catchment in Alwar), Tanks (e.g. Cauvery catchment in Karnataka), or check dams (e.g. Gandhisagar catchment in Madhya Pradesh, Bisalpur and Ramgarh catchment in Rajasthan), the latest episode reflected in the news below.

One key question that is never answered is, does the construction of dam extinguish all the rights of the catchment area to harvest and use any water for even basic needs and livelihoods? Does the very existence of the dam make all such water use in the catchment illegitimate? What about the right to water and livelihood of the catchment area? Should dam filling be so sacrosanct as to not allow any legitimate water use in the catchment? Hope the court and the government resolves these issues. Hope there is debate on this to decide in which circumstances there will be legitimacy to such Dam Bachao Abhiyaan.

Decoding the Economics of Ganga Waterway (National Waterways-1)

The Government of India has undertaken the ambitious project of plying cargo ships from Haldia to Prayagraj on the river Ganga, also known as National Waterways-1 (NW-1).

The justification for promoting waterways on such a massive scale as stated in National Waterways Bill, 2015 when introduced is as follows:

  • …inland water transport is recognised as fuel efficient, cost effective and environment friendly mode of transport, especially for bulk goods, hazardous goods and over dimensional cargos. It also reduces time, cost of transportation of goods and cargos, as well as congestion and accidents on highways.

As per the Government of India’s Press Release dated 21 July 2016, the cost of transportation of goods by rail was estimated at about Rs. 1.36 per ton kilometre, by waterways at Rs. 1.06 per ton kilometres and by road at Rs. 2.50 per ton kilometre. At first glance, the waterway appears to be far more economical.
