A massive wave of flood is flowing down the rivers originating in Central India states from Odisha in East to Gujarat-Rajasthan in the west. At least fourteen river sites have seen breach of Highest Flood Levels (HFL) in last four days, a record by itself: 7 in Mahanadi, 5 in Godavari, 2 in JNarmada and one each in Suvarnarekha and Chambal. In at least four of these cases, the earlier HFL had survived for 26 years and has now been broken.
The flood wave that is traveling down is above above 35500 cumecs (12.54 lakh cusecs) in Narmada (at Indira Sagar Dam), above 25000 cumecs (8.83 lakh cusecs), in case of Mahanadi (at Hirakud Dam) and Godavari (at Gosikhurd Dam) rivers & over 15000 cumecs (5.3 lakh cusecs) in Chambal (at Gandhi Sagar Dam) River. Central Water Commission (CWC) is the only agency doing flood forecasting in India. This article attempts to present an overview of CWC’s flood forecasting and monitoring sites in West India. It includes state wise list of CWC’s Level Forecasting, Inflow Forecasting and level monitoring sites in 5 States in West India: Rajasthan, Gujarat, Maharashtra, Madhya Pradesh, Goa. Similar report has been published for North India[i] and North East India[ii] and East India[iii]. Central Water Commission is the only agency doing flood forecasting in India. As per CWC’s Flood Forecasting website[i] the Data Flow Map has information about 226 Flood Forecast Sites in the country comprising of 166 Level Forecast Sites and 60 Inflow Forecast Sites. It also monitors 700 other sites, information is made available through List Based Exploration and Hydrograph View, but no flood forecasting is done for these sites.
In order to better understand the CWC’s flood monitoring and forecasting work, in this article, we have given an overview of CWC’s flood forecasting and monitoring sites in West India. It includes state wise list of CWC’s Level Forecasting, Inflow Forecasting and level monitoring sites in 5 States in West India. Similar report has been published for North India[ii] and North East India[iii] and East India[iv] and South India[v]. This is the last part in the series. About Madhya Pradesh
The state of Madhya Pradesh (MP) was bifurcated in the year 2000. The total area of MP state is 3,08,245 sq. km. The state has been divided into 50 districts and 342 sub districts. The total human population of the state is 725.97 million. (2011 census) with a decadal growth rate of 20.3%. Key centres of growth are around the urban centres of Gwalior, Indore, Bhopal and Jabalpur.
It has a subtropical climate. Hot dry summer extends from April to June followed by monsoon from July to September and winter months (November to February) are cool and relatively dry. The average rainfall is about 1,370 mm and it decreases from east to west. Summer mean maximum temperature rises to about 42.5 deg C in northern parts and the average temperature during winters is as low as 10 Deg C again in the north while it varies from 10 – 15 deg C in the south. The valley of Wainganga River has served as a backdrop for Rudyard Kipling’s Jungle book. East Vidarbha region of Maharashtra hosts major part of this lush green landscape which is ecologically one of the most significant regions of India. More than 50% of forest of Maharashtra State falls in this region. Government of Maharashtra (GoM) however is doing little on its part to protect these. Perceiving them as ‘hurdles’ GoM is pushing more and more unfeasible dam projects in this region in the name of irrigation. Water for rivers, biodiversity, wildlife has taken a backseat in the growing claims on Wainganga waters. If these projects come up health of Wainganga basin will be further seriously jeopardized.

The river Godavari is the largest of the peninsular rivers of India. Maharashtra is home for its early flows and Godavari for Maharashtra is no less than Ganga. Referred to as Dakshin Ganga the river holds immense spiritual and cultural significance. Several places at its origin are said to be abode of Rama during the exile. These places are worshipped even today.
One of the unique aspects of this river is that it drains nearly entire East to West length of Maharashtra. And while running ceaselessly towards the Bay of Bengal the river encompasses nearly all the geographically diverse regions of the state. Originating in Western Ghats this river later traverses through the arid and dry region of Marathwada and then emerges in high rainfall region of Vidarbha. While the Upper Godavari sub basin is a part of prosperous sugar cane growing belt of Western Maharashtra; its tributaries like Manjara and Wardha-Wainganga flow through the region where there is still significant potential of local water systems.

While Vidarbha Irrigation Development Corporation (VIDC) has been undergoing inquiry by Anti Corruption Bureau and facing a Public Interest Litigation for financial irregularities & cost escalations exposed during the irrigation scam of 2012, the State Government of Maharashtra continues to push new projects in the ecologically sensitive region of Vidarbha.
State Government of Maharashtra has decided to give yet another try to revive Human River Project, a major irrigation project proposed on the Human River near Sirkada Village of Sindewahi Taluka, Dist. Chandrapur. Human dam with storage capacity of about 247 MCM (Million Cubic Meters) plans to irrigate 46,117.00 ha. for which it will submerge 7651.11 ha of land. This disproportionately large submergence (nearly 16% of the proposed irrigation!) also includes 1925.55 Ha of rich full grown forest of Vidarbha. (which is nearly 4.2% of the proposed irrigation!) (Earlier figure for forest submergence in print media and few other documents was 1535.85 ha. But latest official documents mention 1925.55 Ha)
Human River is a tributary of the Andhari River that merges into the Wainganga. The reservoir that will be created after impoundment of the waters will be just 4.25 km from the boundaries of the Tadoba National Park and 3.2 km. from the Andhari Wildlife Sanctuary, both of which form the Tadoba-Andhari Tiger Reserve (TATR), a vital area for tiger conservation in central India. The proposed dam falls in the Eco-Sensitive Zone of TATR and thus needs National Board for Wildlife (NBWL) clearance.
The project is being pushed by Sudhir Mungantiwar, who is currently a State Cabinet Minister of Finance, Planning, and Forest Departments in the Government of Maharashtra. State Government is seeking clearance from State Board for Wildlife (SBWL) before it could be sent to NBWL for approval. In September 2014 a four-member high-powered committee constituted by Ministry of Environment, Forests and Climate Change (MoEFCC) to visit Human dam site at Sirkada, 3.5km from TATR in Chandrapur district.[i] The meeting in which the decision was taken to revive the project was held due to Mungantiwar’s follow up with then Minister of Environment Prakash Javadekar.[ii]
