Flood Forecasting (FF) is one of the important activities of Central Water Commission (CWC), which is undergoing expansion and improvement, but there is still a huge scope for improvement. In order to better understand the CWC’s flood monitoring and forecasting work, in this article, we have given an overview of CWC’s flood forecasting and monitoring sites in South India, the last region to be covered for 2019 flood season. It includes state wise list of CWC’s Level Forecast, Inflow Forecast and level monitoring sites in South Indian states of Andhra Pradesh, Telangana, Karnataka, Tamil Nadu, Puducherry (no FF sites) and Kerala. It’s great to see the top edit in THE TIMES OF INDIA today (Aug 12, 2019) calling for urgent review of flood management in India. Indeed the current floods can be a big wake up call.
TOI Edit rightly says: “Similarly, there’s also an urgent need to upgrade dam management in the region. Despite heavy rain warnings, why couldn’t Maharashtra and Karnataka coordinate to release dam waters downstream as a pre-emptive measure? We need much more proactive and punctilious supervision of dam waters.” Indeed there is need to fix the responsibilities of failures in Dam Management, including forecasting failures, Violations of rule curves, mismanagement of reservoirs and lack of information sharing and coordination. Karnataka is one of the leading states to witness the devastating effects of rampant sand mining. Between 2015 and 2018, the state has officially registered 20,779 cases of illegal sand mining, and 9,599 FIRs.
The state govt is receiving approximately Rs 150 crore per year as royalty from legitimate sand mining. As per estimates, the state govt is losing around Rs 200 crore per year due to illegal sand mining.
According to cement manufacturing companies’ data, around 18 million tonnes (MT) of cement is sold in the state every year. The cement-sand mix ratio is either 1:4 or 1:6 (four or six bags of sand per cement bag). Even if 1:4 ratio is taken, 72 MT of sand is approximately used in the state every year.
The official data from the Department of Mines and Geology shows that from the blocks permitted by it, a total quantity of 30 MT of sand (from all types of blocks – river sand, patta land, blocks allocated to govt departments, and manufactured sand) is produced in the state. Thus, there is a difference of at least 42 MT sand compared to the cement sold in the state.
Central Water Commission is the only agency doing flood forecasting in India. As per CWC’s Flood Forecasting website[i] the Data Flow Map has information about 226 Flood Forecast Sites in the country comprising of 166 Level Forecast Sites and 60 Inflow Forecast Sites. It also monitors 700 Flood sites, information made available through List Based Exploration and Hydrograph View, but no flood forecasting is done for these sites.

Tamil Nadu There are 3 Level Forecasting, 48 Level Monitoring and 14 Inflow Forecasting sites in Tamil Nadu State. Out of total 65 sites, 19 Level Monitoring and 2 Inflow Forecasting sites are inactive. MWL information is given only for 1 Inflow Forecasting site out of 14. IRRUKKANKUDI, Sathanur and Gomukhi sites are repeated with incomplete information. Out of 48, HFL figure and date is not provided for 25 Level Monitoring sites.

Tamirabarani River Opposition grows against Tamirabarani water to soft drink units In March 2017, various citizen groups submitted petitions to Collector M. Karuankaran, opposing the decision to supply huge quantity of water from the Tamirabarani to beverage manufacturing units in Gangaikondan Industrial area. Manair River Garbage polluting Manair river The shores are being polluted by the Municipal Corp of Karimnagar (MCK), which is dumping garbage generated from the town. Other private agencies such as chicken centres, hotels, private hospitals, mechanical shops and others too are also dumping garbage generated at their places into the river Manair. Karnataka is one of the four southern states of Peninsular India (Figure 1a), came into existence with the passage of the States Reorganisation Act (1956, Nov 1) and is located 11°30′ North and 18°30′ North latitudes and 74° East and 78°30′ East longitude (https://en.wikipedia.org/wiki/Geography_of_Karnataka). The state covers an area of 191,976 km² (5.83% of India‘s geographical area). Karnataka is the eighth largest Indian state by area, the ninth largest by population and comprises 30 districts (figure 1b) divided in to 4 administrative divisions, 270 towns and 29406 villages (http://ssakarnataka.gov.in/). The state is situated on a table land where the Western and Eastern Ghats ranges converge into the complex, in the western part of the Deccan Peninsular region of India. Karnataka is bordered by the Arabian Sea to the west, Goa to the northwest, Maharashtra to the north, Andhra Pradesh to the east, Tamilnadu to the southeast, and Kerala to the southwest.
