Rivers in Haryana fall mainly within Indus and Ganga basins. River Ghaggar sub basin and its tributaries in the west of the state caters to the Indus basin, while river Yamuna and its tributaries in the east make up the portion of the Ganga basin.

DRP: 27 Feb 2017 (Urgent Need To Review Impacts Of Farakka Dam: Experts)

During a global seminar held on Feb. 25-26, 2017 in Patna experts from across the country have advocated an “urgent review” and comprehensive study of the Farakka dam to revive the Ganga river. The experts were discussing various concerns facing River Ganga and the possible solutions for them. The seminar titled as “Incessant Ganga” was organised by Bihar’s Water Resources Department, almost week after, Bihar CM Nitish Kumar has openly termed the barrage as genesis of floods in the State. Speaking in the program, the CM again expressed deep concerns behind receding water flow in the Ganga and increasing silt deposit due to Farakka dam.

Speaking during the seminar, environment expert Himanshu Thakkar the coordinator of SANDRP advocated urgent need for review of Farakka barrage claiming that it has failed to fulfill any of the purpose – irrigation, hydro electric power, water supply – of the barrage for which it was built. As per, Himanshu Thakkar the dam was built to maintain the navigability of Kolkata port. 

Thakkar also suggested that the gates of Farakka be opened during monsoon to mitigate the intensity of floods in Bihar. As per Thakkar there was an urgent need for a comprehensive study of the Farakka barrage to find out its achievements or whether the barrage fulfilled its objectives. The committee constituted for study must include the Centre, Bihar, West Bengal and all states having Ganga, he said adding that a study should be made on the social and livelihood impact of the barrage, how it affected people’s lives, whether its existence was justified and cost-benefit assessment among other issues.

Yamuna River Developments in 2016-2- Other River Interventions

The exploitation of Yamuna Rivers that starts in upper basin comprising Uttarakhand (UKH) and Himachal Pradesh (HP) gets worse as the river is dammed at Hathini Kund Barrage (HKB) while passing through Shivalik Hills located at the border of Haryana and Uttar Pradesh (UP), the barrage has severely compromised lean season (8-9 months) water flow in the river downstream.

As a result, the waterless riverbed resembles a desert till Delhi’s potable water is released back into the river at Palla village, the border of Delhi and Haryana. The absence of flow facilitates intensive illegal riverbed mining for sand and boulders for longer periods in a year which further destroys the river’s eco-system. More over industrial and domestic effluents in great volume from nearby towns reach the river via tributaries, storm water drains. Amid all this successive State Governments show no will to achieve even basic flow of freshwater in the river, even as they keep pushing more dams.

DRP: 26 Dec 2016 (Corruption & Fraud in 600 MW Kameng HEP in NE India)

In addition to allegations of fraud related to inflated bills, the officials report of Satish Verma the former chief vigilance officer (CVO) of North Eastern Electric Power Corporation (NEEPCO) mentioned that there have been numerous instances of top government officials allegedly accepting hospitality and gifts that cost the PSU lakhs of rupees. These include gifts for officials in the Ministry of Power: a teak wood cabinet for the Personal Secretary to the Union Power Minister; an iPad Air 2 for the Secretary; payment of a Vodafone bill for a Special Secretary; and a mobile handset for an Additional Secretary.

Haryana Rivers Profile: (Part-II – Ganga Basin)

Yamuna Basin:  River Yamuna[1] accounts for 7.10 % of the total geographical area of the country. The Haryana state forms 6.5%[2] of the river basin. It drains an area of 366,223 square km in the Gangetic plain and constitutes 40.2% of Ganga Basin. The river annually carries 10,000 cubic billon meters (CBM) of water of with 4400 cbm is used for irrigation.  Yamuna river basin forms the upper sub-basin of Ganga river[3] the total area of which is 35798.19 square km comprising of 47 water sheds. 

Yamuna river originates from Bandar Punch glacier in Uttarkashi district of Uttarakand. The river flows through about 200 kilometers before reaching Haryana State at Shivalik Hills in Yamuna Nagar district. In the same district the river is trapped in Hathini Kund Barrage located in Kalesar National Park.

Haryana Rivers Profile: (Part-I – Indus Basin)

India is a land of several great rivers[1]. Haryana[2] the 20th Indian state has also been enriched by numbers of rivers, streams and rivulets.  These rivers only strike public discourses during monsoon when they flood human habitations although pollution and sand mining incidents are routinely covered. Moreover there is no Government Department in the State which is in control or possession of complete information on the rivers of the State, as the various State Government Agencies in limited manner deal with specific issues affecting the rivers and there are Government Agencies also whose plans or projects impact the rivers in adverse manner. This two part blog report from SANDRP strives to present a picture on the rivers of Haryana. The State is broadly divided by two basins: Indus and Ganga. This first part of the blog mainly focuses on rives which are part of Indus basin. The second part will bring information of other rivers in the State which join the Ganga basin.  Apart from putting together the basic facts, the blog series also highlights the key issues and present day status of these river systems.

Living Planet Report, 2016: Rivers, Wetlands, Fresh Water Species Face the Greatest Threat

According to just released Living Planet Report 2016, the loss of habitat is prime reason behind declining of wildlife species found in and around wetlands, rivers and lakes due to increasing fragmentation, pollution and destruction of these ecosystems. Data in report also underlines that the global water crisis is real and water requirements worldwide will go up by 40 per cent by 2030.

The report emphasizes habitats based on rivers, wetlands and lakes command high economic, cultural, aesthetic, recreational and educational value. At the same time, these habitats are challenging to conserve because they are strongly affected by the modification of their river basins as well as by direct impacts from dams, pollution, invasive aquatic species and unsustainable water extractions.

Further, fresh water based habitats often are beyond administrative and political boundaries; warranting the extra effort for collaborative forms of protection. The report refers to several studies which have found that species living in freshwater habitats are faring worse than terrestrial species.

The report notes that Brazil, Russia, India, China and the United States (a different BRICS) account for nearly half of the planet’s total bio-capacity. These few countries function as global bio-capacity hubs as they are among the primary exporters of resources to the other countries. This results in great pressure on ecosystems in these countries, contributing to habitat loss.

शौचालयी स्वच्छता से संपूर्ण शुचिता की ओर-2 (जल-थल-मल पुस्तक सारांश)

आज गॉधी जंयती है और स्व्च्छ भारत अभियान को भी दो वर्ष पूरे हो गए हैं। दो दिन पूर्व, 30 सितम्बर को इंडोसैन समारोह का उद्घाटन करते हुए प्रधानमंत्री श्री नरेन्द्र मोदी जी ने देश को स्वच्छ बनाने के लिए स्वच्छाग्रह चलाने का मंत्र किया है। स्वच्छ भारत मिशन के तहत आयोजित इस समारोह में उन्होंने सीमित संदर्भ में ही सही दो ओर बड़ी अच्छी बातें कहीं, एक स्वच्छता को लेकर हमें अपने आचरण में बदलाव लाना चाहिए और दूसरा जैविक कूडे़ कचरे से खाद बनायी जा सकती है। दूसरी ओर शहरी विकास मंत्री वैंकया नायडू के अनुसार देश में 1 लाख से ज्यादा गॉव खुले में शौच से मुक्त हो गए हैं।

भारत के पहले प्रधानमंत्री श्री जवाहरलाल नेहरू ने भी एक बार कहा था कि जब तक भारत में सब लोगों के पास शौचालय सुविधा उपलब्ध नहीं होती, वो तब तक भारत को आज़ाद नहीं मानेगे। इसी प्रंसग में राष्ट्रपिता महात्मा गॉधी जी का भी जिक्र अनायास हो आता है जिंहोने सैनिटेशन को आजादी से भी बढ़कर बताया और मैला प्रथा के विरोध में सब मानवों को अपने मैले का निपटान खुद करने के लिए भी कहा।

शौचालय निर्माण से शुचिता की ओर-1 (जल-थल-मल पुस्तक समीक्षा)

खुले में शौच की आदत से निजात दिलाने के लिए केन्द्र सरकार शौचालय बनाने का काम 1980 के दशक से लेकर अब तक चलाती आ रही है। 1999 में इस अभियान का नाम टोटल सैनिटेशन कैंपेन और 2013 में निर्मल भारत अभियान हो गया। आज इसे स्वच्छ भारत अभियान के नाम से जाना जाता है। बदले नाम के साथ हाल में स्वच्छ भारत मिशन भी 2019 तक भारत को खुले में शौच से मुक्त कराने का बीड़ा उठाए हुए है। ऐसा करने वाले गाॅवों का निर्मल ग्राम पुरस्कार भी दिया जा रहा है। 2003 से लेकर अबतक करीब 28 हजार से ज्यादा गाॅवों को इस ईनाम से नवाजा जा चुका है।

सरकारी आॅकड़ो के मुताबिक देश में 10 में से 3 व्यक्ति आज भी खुले में ही शौच जाते हैं। जो सरकार के लिए अतंर्राष्ट्रीय स्तर पर बड़ी शर्मिंदगी का विषय है। सयुक्त राष्ट्र के अनुसार गरीबी में भारत से निचले पायदानों पर खडे़ देश नेपाल, पाकिस्तान, बांग्लादेश आदि पडौसी मुल्क शौचालय बनाने में भारत से कहीं आगे निकल गए हैं।

केंद्रीय पेयजल और स्वच्छता मंत्रालय के अनुसार इस अभियान के तहत अब तक 8 करोड़ 7 लाख शौचालय बनाए गए हैं। यानी 12 करोड़ 5 लाख शौचालयों के लक्ष्य का 70 फीसदी बन चुके हैं। परंतु 2011 की जनगणना के हिसाब से महज 5 करोड़ 16 लाख शौचालय ही पाए गए। मामला साफ है शौचालय ज़मी पर कम और कागज़ों में ज्यादा बने। 2008 के सर्वे में बड़ा खुलासा हुआ की 132 निर्मल गाॅव ईनाम पाने वाले में से केवल 6 गाॅव ऐसे निकले जिनमें कोई भी खुले में पखाना नहीं जाता था। योजना आयोग द्वारा तैयार 2013 की रपट इससे अधिक दिलचस्प है जो बताती है 73 फीसदी शौचालयवाले घरों में अब भी कम से कम एक सदस्य खुले में ही शौच जाता है।

इन सब के बीच प्रश्न उठता है, क्या शौचालय बनाना ही सैनिटेशन है और क्या मात्र शौचालय बनाने से ही भारत स्वच्छ हो जाएगा ? कहीं शौच मुक्त भारत के लक्ष्य का पीछा करते हम लोग प्राकृतिक संसाधनों का नाजायज दोहन और प्रदूषण तो नहीं कर रहे हैं ? मानव मल का प्रकृति और माटी से क्या संबंध है ? कहीं मात्र शौचालयी स्वच्छता के कारण ही तो पानी की बर्बादी और नदियों का प्रदूषण नहीं बढ़ रहा है? मल के जल और थल से बिखरे संबंधों से फिर रूबरू कराते हुए इन्हीं सब सवालों का जवाब तलाशती है, सोपान जोशी द्वारा लिखित जल-थल और मल पुस्तक!

Consume more, Pollute more, Pay less, Ask for more Dams: Pune City’s water policy

In May, decision of Pune’s Guardian Minister and head of canal committee of releasing 1 TMC (thousand million cubic feet) water from Khadakwasla Dam to downstream regions of Daund and Indapur saw huge protests from the city’s political parties and civic administration. Ensuring that Pune suffers no further water cut, even when downstream regions face historic drought, seems to have become the Mayor’s crusade. Keeping urban areas insulated and away from a terrible water crisis has its own major equity issues.

Pune is a water surplus city in upper riparian region of Krishna Basin. In a report “Reimagining Pune: Mission Smart City” submitted to Urban Development Department by Pune Municipal Corporation (PMC), it is admitted that Pune has water availability of 219 lpcd (liters per capita per day).[1] Even so, the city has been much reluctant to share its water with downstream villages. it has seen barely 20% water cuts since last October.

While discussions and debates about drought revolve around sugarcane, industries, rural water use, irrigation management etc, etc., the growing, unjustified footprint of urban areas generally is left scot free and Pune is a classic example if this.

Here, we take a brief look at PMC’s water supply approach with its monomaniacal supply-side focus. While sourcing much more water than allocated from four upstream dams, PMC has been shirking from its responsibility of treating waste water before releasing it for the downstream. PMC has taken the upstream dams for granted and is planning for expansion of water supply system with 24×7 water supply in near future, relying on more water from these dams.
