This week brings heightened advocacy for major dams in the name of Urban Water supplies for cities that have no water policy, no worthwhile good water governance, but are happy demanding more and more water projects from further off places to cater to its unjustifiable demands. This is the underlying theme both in case of Renuka dam for Delhi and Mekedatu dam for Bangalore.
Some media reports are talking about need for additional storages, but in this advocacy there is no place for either efficient use of existing water storages, nor place for decentralised water storage options or underground water storage options, leave aside inclusion of soil moisture, which is a major storage option too.

There is no doubt that India urgently needs a guidance note and policy for Environment Sensitive, Climate Adaptive and Socially inclusive Urban Rivers Planning and Development. But this is required for the Urban Rivers and not just Urban Riverfront. The NMCG attempt like that of Sabarmati and numerous other river fronts unfortunately are not bothered about rivers, they are only interested in grabbing land from the Urban Rivers and convert the rivers into concrete channels on two and in some cases three sides (include the sides and the bed of the rivers). That is clearly death knell for the rivers. There is no doubt that there is need connect the people with the rivers, not just river fronts. The NMCG and other government bodies know the difference, so it is not out of ignorance that they have come out with the guidance note for river fronts rather than one for rivers. Unless people, civil society, experts and judiciary raise these issues, the future of Urban rivers seem bleak in India, as can be seen from the stories of Urban rivers compiled here from this week.

When the Prime Minister Shri Narendra Modi Mentioned some exemplary water conservation efforts in his Mann ki Baat on June 27, 2021, it was not for the first time he was doing it. These are certainly most welcome.
However, these mentions raise a number of questions. If the Prime Minister considers these local water options as exemplary, which they indeed are, where do we see the reflection of the lessons from such efforts in government programs and policies? In fact why there is no reflection of such lessons in what the government does in water sector? How can the government justify the destruction of Panna Tiger Reserve, over 9000 ha of forests, some 46 lakh trees, the catchment of Ken river and large part of Bundelkhand in the name of Ken Betwa Link Project, in the same Bundelkhand. How can his government justify the destructive projects like the Char Dham Highway, the big hydro projects and so on in the same Uttarakhand where Sachidanand Bharati (who was incidentally recipient of the Bhagirath Prayas Samman of India Rivers Week) works, whose efforts the PM praised? One hope the PM and his government will be awake to the implications and lessons of the works that PM praises.

In a remarkable new report, the 50 top scientists of Inter-Governmental Panel on Climate Change (IPCC) and Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) have come together to deliver the first ever joint collaboration report with the message that Biodiversity crisis and climate change crisis are not independent of each other. The message from scientists is clear: The claimed Climate “solutions” that hurt biodiversity or their habitat are false solutions.
By protecting and restoring nature, the report said, we can safeguard biodiversity, help limit warming, improve human well being and even find protection from the consequences of climate change, like intensified flooding and storms.

In a shocking and disappointing move, the National Green Tribunal last week dissolved the Yamuna Monitoring Committee (YMC) in Delhi, UP and Haryana along with Justice Pritam Pal Committee and asked the state government to implement the various measures in earlier YMC and NGT reports and directions. This seems like a major set back for the future of Yamuna and other rivers. This seems to have been a direct fall out of the Supreme Court of India Suo Moto taking up the Yamuna pollution issue. This is not going to help solve the seemingly intraceable issue of tackling pollution of our rivers. If the states were interested and capable of implementing the necessary measures, we won’t have required YMC in the first place. YMC was taking a number of useful steps and as we wrote in the DRP lead story dated January 18, 2021, what is required is strengthening the hands of the YMC, but as if our worst fears were to come true, YMC has now been dissolved, even before it could make its mark in achieving cleaner rivers.
It should be noted that our judiciary does not have very remarkable track record in achieving cleaner rivers. In fact the same Supreme Court took up Yamuna case Suo moto in 1994 and not having been able to achieve any better state of Yamuna, after dealing with it for 23 long years, handed over the case to NGT in 2017. Supreme Court had been dealing with Ganga case even longer, and again not achieving better state of the river, handed over the case to NGT in 2017. It seemed like NGT had done something right in setting up YMC, but that also has been dissolved. Its clear that unless the citizens and society does not rise up, there is no hope for our rivers.

A new UN report released on January 21, 2021 UN has warned the major big dam owning counties about the aging population of fast silting up dams in changing climate and urgent need to start working on decommissioning of uneconomical large dams. Among the few countries that UN has warned includes India with its third largest number of big dams. The added problem in India is the ill maintained and ill operated large dams that UN report did not look into. Indian dams are sanctioned based on highly under estimated siltation rates, there is practically no transparency and accountability in operation of Indian dams and dam almost every year get away with creating avoidable flood disasters. This latest problem is not just related to old dams, but even the newest celebrated ones like the Sardar Sarovar Dam as happened in Gujarat in late August-early Sept 2020. No legal regime exists in India for dam safety, either structural safety or operational safety. And in changing climate, with increasing frequency of higher intensity rainfall events, such risks are already increasing multi-fold.

Yamuna is again in headlines in this week’s Bulletin. It carries the Nov 2020 announcement of Delhi Govt plan to clean river by 2023 and the action by the Supreme Court. There is nothing very convincing, path breaking or new in what the Delhi Govt has announced, such announcements keep coming every few years and then tend to be forgotten, to be renewed with announcement of new deadlines in this case. Unfortunately, the Supreme Court action is not particularly different. One only needs to remind the apex court and everyone else that in 1994, the SC had taken up Yamuna case suo moto. No impact on the river could be achieved till around 2017, when the SC decided to handover the case to NGT. It is not clear what exactly has prompted SC to take it up again, but the move does not inspire confidence considering the past track record.
We hope we are wrong and the Delhi Plans and the SC move does lead to better days for Yamuna. In the meantime, the Yamuna Monitoring Committee set up by the NGT is doing its role, but one wishes, their hands and plans as strengthened and pushed by the NGT, which does not seem to be the case currently.

This latest episode described below once again raises big question marks over the viability, feasibility and desirability of pushing Ganga as the National waterways. Its economic viability has been questioned many times earlier and this episode only reinforces it. The ecological viability is dependent on refusal to conduct any environmental impact assessment in any credible, transparent or participatory way, while the massive adverse impacts on the river, its biodiversity including the National Aquatic animal Dolphin as also on the livelihood of millions of fisher people and boats people are all known, but being ignored by the Ministry of Inland waterways headed by and pushed by Mr Nitin Gadkari rather blindly. The only way to resolve the issue is if there is an independent, informed assessment, which can happen only if the judiciary were to step in. Will they?

In otherwise bleak governance of sand mining in India, J&K State Expert Appraisal Committee (SEAC) has denied environment clearance to sand mining projects on Jhelum river, since the proposals were not in conformity with the MoEF’s 2016 Sand Mining Management Guidelines, involved in-stream mining, did not have proper District Survey Reports, proper Sand Mining Plan or Replenishment studies. One hope this is emanating from genuine concern for proper governance and this needs to spread to more areas so that at least the guidelines get properly implemented.

There are a number of stories here that shows that India’s environment governance continues its downhill journey. The first is a Third Pole story that narrates how Indian govt, through the Minister of State of MoEF misled parliament about the state of decline of biodiversity in India. The second is how MoEF is trying to bypass public hearing and public consultation process in oil and gas exploration projects even in the face of the severe consequences India experienced in the Assam episode of similar mis-governance in the past. The third one is how Kerala govt has failed to assess the impacts of tunneling in Western Ghats. These are only some of the signs. There are much bigger warning writ all over. Until and unless people rise up against these, there is little hope of any change here.
