A tale of two National Water reports: NITI and USGS

Within a span of a week, two interesting reports on National Water situation were made public. Indians have heard of NITI Ayog’s first ever report on Composite Water Management Index, trying to put together state of water management in India. Not many here would have heard of the United States Geological Survey (USGS)’s once in five year report on water consumption for various activities and states in USA[i]. The US report was published on June 19, 2018, five days after NITI Ayog report was launched on June 14 by Union Water Resources Minister Nitin Gadkari.[ii]

Both reports were by a federal agency, based on water information from various states, trying to give a picture of national, along with state-wise water situation. While the scope of both the reports was not exactly identical and while the level of per capita income and consumption by two countries is very different, there are certain things that stand out when we compare the two reports.

What is USGS? In its own words:[iii] “As the Nation’s largest water, earth, and biological science and civilian mapping agency, USGS collects, monitors, analyzes, and provides science about natural resource conditions, issues, and problems.” “Created by an act of Congress in 1879”, while USGS collects, monitors and analyses the water data from all over the country, it puts practically all of it promptly in public domain. Secondly, USGS is not a development organisation, it does not sanction, monitor, finance or advocate any development project. So its complete focus is to generate high quality data, without any conflict of interest.

NITI Ayog, in contrast, is a govt institute that is involved in large number of roles, and is not involved in any focused activity on water issues. In NITI’s own words: “NITI Ayog is the premier policy ‘Think Tank’ of the Government of India, providing both directional and policy inputs. While designing strategic and long term policies and programmes for the Government of India, NITI Aayog also provides relevant technical advice to the Centre and States.”[iv] There is clear conflict of interest involved in these various work of the Ayog, when one compares with what it set out to achieve in the CWMI report it came out with now.

As USGS report says[v], “This report, “Estimated use of water in the United States in 2015,” is the 14th in a series of U.S. Geological Survey (USGS) Circular reports that have been published every 5 years since 1950.” On the other hand NITI report says[vi]: “This pioneering work of NITI Aayog in developing a Composite Water Management Index is perhaps the first of its kind in the world.”

Leaving aside the obvious and baseless hyperbolic claim of first of its kind in the world, NITI report was trying to do too many things, as is clear when it says: “The Composite Water Management Index (CWMI) is a first-of-its-kind, comprehensive scorecard for identifying, targeting, and solving problems in the water sector across the country.”

The first step of achieving such a transformation is having robust water data. But the Ayog accepts that water data system in India is limited in coverage, robustness and efficiency and available data is of inferior quality, is inconsistent and unreliable. Unfortunately, NITI Ayog does not even mention that India’s top hydrologic data gatherer is Central Water Commission which is responsible for the pathetic water data situation in India. And that CWC, unlike USGS, suffers from conflict of interest with respect to various other roles it performs.

The NITI Ayog report has many serious draw backs. Such a report to have credibility, its process needs to be pre-determined, pre-declared, trasparent and managed by credible independent team. There is no involvement of civil society or communities in this whole exercise. The 9 themes and 28 indicators that the report uses to decide CWMI excludes large number of aspects crucial to robust water management, including: Environment (water is not just a commodity but a resource embedded in ecosystem, how you manage the ecosystems will decide how much water you may get), Industrial Water Use, water pollution management, Rainwater, Rivers, flood management, Minor irrigation, water conservation, institutional functioning, climate change, inter agency coordination and real groundwater regulation. In many cases, the exercise just ends with the question, “Has the State notified any Act or a regulatory framework for regulation of groundwater use/management?”, with answer required in yes/no. It does not ask for or assess the implementation.

Inevitably, the report ends up giving somewhat counter intuitive report. So Gujarat, that gets top rank in NITI Ayog report, faced its worst water crisis of decades in summer of 2018. That too in a year when the Prime Minister declared that Gujarat’s lifeline project, Sardar Sarovar Project was complete. In a year when the storage in its Narmada dam, its highest capacity dam, was historical high. The water crisis in Gujarat was essentially due to mismanagement, and that state ends up getting top rank in water management index! Similarly, Himachal Pradesh faced avoidable and most publicized water crisis in its capital Shimla this year,[vii] largely due to mismanagement, that too during its peak tourist season. And that state gets second best rank among Himalayan states!

The NITI Ayog report and this warning it gave is welcome: “India is suffering from the worst water crisis in its history and millions of lives and livelihoods are under threat.” However, the CWMI report will need a lot of improvement before it starts becoming useful. Possibly the first step is to fix our water data gathering system. And possibly set up an independent institute on the lines of USGS as this author has suggested to the Mihir Shah Committee set up by Modi government to restructure the Central Water Commission. CWC has been successful in pushing under the carpet the restructuring proposal. May be NITI Ayog can bring it out and push this first step?

Three weeks before NITI Ayog launched the CWMI report, in an article published on May 22, 2018, Amitabh Kant (CEO, NITI Ayog) and Parameswaran Iyer (Secretary, Union ministry of drinking water and sanitation)[viii] wrote: “If nothing changes, and fast, things will get much worse.” Exactly, Sirs.
