These are rather ominous signs. As per the latest reservoir storage bulletin of Central Water Commission dated May 14, 2020, the 123 reservoirs monitored by CWC has massive, 64.6 BCM (Billion Cubic Meters) in live storage capacity, which is about 165% of the capacity on same date last year and average of last ten years, even as monsoon is just weeks away. Most dams known to create DAM INDUCED FLOODS in the past, including Bhakra dams (we wrote about it earlier this month: https://sandrp.in/2020/05/07/are-we-ready-to-use-more-water-from-snow-melt-in-indus-basin-this-year/), Narmada dams, Odisha and W Bengal dams (Cyclone AMPHAN is going to bring a lot of water here in next few days, even before the monsoon), Krishna basin dams, Cauvery basin dams, Bansagar and Gandhi Sagar Dams, and Kerala dams among others. All these dams have above average storage situation.
Bridges are essential infrastructure for human and cargo mobility across a river. They have also allowed us stop over and gaze on the beauty of flowing water streams without any risk of getting drowned or getting ourselves drenched in water. More and more bridges are being built on rivers without understating their impacts. There is hardly any debate or discussion on governance and decision making process or minimum distances to be maintained between two bridges or limiting the number of bridges on given stretch, considering what the river can support. This report takes a look at the situation of bridges on river Yamuna and describes few examples how they have been impacting the river eco-system.
Out of six states/ Union Territory in South India, three stares have five Ramsar wetlands sites which include one each in Andhra Pradesh and Tamil Nadu and three in Kerala. There are no Ramsar wetlands in Telangana, Karnataka and Puducherry. In order to understand and highlight the present day situation of Ramsar sites in India, SANDRP has compiled information on all 37 wetlands under North, West, North East and East zone. This account in the series describes the threats affecting the Ramsar sites in South Indian States.
There are three Ramsar sites in eight states of north east India which includes Deepor Beel in Assam, Loktak lake in Manipur and Rudrasagar in Tripura. There are no Ramsar wetlands in remaining North East India states of Arunachal Pradesh, Nagaland, Mizoram, Meghalya, Sikkim. Here is an account of issues these Ramsar sites are facing.
India urgently needs a lot of effective work on Dam Safety, but the bill before the Parliament makes CWC (Central Water Commission) as focal point of Dam Safety, but CWC has conflict of interest and poor track record. The Bill does not provide any real independent oversight, nor clearly defined norms of complete transparency in the dam safety matters, and there is no role of the vulnerable communities, the most important stake holders. The Interstate Amendment Water Disputes Amendment Bill before the Parliament is basically tinkering with the existing system, which will not change anything fundamentally. It needs to be understood that disputes arise when an upper riparian state (or a country) build a large dam or diverts the massive amount of water, leading to lower availability of water for the lower riparian state (or country). When it comes to resolution, the tribunals look at a river as a channel of water and its distribution, ignoring that it is a complete ecosystem and that water in a river depends on the state of its basin and catchment area. It also depends on the extraction of groundwater. These aspects are ignored by the tribunals. Moreover, a state does not represent a river basin or all its stakeholders (the people using river water), which is why the Narmada tribunal’ award created a conflict between the states and their people. As this report narrates, a great volunteer effort is underway in Mumbai to clean up Mithi river. What they have achieved is just about 350 m of clean river, after labouring over weekends for several months. But this is such a daunting task to even venture to start. They have not only started, but made visible progress. Let us hope it will achieve all its objectives.
When Central Government is trying to push Ken Betwa link project terming it as beneficial for both Madhya Pradesh and Uttar Pradesh, local people of Banda are now also protesting against it, in addition to the people of Panna that are already opposing it. On Feb. 13, 2018, the Ken Bachao Samiti comprising of farmers, citizens and social workers in Banda sat on a Dharna before district magistrate office. The group have also sent a memorandum to the President of India, demanding immediate cancelling of the project. Raising serious concerns over environmental and social of the linking project, they asked demanded proper impact assessment and public consultation and said the project wont be allowed to go forward.
