Here is an analysis of cloud burst incidents in Himachal Pradesh during south west monsoon 2022. The first part of the series highlighted the impact of cloud bursts in Uttarakhand and the third and final part would cover the Union Territory of Jammu & Kashmir and Ladakh. Uttarakhand Cloud Burst 2022: Road Debris, Drainage Encroachment Magnify Destruction

For the past many years, cloud bursts have been emerging as a significant and reoccurring disaster in Himalayan region. The highly localized, intensive rainfall spell, consequent flash floods and landslides have been taking a heavy toll on human and infrastructure apart from impacting the landscape. SANDRP has been documenting such incidents particularly in North West Himalayan states of Jammu & Kashmir, Himachal Pradesh and Uttarakhand. This first part of 2022 tracks the ‘cloud burst’ incidents reported in Uttarakhand before and during SW monsoon 2022. Monsoon 2021: Cloud bursts in Jammu & Kashmir and Ladakh

The increasing incidents of cloud bursts in Himalayan states have been proving significant disaster for lives and livelihoods of native people, rivers and environment of the states. Since 2018, SANDRP has been compiling reports on these extreme weather events to analysis the frequencies and impacts. After documenting cloud bursts reports in pre [i] and during [ii] monsoon season in Uttarakhand and in Himachal Pradesh [iii], this is fourth and last report of this series in 2021, this one from Jammu and Kashmir (J&K) and Ladakh Union Territories (UT). We have not come across any such incidents reported in North Eastern states this year.

Himachal Pradesh: Cloud Bursts in Monsoon 2021

The Himalayan states have been facing reoccurring cloud burst disasters for the past several years. The state of Uttarakhand witnessed 50 such events, 24 pre monsoon [i] and 26 during south west monsoon [ii] season of 2021. This account highlights the situation of the emerging climatic threat in Himachal Pradesh in pre monsoon and monsoon months in 2021.

Here it may be noted that during SW Monsoon months of June to Sept 2021, Himachal Pradesh had 10% below normal rainfall, with 8 of the twelve districts of the state experiencing below normal rainfall. Lahaul and Spiti had the highest deficit at -65%. Among the four districts that had above normal rains, Kullu had the highest surplus at +40%. Even during the pre-monsoon months (March to May 2021), HP had 10% below normal rains.

This account brings out the status of such incidents in the state of Uttarakhand. Uttarakhand: ‘Cloud Burst’ in Syunsal; Administration disinterested in rainfall monitoring

On September 7, 2021 a ‘cloud burst’ incident was reported in Syunsal village area of Patti Chauthan. The village is located in buffer zone of Dudhatoli reserve forest in Thailisain block of Pauri district forming borders with Almora and Chamoli districts.

As per villagers the incident occurred around 02.30 am early in the morning. There was heavy rainfall spell since evening of September 6 in the region. Post mid night loud thunders and lightening were also experienced but in the darkness of night, very little could be seen.

उत्तराखंड: चौथान में ‘बादल फटा’, आपदा तंत्र फिर नदारद

बुधवार-गुरुवार (28-29 जुलाई) की दरमियानी रात में हुई अत्यधिक बारिश ने पौड़ी जिले की थलीसैंण तहसील में स्थित चौथान पट्टी के कई गांवों को प्रभावित किया है। गनीमत है कि कोई हताहत नहीं हुआ है लेकिन गांव और सार्वजनिक सम्पति के अलावा स्थानीय फसलों को भारी नुकसान हुआ है।

जहां जिले के अंतिम हिस्से में बेतहाशा बारिश हुई, वहीं डुमणीकोट के ग्रामीणों ने ‘बादल फटने’ की घटना से मची तबाही की सूचना दी। यह गांव पौड़ी-चमोली-अल्मोड़ा जिलों की सीमा पर स्थित है।

Uttarakhand: ‘Cloud Burst’ in Chauthan, Disaster Preparedness Missing Again

Excessive rainfall in the intervening night July 28-29 2021 has impacted several villages in Chauthan Patti under Thailisain tehsil of Pauri district. Fortunately there has been no casualties reported however village & public infrastructure and also the crops have suffered huge damages.

While heavy downpour lashed out the large parts of the district, the villagers of Dumdikot also reported of a ‘cloud burst’ incident causing significant destruction. The village is located at the trijunction of Pauri-Chamoli-Almora districts border.

From the beginning of May 2021, Uttarakhand has started witnessing excessive rainfall events termed as ‘cloud bursts’. Worryingly the intensity and frequency seems on higher side this time. So far there have been about 24 reported cases of ‘cloud bursts’ in the state but the monitoring, prediction and mitigation efforts are lagging far behind.
