DRP News Bulletin 12 November 2018: Waterways Deteriorate Ganga, But Gadkari And Modi are Oblivious

PM Modi inaugurated the first multi-modal terminal on the Ganga river in Varanasi on Nov. 12 under a project aimed at promoting inland waterways as a cheaper and more environment-friendly means of transport. Explaining the negative impact of waterways projects on Ganga River, Shripad Dharmadhikary in Hindi report titled जलमार्ग परियोजना बदहाल नदियों पर एक हमला writes that the projects lack public consultation “गंभीर बात है कि जलमार्ग विकास से सबसे ज्यादा प्रभावित होने की सम्भावना स्थानीय जनता को है। इसके बावजूद जलमार्ग के विकास से संबंधित ज्यादातर कामों के आयोजन और क्रियान्वयन के लिए न तो इनकी सलाह ली गई है, और न ही इनके बारे में जनता को जानकारी दी गई है। कुल मिलाकर इन जलमार्गों के सामाजिक और पर्यावरणीय प्रभावों का ठीक से आकलन नहीं हुआ है, ऊपर से इन्हें पर्यावरणीय मंजूरी के दायरे से बाहर रखा गया है और सारी प्रक्रिया में लोगों की सहभागिता का भी पूरा अभाव है। ऐसे में जलमार्गों के रूप में इतना बड़ा हस्तक्षेप हमारी नदियों पर एक और बड़ा हमला है जो पहले से बुरी हालत में हैं। https://www.downtoearth.org.in/hindistory/%E0%A4%A8%E0%A4%A6%E0%A5%80%E0%A4%B9%E0%A4%82%E0%A4%A4%E0%A4%BE-%E0%A4%AA%E0%A5%8D%E0%A4%B0%E0%A4%AF%E0%A4%BE%E0%A4%B8-62034  (5 Nov. 2018)

Ken River Yatra: Exploring A Threatened River And Knowing River People

Two environmentalists take a walk along a river and find that they should have brought along the policymakers, planners, engineers and politicians claiming to help it.

When heading out on an adventure, it is standard practice to look at satellite imagery of the area to chart an informed plan of action. However, when we were preparing for our walk along the Ken river, we couldn’t access a reliable map of the watercourse all the way from source to mouth.

We tried tracing the river on a map using satellite data for cues, moving upstream from an established point of identity: Chilla ghat, the confluence of the Ken with the Yamuna in Uttar Pradesh. However, this exercise proved difficult and led us astray multiple times, especially in the upper catchment area. It was only later, when walking along the river, did we realise that this was because almost all of Ken’s tributaries have a larger discharge than the Ken itself. Our virtual search for the Ken’s source kept taking us to the source of its tributaries in nearby hills. Thanks to the walk, we now have an actual and detailed map of the river that we intend to share soon.

अनुपम केन नदी पदयात्रा का यादगार अनुभव

1 केन नदी पदयात्रा के बारे में

केन नदी का नाम भारत की स्वच्छ नदियों में शुमार है। 427 किमी लंबी केन नदी, रीठी विकासखण्ड़, कटनी जिला, मध्यप्रदेश से निकलकर चिल्ला घाट, बांदा जिला उत्तरप्रदेश में यमुना नदी में समाहित हो जाती है। केन नदी राष्ट्रीय नदी गंगा के जलागम क्षेत्र का हिस्सा है। इसे करीब से देखने व समझने के लिए नदियों पर अध्ययनरत संस्थाओं साउथ एशिया नेटवर्क आन डैमस्, रिवर्स एंड पीपल (सैनड्रप) दिल्ली और वेदितम इंडिया फाडेशन, कलकता ने मिलकर केन नदी पदयात्रा का आयोजन किया। इससे पहले दोनों सस्ंथाए गंगा और यमुना नदी पर भी लंबी यात्राए कर चुकी हैं।

कठिन भोगौलिक क्षेत्र के चलते इस पदयात्रा को तीन चरणों (जून 2017, अक्तूबर 2017 एवं अपै्रल 2018) में पूरा किया गया। इस यादगार पदयात्रा को पूरा करने में 33 दिन लगे। लगभग 600 किलो मीटर पैदल सफर के दौरान बांदा, पन्ना जिलों में केन नदी के तटों पर स्थित 100 ये अधिक गावों से गुजरना हुआ और 60 से अधिक गाववालों से केन नदी के अतीत एवं वर्तमान स्थिति, नदी क्षेत्र में जल स्रोतों की स्थिति, भूजल स्तर, खेती-सिंचाई, वन-वनस्पति, पशु-पक्षी, केन-बेतवा नदी जोड़ योजना, नदी बाढ़ प्रकृति, केन नदी जैव विविधता आदि नदीतंत्र संबंधी अनेक विषयों पर बात ग्रामीणों, किसानों, मछुवारों, मल्लाहों, महिलाओं से विस्तृत चर्चा की गई।

पन्ना की पूर्व कलेक्टर ने केन-बेतवा परियोजना को केन बेसिन के लोगों के लिए एक त्रासदी बताई थी

2005 से 2008 के बीच पन्ना जिले की कलेक्टर ने अपने कार्यकाल के दौरान केन-बेतवा परियोजना के बारे में अपने शीर्ष अधिकारियों और विभागों को पत्रों की एक श्रृंखला लिखी थी। इन पत्रों में उन्होंने एक चौंकानेवाला निष्कर्ष दिया था कि यदि केन बेसिन के लोगों की पानी की बुनियादी जरूरतें पूरी की जाए, तो केन नदी में कोई अतिरिक्त पानी ही नहीं बचेगा। उन्होंने यहाँ तक लिखा था कि केन-बेतवा नदी जोड़ो परियोजना केन बेसिन के लोगों के लिए एक त्रासदी होगी।

एसएएनडीआरपी (SANDRP) को मिले दस्तावेजों से यह पता चलता है कि 2005 से 2008 के बीच पन्ना कलेक्टर के रूप में अपने कार्यकाल के दौरान उन्होंने केन बेतवा परियोजना को रोकने के लिए कड़ा संघर्ष किया था। उन्होंने दिखाया था कि यदि मध्य प्रदेश 1983 के अपने जल संसाधन मास्टर प्लान को केन बेसिन में लागू करता, तो बेतवा बेसिन में भेजने के लिए कोई पानी ही नहीं बचता। इसे देखते हुए उन्होंने हताश होकर अंततः यह निष्कर्ष निकाला कि केन-बेतवा परियोजना “पन्ना जिले के निवासियों और केन नदी बेसिन के अन्य जिलों के लिए विनाशकारी दुष्परिणामों वाली होगी।”

National Green Tribunal Admits Appeal Challenging

Environment Clearance to Ken Betwa Project:

No claim of equity for work done during pendency of application

The Principle Bench of National Green Tribunal on Oct 27, 2017 admitted a comprehensive Appeal (No 33 of 2017) challenging the Environment Clearance to Phase I of Ken Betwa River Linking Project. The order of the Bench comprising of Hon’ble Justice Swatanter Kumar (Chairperson of NGT), Hon’ble Justice Jawad Rahim (Judicial Member) and Hon’ble Bikram Singh Sajwan (Expert Member) on Oct 27, 2017 (available on Oct 28, 2017) noted: “Learned Counsel for the respective respondents accepts notice and prays for time to file reply. Copy of the application be furnished during the course of the date. Let the reply to be filed within two weeks from today and rejoinder within two weeks thereafter. Ken Betwa Project to destroy Raneh Falls: India’s Mini Grand Canyon-cum- Mini Niagra

“Oh my god! I wont have believed that such an amazingly beautiful river canyon exists in India had I not seen this!” These were my first words, believe or not, on seeing Raneh Falls earlier this year. It was such mesmerizingly beautiful scene that I could not believe no one has even mentioned that this whole site is likely to be destroyed by the proposed Ken Betwa Project (KWP).

In fact, there are Amazing number of untold stories of the destruction that the proposed Ken Betwa link will cause. One of them is the story of Raneh Falls. Little for Bundelkhand, lot for contractors in Ken Betwa river-link

Union Environment Minister Anil Madhav Dave on January 5, 2017 reportedly told a meeting called by his ministry of non-official members of statutory bodies like expert appraisal committees and forest advisory committee, “How can we hold up development and not fulfill the needs of the poor for the sake of birds and animals?” This is of course a shocking statement to come from a minister whose mandate is to protect environment!

No less disturbingly, even as an environment minister, he has several times advocated pushing the Ken Betwa River Link Project (KBLRP) as a pilot scheme, when the project does not have any of the final clearances from his own Ministry! DRP News Bulletin 11 Oct 2016 (Is there any justification for DESTRUCTION of Panna Tiger Reserve?)

Is there any justification for DESTRUCTION of Panna Tiger Reserve? Can we save our Natural Heritage like the Panna Tiger Reserve (PTR) from being destroyed in the name of baseless, questionable, non transparent, undemocratic and manipulated projects like Ken Betwa inter linking ? It will facilitate export of water from Bundelkhand to OUTSIDE Bundelkhand. Whatever little benefits are claimed, some of them are already available and much more can become available at much lower costs, faster and without destroying the Forests and Tiger Reserve. The project will actually lead to destruction of Ken catchment and hence the Ken River itself. Watch this FASCINATING, AWESOME story of tigers of PTR. This BBC film where Raghu Chandawat is the story teller and Pradip Kishen is lending his voice, tells the story of Tigers of Panna till 2003, it seems. Please watch and let us all try to save it from destruction that is now writ large in terms of Ken-Betwa Link Project (KBLP). One more short film by wildlife biologist Koustubh Sharma illustrates how the Daudhan Dam under KBLP will submerge and destroy the PTR.

Meanwhile, a new analysis of rainfall data reveals that monsoon shortages are growing in river basins with surplus water and falling in those with scarcities, raising questions about India’s Rs 11 lakh crore plan to transfer water from “surplus” to “deficit” basins. According to Himanshu Thakkar of SANDRP river basin interlinking should be considered only after exhausting the local potential for harvesting rain, recharging groundwater, watershed development, introducing better cropping patterns (non water-intensive crops) and methods (such as rice intensification), improving the soil moisture-holding capacity and saving and storing water. Raising alarm over significant increase in ground water use, increasing reliance and fast declining ground water table, he warns that inter-basin links would actually reduce groundwater recharge because forests would be destroyed, the river flow stopped and the local systems neglected.
