This past week we just completed seven years since the worst ever flood disaster in Himalayas, the Uttarakhand-Himachal Flood disaster that got launched with the massive unseasonal rainfall during June 15-17, 2013, along with the Glacial Lake Outburst Flood from Chorabari glacier upstream from Kedarnath. It was a massive wake up call.
To briefly recall, that unprecedented rainfall occurred when monsoon had not even set in Uttarakhand and neighbouring Himachal Pradesh. The first thing that strikes about this disaster where by official accounts over 6000 people died and by unofficial accounts over 20 000, is that we do not even have a comprehensive report from the government about this disaster. It would have told us a lot of things, including what we can learn from this disaster.
Second big thing that strikes is that big dams and hydropower projects, both due to their construction and operation impacts, both completed and under construction projects played a big role, as brief SANDRP video films in English and Hindi shows. But we continue to play with the Himalayas, the Ganga and lives of the lakhs of people by pushing more dams and such destructive activities (e.g. Char Dham Highways) in the fragile mountains without even honest impact assessments.

This letter from SANDRP to MoEF and ETC on Etalin Project highlights how poor has been the EIA and E-flows reports of the Etalin Project and how flawed has been the Environmental Appraisal Process by the EAC. It also shows the shoddy Dibang Basin study for Cumulative Impact Assessment cum Carrying Capacity Study, shockingly done by the same consultant that also did the Etalin EIA, showing clearly that MoEF, EAC and CWC, all of whom were involved in the process, do not understand what is conflict of interest. The E flows study done by the CIFRI (Central Inland Fisheries Research Institute) does not even provide the list of fish they found in the Etalin project area! And shockingly, the EAC approved the biggest ever hydropower project of India based on such shoddy documents. In the ongoing debate on forest clearance for the controversial Etalin Hydropower project in Dibang Valley in Arunachal Pradesh between the Forest Advisory Committee, The Hindustan Times’s consistent reporting and Sanctuary magazine launching a campaign along with others, one (of the many) key question that remains unanswered is: for whom this economically (in addition to socially, environmentally and from climate change perspective) unviable, massively expensive project being pushed in a power surplus country?
Electricity from hydropower projects is no longer economically viable, since cheaper options are available. Some misguided people are claiming virtue in hydropower project claiming it provides peaking power. The fact is India is today not only power surplus, the peak power deficit has been just around 1% or less for long time. This when there is no attempt to either monitor as to how much of the electricity produced from existing hydropower projects provides peaking power, nor is there any attempt to achieve optimisation of operation of existing hydro projects to produce maximum possible hydropower. Nor is there any attempt to even manage the peaks either through pricing or other policy measures. In such a situation there is clearly no justification for more hydro for peaking. Moreover, the storage option is becoming increasingly cost effective, reducing the peaking power needs. So then for whom this project whose cost won’t be less than Rs 30000 crores at most conservative estimates, being pushed? The contractors, the equipment suppliers, the hydro lobby, the consultants, the timber lobby, the dam lobby, or the kickbacks?

The Supreme Court order asking for fresh environment clearance and fresh Environment Impact Assessment for the Peripheral Ring Road project in Bengaluru is remarkable and most welcome, even though it is not directly related to water issues. The order is relevant since we have yet to find what can be called an honest Environment Impact Assessment (EIA) for River Valley Projects and yet the MoEF’s Expert Appraisal Committee (EAC) on River Valley Projects happily clears ALL the projects that come their way, even with most fraudulent EIAs. We are hoping against hope that this apex Court judgement will be a precursor to many such orders and judgements and general warning against fraudulent EIAs and EACs. We hope it is not too much to ask that the EIA be an honest effort and the EAC that does not reject fraudulent EIAs should also be dumped and members black listed. We hope we have such orders from the judiciary soon.

This remarkable TOI report on March 14, 2020 (there was a Hindustan Times Report on March 9, 2020, we found out later: https://www.hindustantimes.com/india-news/scientist-flags-kedarnath-project-worries/story-1DoLBHLeMOmYLI3OPFOq1M.html) says that rampant redevelopments termed as “unabated unscientific work in the valley” around Kedarnath is likely to create dangerous situation leading to 2013 like catastrophe. We could not find report about such an important development in any other media.
But this detailed report, not contradicted by any of the quoted sources, seems sufficient reason to be alarmed by all concerned.
Experts of the Wildlife Institute of India, Wadia Institute of Himalayan Geology, Uttarakhand Space Application Centre (USAC) and even the Principle Science advisor to the Prime Minister K VIjay Raghavan and also the contractors, Woodstone Constructions along with other state and central govt officials were present where officials made some candid presentations. It seems there has been neither any impact assessment studies or clearances for the controversial interventions happening, including 9 km long approach road for Kedarnath on the left bank of Mandakini river, (left band has basically loose glacial sediments and hence is unstable and could get affected by avalanches and landslides) and a massive 50 ft deep and 100 m wide pit just 50 m behind Kedarnath for the Samadhi sthal. MPS Bisht, the Director of USAC in his presentation called the pit an extremely dangerous for future. He asked: “Why are we creating a situation for another disaster like the 2013 tragedy to take place again?” Scientists from the Wadia Institute are quoted saying: “The Road being built to Kedarnath is being made on the most vulnerable of Kedarnath Valley and may any day collapse under the pressure of so many glacier shoots which are directly opening on the road.” Raghavan called these revelations tipping points.

A large number of stories this week remind us that India urgently needs national urban water policy.
The water footprint of urban areas is gradually on the rise. The cities have several problems with management including destruction of water sources, groundwater exploitation, poor performance in treating and recycling the polluted water, pollution and encroachment on water bodies etc. To fulfil their growing demands new dams, barrages and check dams are being planned, proposed and built on the rivers in faraway places, which is in turn displacing and depriving the local people of equitable water share.
Even before onset of summer, the Army in Sagar district have started patrolling Chitora dam to prevent water thefts (denying farmers to take dam water for irrigation).

The Hindustan Times editorial on Nov 27, 2019 has rightly said the following about “a recently-released Rejuvenating-Ganga River – A Citizen-Report, by the India Rivers Week, a consortium of seven NGOs”.
“A key reason for the failure of the river cleaning projects (Ganga and Yamuna action plans), says a recently-released citizen’s report, Rejuvenating Ganga,by the India Rivers Week, a consortium of seven NGOs, was their single-point focus on the main stem of the river, while the Ganga basin actually has eight major rivers (Yamuna, Son, Ramganga, Gomti, Ghaghra, Gandak, Kosi and Damodar). The majority of the funds were spent on pollution-abatement measures on the main stem of the Ganga and on the upper Yamuna basin, which constitute just 20% of the Ganga basin.”

Grand Renaissance Dam A new dam on the Nile faces threats from warming Climate change could play a role in exacerbating water conflict in Africa, like worsening geopolitical wrangling over issues like the Grand Ethiopian Renaissance Dam (GERD). The 6,450 MW hydropower project that’s nearing completion just 12 miles from the Ethiopia-Sudan border, has been a point of contention in the region. Scientists estimate a 50 percent increase in the flow variation from year to year, meaning that the basin could be flooded one year and experience a drought the next, along with a 10 to 15 percent increase in the annual flow of the river.
