Ken Betwa river interlinking project is back to drawing board with Union water resources ministry approaching the ministry of environment and forest to relax conditions imposed as part of forest clearance accorded in May 2017 for diversion of forest in the Panna Tiger reserve (PTR).
Forest Advisory Committee (FAC) while according Stage-I clearance to the project had recommended that the project proponent and state govt should consider equivalent non-forest area (6,017 ha) adjoining to PTR from the revenue and private land and add to the PTR as a part of core/corridor (for tiger movement) with other areas or satellite core area. According to water resources ministry, they are unable to find land adjoining to PTR.
The tendency of filling up reservoirs in the beginning and middle of monsoon season have been leading to avoidable flood disasters in the country. Apart from Kerala flood 2018, which was aggravated by mismanagement of reservoirs, various reports show that reservoirs in river basin of Cauvery, Krishna, Godavari and Ganga were also filled up well before the end of South West monsoon season. Resultantly there were many man made flood spells in downstream areas affecting lives and livelihoods of people.
Dams and reservoirs make rivers sediment-starved and menacing manifold downstream. While heavy rainfall is also a key factor behind the floods, hungry water had a more pronounced effect, says D. Padmalal, Scientist and Head, Hydrological process group, National Centre for Earth Science Studies.
– “When the sediment transport is interrupted, the potential energy of the hungry water released from dams will scour the river banks downstream, uprooting trees or riparian vegetation and damaging bridges and other engineering structures,” explains Dr. Padmalal. Overloaded with silt and clay from the eroding river banks, the highly turbid and viscous water clogs drainage channels. Subsequent discharge of water from the dam will lead to inundation and waterlogging of large areas.
– Hungry water can also develop in high gradient river channels devoid of adequate quantity of sand and gravel, especially during periods of high rainfall. “Years of uncontrolled sand mining have left most of the rivers in Kerala depleted or exhausted of sand and gravel. This creates a situation similar to the release of hungry water from dams,” notes Dr. Padmalal. When the river channel has adequate supply of sand and gravel, the potential energy of the water is used to transport the mixture. The water does not scour the banks or turn muddy.
In a mountain village in southwest China’s Sichuan province, authorities have demolished seven small dam projects this year along a river to clear illegal developments in a new nature reserve. The demolition is part of a nationwide programme to close hundreds of tiny and often ramshackle dams and turbines and bring order to China’s massive hydropower sector after years of unconstrained construction.
The dams sat on an unnamed tributary of the fierce and flood-prone Dadu river, which feeds into the Yangtze, Asia’s largest and longest river, where the government says the “irregular development” of thousands of small hydropower projects has wrecked the ecology. But green groups say the campaign will not necessarily save the environment because it will not affect big state hydropower stations, which they say have caused the most damage.
On the 48 km Zhougong, authorities have already demolished small projects built in nature reserves or encroaching upon new “ecological red lines” drawn up to shield a quarter of China’s territory from development.
The government says small dams have disrupted the habitats and breeding patterns of many rare species of fish, although green groups argue the damage wrought by bigger dams is more severe, with entire towns and ecosystems submerged in water, which they say increases the risk of earthquakes, landslides and even climate change.
The release of around 1.31 lakh cusecs of water in Yamuna from Hathnikund barrage at 09:00 hours on July 26, 2018, was certainly first surge of flood this monsoon in the river. But no one expected, most are still in the dark that the release would multiply by over five times in just two days! It is almost a month after the Southwest monsoon arrived. By this time the river usually floods couples of times.
Looking at the lack of significant rainfall in the catchment area over past weeks, the flood is unexpected and has taken many by surprise. The Irrigation and Flood Control Department, Delhi Government has issued warning for flood plain farmers and human settlements close to river banks, but the warning does not seem to commensurate with the flood peak that is likely to hit the capital in next day or two.
Yamuna has already crossed warning (204 m) and danger level (204.83) at Old Delhi Railway Bridge (ORB), Delhi. The High Flood Level is 207.49 meters, reached on Sept 6,1978 after around 7 lakh cusecs (cubic feet per second) water was released in Yamuna on 3rd Sept 1978 at 04:00 hrs from Tajewala barrage, that was decommissioned and replaced by Hathnikund barrage in early 1990s. The flood monitoring of River Yamuna began in 1963.
Since then, the river has seen high floods in 1988, 1995, 2010 and 2013. The 2010 and 2013 floods also crossed 207 metres mark but fell short of 1978 level.
India certainly urgently needs credible measures to achieve both structural and operational safety of dams. As the HINDUSTAN TIMES editorial emphasizes, we need much greater transparency, accountability and participation of independent, non government experts at every level of functioning of Dam Safety mechanism. Current Dam Safety Bill draft falls far short of that. This is also underscored by many of the news we bring in this July 16, 208 issue of DRP News Bulletin.
The Tamil Nadu CAG report, as Indian Express reports, has clearly said that the Chennai floods of Dec 2015 were majorly due to the wrong decision of dam operators to release 29000 cusecs of water for 21 hours, in violation of all safety norms, but no was punished for this wrong decision. The same has always been the case.

The sector sustains about 4 million fish workers and a total population of around 2 crores.Fish provides good quality animal protein rich in minerals and vitamins. About 800 million Indians eat fish. After milk, fish is the largest source of our animal protein.These huge resources are under severe stress. Rivers are poisoned with heavy pollution. Diversion of water from rivers is harming their ecological flow.
In a recent article Ashwin B Pandya, Former, Chairman Central Water Commission (CWC) refuses to acknowledge either the adverse impacts of dams or the better option of using groundwater aquifer for storing water. And thus making unscientific arguments against dam decommissioning and for dams. No one is talking of removal ALL dams as the author seems to postulate and then dismiss it as impossible and irresponsible.
