Uttarakhand: ‘Cloud Burst’ in Syunsal; Administration disinterested in rainfall monitoring

On September 7, 2021 a ‘cloud burst’ incident was reported in Syunsal village area of Patti Chauthan. The village is located in buffer zone of Dudhatoli reserve forest in Thailisain block of Pauri district forming borders with Almora and Chamoli districts.

As per villagers the incident occurred around 02.30 am early in the morning. There was heavy rainfall spell since evening of September 6 in the region. Post mid night loud thunders and lightening were also experienced but in the darkness of night, very little could be seen.

Uttarakhand: ‘Cloud Burst’ in Chauthan, Disaster Preparedness Missing Again

Excessive rainfall in the intervening night July 28-29 2021 has impacted several villages in Chauthan Patti under Thailisain tehsil of Pauri district. Fortunately there has been no casualties reported however village & public infrastructure and also the crops have suffered huge damages.

While heavy downpour lashed out the large parts of the district, the villagers of Dumdikot also reported of a ‘cloud burst’ incident causing significant destruction. The village is located at the trijunction of Pauri-Chamoli-Almora districts border.

पनचक्कियां सदियों से उत्तराखंड के पर्वतीय समाज का अटूट हिस्सा रही हैं। स्थानीय तौर पर इन्हें घट, घराट आदि अनेक नामों से जाना जाता है। कुछ दशक पहले तक ये घराट अनाजों को पीसकर आटा बनाने का प्रमुख साधन रहे हैं। परन्तु कालांतर में अनेक कारणों से यह परम्परागत तकनीक, समाज और सरकार की अनदेखी का शिकार होकर विलुप्त होती जा रही है। ऐसा ही कुछ पौड़ी गढ़वाल स्थित चौथान पट्टी में देखने को मिल रहा है। यह लेख चौथान क्षेत्र में घराट संस्कृति के क्रमिक परित्याग की वजहों के पड़ताल की दिशा में एक प्रयास है।

Gharat: Traditional wisdom seeking community care, govt support

Water mills, also known as gharat have been serving native communities in hills of Uttarakhand possibly for hundreds of years. Till a few decades back, the indigenously developed technique was only source of crushing variety of grains to produce flour. The symbols of ancient wisdom have been mostly lying in ruins in Chauthan patti (belt). विश्व पर्यावरण दिवस 2020: उत्तराखंड में गांव के जल स्रोतों के संरक्षण में जुटे पोखरी के युवा

उत्तराखंड के पर्वतीय इलाकों में प्राकृतिक जल स्रोत हजारों गांवों की जल जीवन रेखा है। इन्हें पन्यारा, नौला, छौई, धारा इत्यादि नामों से जाना जाता है। यह जल स्रोत प्राचीन समय से ही गांव में पीने एवं अन्य घरेलू आवश्यकताओं के लिए जलापूर्ति का मुख्य जरिया रहे हैं।

दुख की बात है कि बदलते दौर, जीवनशैली में आए बदलाव और पाइपलाइन आधारित पेयजल आपूर्ति के चलते, ये धरोहर पहाड़ समाज की अनदेखी और सरकार की उपेक्षा का शिकार हो रहे हैं। अगर इन जल स्रोतों को सहेजा जाये तो ये आज भी उतने ही प्रभावी एवं उपयोगी साबित हो सकते हैं। पौड़ी गढ़वाल के पोखरी गांव के युवाओं का इसी दिशा में एक काबिलेतारीफ प्रयास है। विश्व पर्यावरण दिवस 2020 की थीम प्रकृति का समय [i] के अवसर हमने महसूस किया कि इन युवाओं का प्रयास सबके सामने उजागर किये जाने लायक है।

WED 2020: Uttarakhand workers return to revive traditional water sources

Traditional water sources have been water life line for most of villages in hill areas of Uttarakhand. Known as Panyar, Naula, Chhoi, Dhara these fresh water sources, springs have been serving rural population with potable and other domestic water requirements since time immemorial. We thought this is possibly an appropriate story on this World Environment Day 2020 on June 5 with appropriately fitting theme “Time for Nature”.[i]

Sadly, with changing time, lifestyle and introduction of tap water facilities these water sources and structures have been facing negligence of users and apathy of government. These time proven water sources can still serve the people if restored and taken proper care by village communities. The story of Pokhri village in Pouri Garhwal district in Uttarakhand is a step in this direction.

चौथान में बादल फटा; स्थानीय प्रशासन, आपदा प्रबंधन पौड़ी को नहीं पता

गत 23 जून 2019 को, उत्तराखंड की चौथान पट्टी में तेज और असामान्य बरसात हुई। थलीसैंण तहसील के अंतर्गत लगने वाली चौथान पट्टी में 72 गांव आते हैं। पौड़ी जिले के दूरस्थ क्षेत्र में बसी चौथान पट्टी, दूधातोली आरक्षित वन के बफर जोन के आस पास बसी हुई है। साथ में यह पट्टी अल्मोड़ा और चमोली जिले की सीमाओं से सटी हुई है।

(“इति जोरग बरख लागि छ, हम भैर-भीतर नि अय स्की, हमूल अपण जमन मै यैस अंधकोप नी देख, हमूल जाण याल छ, गाढ़-गेदरयुग गुगाट, जरूर कखि ढोल-फ़ोल करल”) “इतने जोर से बारिश हुई थी कि हम लोग घरों में कैद हो गए। हमारी याद में ऐसी घनघोर बरसात पहले कभी नहीं हुई। गाड़ गदेरों में आई बाढ़ की गड़गड़ाहट से ही हम समझ गए थे, कहीं कुछ नुकसान जरूर होगा”, स्यूंसाल गांव की एक बुजुर्ग महिला ने बताया।

बारिश रविवार शाम लगभग तीन बजे के शुरू हुई और करीब दो घंटे तक लगातार चलती रही। अतिवृष्टि के दो बाद ग्रामीण लोग इसे बादल फटने की घटना मान रहे हैं और इलाके में इससे हुए नुकसान की सूचनाएं किस्तों में मिल रही है।

‘CLOUD BURST’ in Chouthan; NO RAIN says Disaster Control Room Pouri Garhwal

Heavy and unusual rainfall struck, Chauthan Patti, on June 23, 2019. The region is comprised of 72 villages in Thailisain Tehsil of Pouri Garhwal, Uttrakhand. The remote mountain region is settled in and around buffer zone of Dudhatoli reserve forest. It also borders the Almora and Chamoli districts of Uttarakhand.

(“इति जोरग बरख लागि छ, हम भैर-भीतर नि अय स्की, हमूल अपण जमन मै यैस अंधकोप नी देख, हमूल जाण याल छ, गाढ़-गेदरयुग गुगाट, जरूर कखि ढोल-फ़ोल करल”) “It rained so heavily that we could not move from inside-out vice a versa, we had never seen such a heavy downpour in our lifetime, the streams were full and roaring, we had guessed, it would certainly cause damages” said an elderly woman of Syunsal village, in Garhwali language.

The rain lasted for about two hours beginning around 3 pm. Two days after the deluge, which many villagers are now terming as cloud burst, the details of damages is coming out, though in piece meal.
