This annual overview focusses on important reports highlighting the corruption issues related to the hydro and dam projects in India in 2024. The electoral bond case has revealed the deep nexus among political parties, contractors and financers as dominant force working behind the projects overlooking the evident disaster risks and undermining the democratic process. As a result, the people, rivers and environment are made to bear the burden and burnt.

The part 1 of the yearend roundup has documented the accidents and disasters related to dam and HEP projects in India in 2024. MoEF Committee Rejects the Adani Application and asks to apply afresh for Warasgaon-Warangi Project!

In a respite to forest dwelling communities, fragile biodiversity and community conservation areas in the Western Ghats, Expert Appraisal Committee (EAC) of the Union MoEF (Ministry of Environment and Forests) rejected Adani Energy’s application for 1500 MW Warasgaon-Warangi Pump Storage Project. The committee has asked the proponent to apply afresh for Stage I Clearance, adding several conditions to assessment.

Adani Pump Storage Dams: Defiling sacred pools and fish sanctuaries in the Western Ghats

Clueless about fish passes: CIFRI’s Review of fish pass research in India

Central Inland Fisheries Research Institute (CIFRI) is a premier institute under the Indian Council for Agricultural Research (ICAR) of the Ministry of Agriculture and Farmer’s Welfare, Government of India. It is one of the only government institutes researching the status of inland fisheries and recommending steps to improve fisheries and well-being of dependent population. Founded in 1947, an expert from CIFRI sits on the Expert Appraisal Committee, (EAC) on River Valley Projects of the Ministry of Environment, Forests and Climate Change (MoEF and CC), recommending environmental clearances to dam projects across the country. This expert is supposed to look at impacts on fish diversity, fisheries and dependent population and judge whether the project is feasible or not based on its impact and possible mitigation measures.

Comments on Power Ministry Draft Guidelines on Pump Storage Projects in India

1. Need for an independent committee to incorporate the feedback On Feb 15, 2023, Union Ministry of Power issued draft guidelines for Pump Storage Projects, inviting comments from stakeholders in 15 days to the email id – hydro2-mop@gov.in. The publication of draft guidelines and inviting comments from the stakeholders is welcome step. However, it may have been good if an independent panel had been constituted to go through the submissions and bring out redrafted guidelines along with a report explaining how the comments were taken into account. This would have inspired greater confidence among the stakeholders that their comments would get serious consideration. It may also have been better if there was longer consultation process then just 15 days.

On the basis of minutes of meetings held by Union Ministry of Environment, Forests and Climate Change’s (MoEF) Expert Appraisal Committee (EAC) for River Valley and Hydropower Projects from January 12, 2022 to November 30, 2022; we present region wise details of various Dams, Hydroelectric Power (HEP), Pumped Storage Hydro Projects (PSHP) and Irrigation Projects proposals considered and approved for Terms of Reference (TOR) and Environment Clearance (EC) by the EAC. It also lists out various water projects related proposals seeking Forest Clearances (FC) from and decisions by the Forest Appraisal Committee (FAC) of MoEF in this period.

2022: Hydro Power Projects Disasters, Damages & Concerns in South Asia
