The annual overview highlights the damages and accidents affecting dams and hydro power projects in India during 2024. The highest number of such incidents happened in Himachal Pradesh. Incidents are also noteworthy from Sikkim, Arunachal Pradesh and Uttarakhand among the Himalayan states. In addition, noteworthy dam disaster incidents in the year happened in Karnataka, Telangana, Andhra Pradesh and Madhya Pradesh. DRP 161224: Arunachal Pradesh needs dialogue on dams

Hundreds of People of Siang, East Siang and Upper Siang Districts of Arunachal Pradesh came out in peaceful protests on Dec 14 2024. They opposed the govt effort to deploy armed central and state police forces for a pre-feasibility study for the 12500 MW hydropower project on Siang River, a tributary of Brahmaputra River.
Indeed, as remarkably articulate report by in Arunachal Times said, Siang needs dialogue not guns. In fact, the Chief Minister recently and even the Prime Minister and Union Home Minister had earlier promised to the people of the state that if they do not want big dams, such projects will not be taken without people’s consent as there were options for power and development.

Himachal Pradesh: ‘Cloudburst’ Incidents in SW Monsoon 2024

We have been able to identify 27 reported incidents of ‘cloudburst’ in Himachal Pradesh during the SW monsoon 2024. A table with some basic information about these incidents can be seen here.
The ‘cloudburst’ incidents have been reported from all geographical areas of the state spanning 8 districts throughout the season beginning with May 12 in Gharshu village of Kinnaur to September 26 from Paonta Sahib area of Sirmaur. The maximum 18 of these incidents have occurred in areas close to glaciers or snow-clad mountains followed by 5 in middle segment of Himalaya and 4 in Shivalik range of the state.

DRP 230924: Role of rivers in the birth of governments

Interesting research published in 2023 suggests that archaeologists and economists are now learning that dynamic, shifting rivers also created conditions that triggered people to develop some of the first organized govts on the planet.
In the research published in The American Economic Review Robert Allen and two co-authors found that Agriculture and large settlements emerged alongside rivers because they could tap into the gifts of rivers: close access to water and fertile soil. But rivers can move and take those gifts away. So, society developed organized govts to work collectively to regain their access to those gifts.

DRP 020924: HYDRA to protect water bodies in Hyderabad – a landmark move?

The Hyderabad Disaster Response and Asset Monitoring and Protection Agency, or Hydra was established under GO 99, dated July 19 2024. A task the agency has taken up in all seriousness is protection of water bodies in the Hyderabad Capital Region (it includes 4 districts). To begin with it has started demolition of buildings illegally built inside the Full Tank Area (FTL) and Buffer area of the water bodies.
In July, Telangana Chief Minister Revanth Reddy replaced the Enforcement, Vigilance and Disaster Management (EVDM) wing of the government with Hydra, a body mandated to tackle illegal encroachment on water bodies in the Greater Hyderabad Municipal Corporation (GHMC) limits and surrounding areas. Its strength was upgraded from around 800 to 2,200 and its officials came directly under the principal secretary, municipal administration and urban development or the CM himself. “Hydra will also ensure the protection of water bodies in and around Hyderabad,” former EVDM commissioner and Hydra chief A V Ranganath said during its inception.

DRP 190824: Goa River group win important battle against illegal sand mining

This is indeed a rare and important victory by Goa River Sand Protectors’ Network (GRSPN) in their long fight against illegal river sand mining in Goa. Following a petition in the National Green Tribunal the state government has agreed to recall all the environment clearances granted by the State Environment Impact Assessment Authority.
Goa government has agreed since these clearances were given without a District Survey Report (DSR) as required under the sustainable sand mining guidelines of MoEF. While this may sound like a temporary respite based on some technical violation, the fact is most sand mining clearances across India are given without a credible DSR, but it has not been possible to stop such violations elsewhere.

DRP 050824: Cities fail monsoon test

This monsoon has again shown how our cities have been failing the monsoon test for decades. As rightly suggested in the Indian Express Edit this week, main reasons are: outdated drainage systems, planning that is blind to local hydrology and pathetic state of civic agencies. The last factor in fact needs to change to failed governance at all levels. There is no water or flood policy that guides our cities, nor is there any reward for improving governance, nor any penalties for lack of it.
In fact, with better rainwater management, cities can convert this problem into a blessing, both in terms of water security and also improved state of urban landscape. This would be possible if it prioritizes the city’s capacity to hold, store, recharge and drain the rainwater. Instead, the cities are busying destroying such capacities by destroying the rivers, ridges, forests, local water bodies, groundwater recharge capacities and also the drainage capacity.

Tawi Barrage & Riverfront Projects in Jammu destroying river, inviting disaster

Tawi Riverfront Development (RFD) project in Jammu symbolizes the fallacy of most of the RFD projects in India. The city owes its historical relevance, cultural legacy and gradual prosperity to the river. But in return the Tawi has been witnessing typical urban river problems of gradual decline in flows, continual rise in solid and liquid waste pollution, encroachments and riverbed mining. And as is the case with most of urban rivers, instead of taking effective measures to address the existing threats, the government here has been pumping crores of rupees into an artificial lake and RFD project for over past one and half decade in a non-transparent and questionable manner.

May 2024: Chanju III HEP in Chamba-HP: Rockfall Incident Kills 1; Injures 2

A rockfall incident at weir site of Chanju III Hydro Electric Project (HEP) site in Chamba district of Himachal Pradesh has left one worker dead and two injured[i]. The incident occurred in afternoon on May 3, 2024 when several workers were working on the weir site of the project.
Suddenly rock pieces started falling on them from uphill portion creating panic among the workers. They had to run for the shelter to save their lives. However, one worker was severely hit by the stones and two others got injured while looking for safety cover.

Himachal Pradesh 2023: How we are turning ‘Cloudbursts’ into Deadly Disasters

In South West Monsoon season 2023, the hilly state of Himachal Pradesh has witnessed several ‘cloudburst’ incidents adding to the death tolls and infrastructural destruction on account of excessive rains, landslides and flash floods.
