River carrying capacity is such a crucial factor in deciding if certain areas will be flooded and with what severity. This capacity is constantly changing, more so in tropical climate and high silt carrying rivers of South Asia, as new research shows. However, most models that are used in India, including by CWC, assume steady state situation. Nor are there constant and credible efforts to assess the river cross sections and river conveyance capacities and put them in public domain. The study shows how important it is that we wake up to this reality and ensure credible, consistent monitoring and assessments by credible independent agencies at the earliest. This has become even more urgent, the study underlines, since in changing climate, the rainfall patterns are changing fast.
Unprecedented Kerala deluge that swept through the coastal state on the day of Independence day 2018 was most disastrous flood incident in the year. It has also been termed as one the worst flood in the state and reminded the people of July 1924 and July 1962 flood calamities. Many experts, several reports and studies have established the role of dams in worsening the deluge. According to reports, 35 out of the 46 dams within the state were opened for the first time in history. All 5 overflow gates of the Idukki Dam were opened at the same time, for the first time in 26 years.
State Government Accepts Dams Role
Kerala is usually considered a flood-proofed state with its undulating terrain. For a state that receives an annual average rainfall of nearly 3,000 mm, its natural landscape protects it from recurrent floods. Indeed, the Kerala flood has highlighted our poor dam management system.
As per officials the crisis could have been contained had the state “gradually released” water from at least 30 dams, in advance of high rainfall, adding that local authorities failed to foresee the imminent danger with high rain predictions. “Such floods have probably recurred after 100 years, exposing the State’s unprofessionally run reservoirs management system and unpreparedness on disaster mitigation and disaster resilience.
In the conference, “Dialogue on Urban Rivers of Maharashtra”, experts on water and rivers from all over the country strongly expressed their views and unanimously agreed that, “Pune River Front Development Project is certainly going to cause a disaster.” The conference also underlined the need for and decided to work for Urban Water Policy for Maharashtra and India.
The conference was jointly organised on 20 and 21st April at YASHADA by Indian National Trust for Art Culture and Heritage (INTACH – Pune Chapter) and South Asian Network for Rivers Dams, Rivers and People (SANDRP). Experts from Delhi, Andhra Pradesh, Gujarat, Madhya Pradesh, Karnataka and various parts of Maharashtra attended the conference. The health and future of our country is critically dependent on the health of our rivers. To compromise upon our rivers’ health is to endanger our own existence and future. Most of the urban rivers in Maharashtra are in poor state affected by problems like pollution, with little or no biodiversity, little or no flow during most of the year, encroachment, dumping of waste, concretization and sometimes even mining. Water pollution from Urban Industrial effluents is a serious problem for the river, floodplain as well as ground water. With unplanned development, as the floodplains and riverbeds are being encroached, we are experiencing increased intensity and frequency of floods and flash floods. This can lead to an increasing possibility of water scarcity, depletion of groundwater levels and drought in spite of rains. How a 15 MW project with 55 mts high dam threatens 5 villages and a fish sanctuary
After an analysis of a particularly nasty dam, I felt like going back to flowing rivers. It is monsoon after all. The plan was to visit Kal River in Western Ghats of Raigad District in Maharashtra to understand how a community in a small village called Walen Kondh is protecting the river and Mahseer fish. Mahseer (Deccan Mahseer, Tor tor) is classified as endangered as per IUCN classification and most wild Deccan Mahseer populations have been wiped out in India. And hence a small, out of the way place, protecting these fish as well as the river voluntarily was like a breeze of fresh air. Continue reading “White Elephant, Black Fish”
