For Mustaqueem Mallah, restoration of Katha River is sole aim of his life. And the 30 years old has been making steady and solid efforts to achieve this for past over 8 years. Belonging himself to Mallah (boatman) community, Mustaqueem has been witnessing the degradation of Yamuna river, flowing close to his village Ramra in Kairana block of Shamli district, Uttar Pradesh.
“Loving rivers is my religion”, says Mustaqueem who has formed the Kevat Mallah Ekta Samiti to raise the issues of fishermen, boatmen and riverbed farmers the river dependent communities who have been suffering adversely due to absence of flows in Yamuna river for most months of a year.
The East and West Nayaar rivers[i] of Uttrakhand are small natural streams feeding the National River. They may meet the fate of Ganga and Yamuna, if the current trend damaging them remain unchecked. This pictorial report highlights the plight and beauty of East Nayaar river. The River is also spelt as NAYAR by a number of documents.
Degradation of Ganga river and its big tributaries gets adequate attention amongst concerned, while such small natural streams feeding the National River, largely remains absent in the mind and memory of stakeholders.
These perennial streams are making the River Ganga living and flowing in founding basin area. They seem healthy and living, however the problems of dumping of solid and liquid waste, construction debris, road cutting, water abstraction and hydro projects are rapidly catching up with the smaller streams.
The tendency of filling up reservoirs in the beginning and middle of monsoon season have been leading to avoidable flood disasters in the country. Apart from Kerala flood 2018, which was aggravated by mismanagement of reservoirs, various reports show that reservoirs in river basin of Cauvery, Krishna, Godavari and Ganga were also filled up well before the end of South West monsoon season. Resultantly there were many man made flood spells in downstream areas affecting lives and livelihoods of people.

The India Rivers Week 2018, in fifth year, will be held at WWF, Delhi during Nov 24-26, 2018. The focus of the IRW this time is: “Can India Rejuvenate Ganga?“. Shri Rajiv Ranjan Mishra, Director General of the National Mission for Clean Ganga will address the inaugural session with Chief Guest Shri Jairam Ramesh, former Union Minister, in Chair. The meeting will see over 150 people from all over India participate to discuss state of India’s rivers at the only meeting in India focussing exclusively on rivers.
The Annual River Lecture will be given by Prof Rajiv Sinha of Indian Institute of Technology, Kanpur. The Bhagirath Prayas Samman award for the best work on River Conservation and the Anupam Mishra Medal for exemplary media work on River conservation will be given away by famous Chipco leader Shri Chandiprasad Bhatt.
Shri U P Singh, Secretary, Union Ministry of Water Resources has agreed to the chief guest at the concluding session on Nov 26, Monday. Started in 2014, the meeting is collectively organised by Yamuna Jiye Abhiyan, WWF-India, INTACH, Toxics Link, People’s Science Institute (Dehradun), Peace Institute and SANDRP.

National Institute of Disaster Management, Ministry of Home Affairs, Govt of India invited Himanshu Thakkar, Coordinator of SANDRP, to speak on the topic at IHC on Saturday. At the packed hall with participants that included members from Central Water Commission, National Disaster Management Authority, Embassies, Media and Civil Society, the speaker explained how unwise and unaccountable operation of dams, violating all norms, hugely contributed to the proportions of the Kerala flood disaster. Giving the example of Idukki dam, he showed, how if the dam was operated as per rule curve, its contribution to the floods could have been reduced by over 50%. Similar is the story of other dams in Kerala.
Accepting that reservoirs operation and flood management in India lack scientific supports, Madhavan Nair Rajeevan, Secretary, Ministry of Earth Sciences, in an interview has revealed that dams and water reservoirs need flood management systems that use scientific methods to understand when the time is right to open the gates.
“As per my understanding, no big reservoir has a decision support system. So we don’t know when to open them, how to open them… I am not attributing the Kerala floods to an individual. Small rivers make big rivers. The health of big rivers depends on their smaller partners. But while bigger rivers are discussed, small rivers are normally absent in public discourse. They often lack govt or society’s attention.
Smaller rivers, typically tributaries of bigger rivers, are essential part of river eco-system. They hold the key to rejuvenation of big rivers. These small rivers are under multiple threats. They are slowly succumbing to damming, growing pollution, encroachments, mining and water extraction threats among others.
Kilkila is one such small river, with a fascinating story of its own.
Union Water Resources Minister Shri Nitin Gadkari claimed in a press conference on May 10, 2018 that by March 2019, 70-80% of Ganga will be cleaned and that by Dec 2019, Ganga will be 10% clean. He did not bother to mention as to at at which place he was referring to, which pollutants he was referring to, and 70-80% was with what reference time point was he referring to. Earlier at the Economic Times Leadership Conclave, he had declared that Ganga WILL BE CLEANED by 80%. Now he has decreased the % and also added qualification, he shall try to. He possibly meant that 70-80% of the allocation of Rs 20000 Crores will be spent by that date, and not necessarily, cleaning the river? This is because when he was specifically asked about low % of the allocated finances spent so far, he said we hope to spend much more this year. But can spending money clean the Ganga River? Residents of Muruga Tholuvu Harijan Colony in Chennimalai Union have urged the district administration to take steps to provide them water on a regular basis. In a petition, they said that villagers have to go in search of water from other areas and transport it in bicycles regularly. They said that most of the people were labourers and their livelihood is lost when they go in search for water. With the beginning of summer season, there are several news reports describing the growing water crisis in different parts of country. Here are details of various Indian states suffering from water scarcity for industrial, irrigational and even for drinking purposes which given the due summer months could develop into grim scenario. These stories also show how the mismanagement of dam storages, exploitation of ground water resources and pollution of rivers have significant role in aggravating the situation.
Gujarat The state is staring at a water crisis this summer, with low water levels in the Narmada dam and almost all other major dams. On March 3, the CM Vijay Rupani has held a meeting with senior minister and bureaucrats to take stock of the water situation in the state and discussed ways to ensure drinking water availability. The government also has decided to allocate Rs 200 crore in special grants for augmentation of local water sources and instructed all collectors to form district committees, have weekly review meetings and start supply of water by tankers wherever required.
