Two important developments this week underline once again the need for Indian govt to demand clear responses from China. One is about the threat of landslide outburst flood that may enter India via Siang. A landslide dam has been formed on the Jianpu glaciers that feeds the Yigong Tsangpo, a tributary of Yarlung Tsangpo, as Siang is known by that name in Tibet. This landslide dam can breach anytime, and bring a high wave of sudden & destructive flood in Arunachal Pradesh. Chintan Sheth, who monitors this area through use of satellite imagery, has once again (his warnings on such landslide outburst dams in the past has been very accurate and useful) warned us about this through an excellent and detailed article quoted below, in Arunachal Times. Such information should actually be coming from Govt of India’s elaborate satellite imagery capabilities. At least now the Govt of India needs to ask China to share all information about this landslide dam and share that information with the people of Arunachal Pradesh at greatest risk due to such floods.

CWC flood forecasting: Inadequate, non transparent, inconsistent

As over 4 million people in the flood prone areas of North East go through second wave of floods and Ganga basin enters the long flood season, nation’s focus should be on one particular agency, Central Water Commission which is not only the only flood forecasting agency, but is also answerable in multiple other ways for the recurring flood disaster. But the flood forecasting of CWC[i] is grossly inadequate, inconsistent and non transparent.

To illustrate, let us look at the available information about CWC’s flood forecasting and compare it with happened in 2019 flood season. Out of 29 sites[ii] (7 level monitoring sites and 22 Lavel forecasting sites) where rivers crossed the previous Highest Flood Level as per CWC’s own hydrographs of last year, CWC has not updated HFL for at least 8 sites so far this year. In case Salavad in Jhalawar district in Rajasthan, on Kali Sindh river, in stead of updating the new HFL, CWC suddenly discovered this year that that the site had higher HFL achieved 35 years ago in 1985, though till last year, it listed 1996 HFL! River Stories, Walking Across India – I

In the years 2018 and 2019, I spent months walking East across India with Paul Salopek on the Out of Eden Walk[i]. His trail started in the Great Rift Valley of Ethiopia in East Africa, roughly following the path of the early human migration out of Africa and across the globe.

The India trail of the Out of Eden Walk started from the India-Pakistan border at Wagah, Punjab. It then moved East through the Indus Basin, followed by the basins of West flowing desert rivers like Luni, then a large chunk through the southern Gangetic plains in Central India before crossing over to the Brahmaputra basin close to Siliguri in West Bengal. The crossover to Myanmar happened at Moreh in Manipur, also incidentally very close to the basin boundary of Brahmaputra and Irrawady. UP riverbed mining overview: NGT, CBI, Govts cannot stop the menace

Following large scale illegal mining incidents in Yamuna, Chambal, Ken, Betwa and many other rivers in Uttar Pradesh, the National Green Tribunal (NGT) in past few years has issued significant orders. Towards the end of 2018, the Central Board of Investigation (CBI) had also started inquiry into illegal mining case in Betwa river in Hamirpur district which involved the then Mining Minister Gyatri Prajapati and the district magistrate among others. The raids regarding the issue kept taking place throughout 2019. So far the case has not reached the conclusion.

With the help of available media & other reports SANDRP tracks the illegal sand mining incidents of Uttar Pradesh during past one and half years. The 2018 sand mining overview in UP can be seen here.

DRP NB 03 Feb. 2020: Some welcome news on Pinjal and other dams

A number of welcome developments around dams appear in this week’s DRP News Bulletin from SANDRP. The prominent is the Brihanmumbai Municipal Corporation declaring that it may not need Pinjal Dam, which SANDRP had said in its report way back in 2012-13 and the then BMC commissioner had agreed to in an interview to NDTV. This should also lead to cancellation of the Damanganga Pinjal River Link proposal. The Maharashtra govt decision to review the need for Human dam is also welcome. The Kerala State Information Commissioner’s decision to direct that the Dam Break Analysis should be in public domain is also a useful precedent that all states and CWC need to follow immediately and also amend the proposed Dam Safety Act to include a provision that all Dam Safety related information, including meeting minutes, agenda, decisions, status reports etc will be in public domain.

Madhya Pradesh is at the forefront of illegal sand mining activities. There have been violent attacks on government officials, reporters and villagers in recent years. The year 2019 saw change in state government and concerned people were hopeful that things will turn better now. However this overview shows not much have changed for rivers and people while attacks and fatalities continued in 2019.

Rajasthan River Sand Mining Overview 2019: SC Ban Remains, Police-Mafia Gang Rules

Seeing large scale impacts of unsustainable riverbed sand mining, the Supreme Court (SC) of India had banned sand mining activities in the state on Nov. 16, 2017. The apex court had also asked the 82 lease holders to get fresh permission of Ministry of Environment, Forest and Climate Change (MoEF&CC) after submission of replenishment study.

Following this, the state government had formed a committee to look into the issue. All through 2018 the ban remained [I]. The status has not changed even as the year 2019 is ending. Meanwhile cases of illegal sand mining are continuously taking place in across the state. So are the police actions as routine process, some political statements, and few court orders. Like last year, this annual round up by SANDRP compiles, all these and other relevant developments on the issue from the state of Rajasthan.

IRD 2019: Envisioning the Institutional Framework for River Governance

The sixth addition of India Rivers Day (IRD) 2019 held on Nov. 23 in New Delhi saw participation of scientists, academicians, experts, government officials and civil society groups. In the day long day seminar organized by India Rivers Forum (IRF) presentations, debates and panel discussion were held on the theme “Envisioning the Institutional Framework for River Governance in India”.

After honoring Mustaqueem Mallah with Bhagirath Prayas Samman (BPS) for his sustained efforts made in revival Katha river, Manoj Misra, member Organizing Committee (OC) IRF, presented the summary of “Rejuvenating Ganga A Citizen’s Report”. The report highlighted that most of the government work under Ganga Action Plan (GAP) and National Mission for Clean Ganga (NMCG) is done on the main stem of Ganga river which forms only three per cent of the entire basin.

2019 Monsoon: Instances when Dam Safety Came into Question

The South West Monsoon in 2019 in India brought the highest rainfall of last 25 years and issues related to heavy rainfall continue even to the end of October 2019. Here we have listed major instances during the monsoon when there were question marks over safety of dams either due to structural safety or due to wrong operations of the dams. Some issues of breaches of embankments/ canals are also included here. As we can see, the instances come from across the country, including North East, North, West, Centre, South.

Rivers That Reached New Highest Flood Level during Monsoon 2019

In the monsoon season of 2019 Indian rivers have crossed Highest Flood Level (HFL) at around 37 Level Forecasting and Level Monitoring sites across the country. This account attempts basin wise details and description of HFL breached by the rivers.

Brahmaputra Basin (Assam)

In Brahmaputra basin 2 sites, 1 Aie NH Xing Level Monitoring site on River Aie in Barpeta district of Assam and Dhubri (Level Forecast) site on River Brahmaputra in Dhubri district of Assam narrowly crossed the HFL in July 2019.

Also River Barak at ANIPUR site in Karimganj district on May 24 and River Brahmaputra at Goalpara site in Goalpara district rose close to the HFL level on July 17, 2019. As per CWC (Central Water Commission) FF Website, Goalpara site has not crossed HFL since 1954.
