A detailed review of functioning of Union Ministry of Environment and Forests’ (MoEF) Expert Appraisal Committee (EAC) on River Valley Projects (RVP) for 2024 by SANDRP shows that the committee or for that matter MoEF has almost non-existent rejection rate. Even when a project is not cleared, when it applies again, it gets clearance, whether the application if for stage I (Terms of Reference) or Stage II (Environment Clearance- EC) clearance. Even in some cases like Pump Storage Projects (PSP) in Western Ghats or the Hydropower projects in disaster prone Himalayas, including the disaster-stricken projects like the 1200 MW Teesta III projects in Sikkim, the scrutiny including field visits by the EAC Sub committees is minimal, not worthy calling even scrutiny.

IMD continues callous reporting of River Wise Rainfall in Monsoon 2020
This rarely gets reported in media, but IMD (India Meteorological Department) also provides river basin wise rainfall figures. Here is an overview of the river basin wise rainfall during SW Monsoon 2020 (June-Sept 2020, though the monsoon withdrew much later), like the way we have been doing for the last three years[i]. Our earlier monsoon 2020 articles provided district wise figures for rainfall in June 2020[ii], June-July 2020[iii], June-Aug 2020[iv] and June Sept 2020[v].

River Wise Rainfall in Monsoon 2019
Indian media never seems to report this, but IMD (India Meteorological Department) also provides river basin wise rainfall figures for South West Monsoon, also for other seasons. As in the previous years, here is an overview of the river basin wise rainfall during just concluded SW Monsoon 2019 (June-Sept 2019, though the monsoon started withdrawing only on Oct 9 and has not yet fully withdrawn from across India as I write this on Oct 15 2019), like the way we have been doing for the last three years[i]. Our earlier monsoon 2019 articles provided monsoon over view[ii], state wise rainfall figures[iii] and Marathwada specific situation[iv].
It’s not clear why Indian media does not report river basin wise rainfall figures, since that is arguably, the most appropriate way to look at the rainfall figures, since river basins are the hydrological units and the run off from the rainfall ends up in the rivers, and creates floods many times, as happened during 2019 monsoon. There could be issues of quality of the river basin wise rainfall figures, but that is true for all IMD’s rainfall figures at some level or other. Dams Floods 2018: Filling up Dams well before Monsoon end, Invitation to Disaster
The tendency of filling up reservoirs in the beginning and middle of monsoon season have been leading to avoidable flood disasters in the country. Apart from Kerala flood 2018, which was aggravated by mismanagement of reservoirs, various reports show that reservoirs in river basin of Cauvery, Krishna, Godavari and Ganga were also filled up well before the end of South West monsoon season. Resultantly there were many man made flood spells in downstream areas affecting lives and livelihoods of people.
After highlighting role of dams in floods in Kerala and how improper dam operation affected people in Assam and Himachal Pradesh, this third and concluding part throws light on other dam induced flood (and canal breach) incidents in 2018.
