Delhi Drinking Water Canal gets toxic mix

In May 2019 SANDRP wrote, with photo evidence, after a visit to the Drain No 8 that brings Delhi’s drinking water that it is running next to drain no 6 carrying untreated industrial toxics from Haryana, with only sand bags separating the two. A visit on 21st July, 2020 provided video proof that water from drain no 6 is still happily mixing with drain no 8 at several places.

A visit to drain number 8, one of prominent canal carrying potable water supply of national capital can be shocking experience to anyone concerned with water quality and health of people. The canal (called escape) flows close to Delhi Haryana border in Sonipat district. The drinking water in the escape is being repeatedly contaminated with all sorts of industrial effluents.

DRP NB 20 July 2020: Will the Supreme Court stop destruction of Ganga & Himalayas in the name of WIDER Char Dham Road?

The Supreme Court appointed Ravi Chopra committee has submitted the report on Char Dham Road. It has not said NO to the all weather road which is the slogan of Gadkari and rest of the Union Government. It has in fact, going by the Union Ministry of Road Transport’s’ circular, as late as 2018, suggested that the road be of 5.5 m width with necessary precautions. It has provided elaborate justifications and reasons why it took this decision. And yet twelve govt members of the committee, claiming in the name of religion (as per interview by one of these twelve members in media today) has insisted that the road should be of 10 m width. Not bothering that religion was not part of their mandate, not bothering what impact such a road will have on the Ganga (and the impact will be massive, we will know the full extent only if the impacts are scientifically assessed), on Himalayas (again starting from deforestation, landslides, flash floods and so on will be unbelievably huge) and on people and future generations. One only hopes the Supreme Court will see through the mindlessness of the economic fundamentalism being pushed in the name of religion and not allow the proposal to go ahead.

The Union Environment Ministry is clearly out to destroy even the Bhagirathi Eco-Sensitive Zone by sanctioning the Zonal Master Plan without due process and in complete violation of the letter and spirit of the Bhagirathi notification. This will further open the flood gates for destruction of remaining stretch of Bhagirathi, considered original Ganga stream as it flows from Gangotri. Again one hopes the judiciary will strike this down.

One wonders what is the NMCG, National Mission for Clean Ganga, whose mandate is Ganga rejuvenation, is doing amidst all this? Why is it silent?

DRP NB 6 July 2020: Dear NGT, Yamuna Monitoring Panel needs extension

In July 2018, the National Green Tribunal appointed a Yamuna Monitoring Panel for Delhi, the term of this panel is over and it has submitted its final report. NGT had also appointed similar committees for Haryana and Uttar Pradesh stretch of Yamuna, but those panels never functioned as actively as did the Delhi panel. We urge NGT to accept the petition now filed by Manoj Mishra to give extension to the Delhi Yamuna Monitoring Committee (DYMC) and direct that this committee will continue to function and monitoring and compliance panel for Yamuna river in Delhi.

There is a lot one can say positively about this committee, but arguably the biggest factors are its activeness, responsiveness and transparency. This can be easily seen visiting its website or its twitter page (https://twitter.com/ngtmcyamuna2). The committee also acted as a bridge between various institutions dealing with Yamuna in Delhi and ensured better coordination. The committee’s work is also evident in the number of reports it has submitted, all available on its website. There is always room for improvement in functioning of any such organisation, but this a lot and there are very few cases where one can say this.

DRP NB 15 June 2020: Athirapally, Bodhghat, Cauvery, Dibang, Etalin: New growth alphabets from the PMO?

A for Athirapally, B for Bodhghat, C for Cauvery, D for Dibang, E for Etalin, seems to be the new growth alphabets from the Prime Minister’s Office. With the economic growth in negative territory, depression in the corner, the old and trusted Big Dams as major infrastructure to push up expenditure and hope for the growth was a formula used even in 1930s by US president Franklin D Roosevelt to bring the US economy out of the Great depression of 1929. It started with the Tennessee Valley Authority Act of May 1933, which then was pushed as growth model to other countries. In India it came in the form of Damodar Valley Corporation (DVC) Act of 1948.

However that 20th century model was a failure even then, as the first CEO of the DVC, Sudhir Sen wrote. That model is no longer relevant in 21st century except possibly as an easy route to corruption and kickbacks. These dams and hydropower projects are no longer even economically viable and better options are now available for irrigation and power. In the changing climate scene they are even less relevant places of worship (temples). Dams and hydropower projects are seeing slow down across the globe, not just in India.

DRP NB 1 June 2020: No escape from Dam floods as dam lobby continues to dominate

The report of the 10 member committee headed by Shri Nandkumar Vadnere, appointed by the Govt of Maharashtra in Aug 2019 was submitted on May 28, 2020. The report titled “A report on Floods 2019 (Krishna Sub-Basin): Experts Study Committee: Analysis, Causes, Remedies” from all accounts is a major let down as is apparent from the way one of the members felt so humiliated that he had to resign: he was not provided basic information to do justice to the Terms of Reference, his chapters were unilaterally removed from the draft report by the chairman, under pressure from higher ups. The report is actually an attempt to show, by hook or by crook that dams were not responsible for the Krishna basin floods of Aug 2019. Almost exactly the same way CWC came out with a shockingly unscientific, contradictory report about Aug 2018 Kerala floods to prove that dams had no role. The report did not even ask if the any of the dams followed the rule curve, though it made recommendation that rule curves should be followed! The story keeps repeating for each of the dozens of instances in recent years. The report of the Tiware dam disaster in Maharashtra in July 2019 has been submitted in Feb 2020, but is not yet in public domain. These few recent instances show how strong a strangle hold the dam lobby has over the official water institutions and governance in India. The Dam Safety bill now before the Parliament will not help as it has no provision to remove or even loosen this stranglehold, there is no place for independent oversight in the bill. Without an accountable reservoir operation policy, legal and institutional paradigm there is no possibility of freedom from dam induced floods.

DRP NB 25 May 2020: Review Environment Clearance Approval for Etalin Project

This letter from SANDRP to MoEF and ETC on Etalin Project highlights how poor has been the EIA and E-flows reports of the Etalin Project and how flawed has been the Environmental Appraisal Process by the EAC. It also shows the shoddy Dibang Basin study for Cumulative Impact Assessment cum Carrying Capacity Study, shockingly done by the same consultant that also did the Etalin EIA, showing clearly that MoEF, EAC and CWC, all of whom were involved in the process, do not understand what is conflict of interest. The E flows study done by the CIFRI (Central Inland Fisheries Research Institute) does not even provide the list of fish they found in the Etalin project area! And shockingly, the EAC approved the biggest ever hydropower project of India based on such shoddy documents. DRP NB 18 May 2020: Signs of Impending Dam Floods in SW Monsoon 2020?

These are rather ominous signs. As per the latest reservoir storage bulletin of Central Water Commission dated May 14, 2020, the 123 reservoirs monitored by CWC has massive, 64.6 BCM (Billion Cubic Meters) in live storage capacity, which is about 165% of the capacity on same date last year and average of last ten years, even as monsoon is just weeks away. Most dams known to create DAM INDUCED FLOODS in the past, including Bhakra dams (we wrote about it earlier this month: https://sandrp.in/2020/05/07/are-we-ready-to-use-more-water-from-snow-melt-in-indus-basin-this-year/), Narmada dams, Odisha and W Bengal dams (Cyclone AMPHAN is going to bring a lot of water here in next few days, even before the monsoon), Krishna basin dams, Cauvery basin dams, Bansagar and Gandhi Sagar Dams, and Kerala dams among others. All these dams have above average storage situation.

DRP News Bulletin 11 May 2020: Jindal accepts Etalin HEP is unviable!

This must be the defining (and predictable, this was the lead story in our DRP NB of April 27, 2020, see: https://sandrp.in/2020/04/27/drp-nb-27-april-2020-for-whom-is-this-unviable-etalin-project-being-pushed/) moment in the campaign to save the Dibang Valley now from the proposed 3097 MW Etalin Hydropower Project. The CEO of Jindal Power Ltd has said in so many words that project is NOT an attractive investment, they will struggle to find buyers for the costly power and only support from government can help make the project viable. The CEO seemed to suggest that they would be happy to sell the project to NHPC or form a joint venture with NHPC to get the govt funding for the project. Again completely on predictable line. The question then is why should government spend previous public money on such an unviable project?

So the question remains the same, the one we asked on April 27, 2020: For whom is this unviable Etalin Project being pushed?

DRP NB 04 May 2020: Wildlife Institute of India doing quid pro quo with hydro developers?

WII skips multi-seasonal study on Etalin, cheats its way to compile a conservation plan; MoEFCC and FAC ignore all FANTASTIC REPORT The Wildlife Institute of India (WII) spent only four months on field while compiling a multi-seasonal replicate study on the Jindals’ 3097 mw Etalin Hydro Electric Power Company Ltd (EHEPCL) in Dibang Valley in Arunachal, and it relied on earlier studies conducted in the region. The forest advisory committee (FAC) of the union ministry of environment, forests & climate change (MoEFCC) and the ministry itself did not bother to ask any questions as to how the study was compiled, even though one of its own reports states that four months’ study was carried out. Instead, the FAC formed a subcommittee to look into the “concerns related to tree enumeration process and the aspects highlighted in biodiversity assessments study by WII.” The wildlife study done by the WII is accepted in toto by the subcommittee, the subcommittee report says. DRP: 27 April 2020: For whom is this unviable Etalin project being pushed?

In the ongoing debate on forest clearance for the controversial Etalin Hydropower project in Dibang Valley in Arunachal Pradesh between the Forest Advisory Committee, The Hindustan Times’s consistent reporting and Sanctuary magazine launching a campaign along with others, one (of the many) key question that remains unanswered is: for whom this economically (in addition to socially, environmentally and from climate change perspective) unviable, massively expensive project being pushed in a power surplus country?

Electricity from hydropower projects is no longer economically viable, since cheaper options are available. Some misguided people are claiming virtue in hydropower project claiming it provides peaking power. The fact is India is today not only power surplus, the peak power deficit has been just around 1% or less for long time. This when there is no attempt to either monitor as to how much of the electricity produced from existing hydropower projects provides peaking power, nor is there any attempt to achieve optimisation of operation of existing hydro projects to produce maximum possible hydropower. Nor is there any attempt to even manage the peaks either through pricing or other policy measures. In such a situation there is clearly no justification for more hydro for peaking. Moreover, the storage option is becoming increasingly cost effective, reducing the peaking power needs. So then for whom this project whose cost won’t be less than Rs 30000 crores at most conservative estimates, being pushed? The contractors, the equipment suppliers, the hydro lobby, the consultants, the timber lobby, the dam lobby, or the kickbacks?
