Yamuna Manthan 051224: Native River Fish Species Facing Extinction

A recent CIFRI (Central Inland Fisheries Research Institute) report submitted to NGT is an eye-opening official document about the fish diversity in Yamuna. The report says that overall native fish species have declined sharply in the river not only in number but in size also due to habitat degradation, pollution and increasing presence of invasive fish species.

The report admits that construction of Farakka barrage has led to complete elimination of Hilsa fish in lower segment of river since 2010. Among other recommendations the report has suggested maintenance of continuous flows in the river and addressing sources of pollution.

Indeed, the freshwater fish species are key indicator of health of a river eco-system and the fish diversity in Yamuna has been pushed to brink by the water abstraction, unsustainable riverbed mining activities and ever-increasing pollution of river waters besides other factors.

DRP 041124: Study says Big Dams are costly gambles or frauds?

An interesting study reported this week reveals Big Dams are costly gambles and explains why this is so. In fact, the explanations go on to reveal that this is by design, the costs are systematically under estimated and benefits are exaggerated, so the dams fail to provide the promised benefits. So Big Dams are actually not gambles, but frauds. They get away with all this due to lack of transparency and accountability in the governance, the study reveals.

For those following the global debate on big dams over the decades know that there is nothing new here. A number of studies earlier exposed all this, including the Independent Review of the Sardar Sarovar Project instituted by the World Bank, the World Commission on Dams report, the India Country study done for WCD, among others.

DRP 190824: Goa River group win important battle against illegal sand mining

This is indeed a rare and important victory by Goa River Sand Protectors’ Network (GRSPN) in their long fight against illegal river sand mining in Goa. Following a petition in the National Green Tribunal the state government has agreed to recall all the environment clearances granted by the State Environment Impact Assessment Authority.

Goa government has agreed since these clearances were given without a District Survey Report (DSR) as required under the sustainable sand mining guidelines of MoEF. While this may sound like a temporary respite based on some technical violation, the fact is most sand mining clearances across India are given without a credible DSR, but it has not been possible to stop such violations elsewhere.

DRP 120824: Chalakudy community demand Prudent Dam Management Plan

One of the heartening development this week is from Kerala, where Chalakudy river community held a satyagraha to demand proper integrated dam management plan in the Chalakudy River basin to minimize flood risks. It is rather rare that communities come out for such a demand. It was also great to see that the satyagraha was supported by Chalakudy Puzha Samrakshan Samiti, Chalakudy municipal chairman and also environmentalists.

The satyagraha in fact had specific demand for each of the dams included in the Paramibikulam Aliyar Project, including in Kerala and upstream Tamil Nadu. We hope the Kerala government positively responds to these demands at the earliest.

WWD 2024: Top Ten Ramsar Wetland stories from India: Participatory Decision Making needed but totally absent

World Wetland Day (WWD) is celebrated on February 2 annually to signify the environmental as well as socio-economic services and benefits provided by the wetlands both natural and man-made water bodies including rivers, lakes, ponds, reservoirs, swamps, marshlands deltas, coral reefs and mangroves. The theme of WWD 2024 is ‘Wetlands and Human Wellbeing’.

Ramsar Wetlands Convention selects Wetlands of International Importance, basically depending on nominations of the respective national governments and includes them under what is also known as the Ramsar List. However, it is not clear what exactly the Ramsar does for the protection of such designated wetlands. There are currently 75 Ramsar wetlands in India. In fact, the Ramsar sites have seen nearly a three-fold rise in the country in the past eight years decade (26 in 2014 to 75 in 2022). The complete list of 75 Ramsar wetlands in India can be seen here. The state of large number of these designated Ramsar Wetlands is pretty sad for years and decades and deteriorating, but it is not known if Ramsar convention is doing anything in this regard.

DRP 201221: Judiciary fails the environment AGAIN

By allowing the Char Dham Highway to go ahead, putting aside all the environment, safety, disaster vulnerability and even norms and affidavits of the Ministry of Highways and the Defence Ministry, as well as the report of the expert panel set up by the apex court, the Judiciary has again failed the Environment, among other things. This is contrary to the generally held belief that Judiciary stands up for the cause of the environment. That belief has no real basis, as can be seen again. This is also failure of the governance, experts and environmental groups, besides also the failure of the media too.

November 21, marks World Fisheries Day (WFD) to address the sustainability issue in fisheries sector. The day also signifies the critical contribution of largely neglected indigenous fisherfolk communities facing range of threats over their livelihoods. On WFD SANDRP has been presenting detailed annual reports covering important developments concerning fish diversity, fishery industry and fisherfolks wellbeing.

on WFD 2021, this first part in three part series focuses on mass fish death incidents in India over past one year. The next part will cover successful efforts by fisher communities to protect fish diversity and their livelihoods apart from relevant positive developments. The final part will present the overall status of fish species, fisheries industry and fisherfolks struggles during past one year.

Aquatic freshwater biodiversity has seen the maximum decline over the years and yet has the least protection under law. In fact fish is not even considered for protection under the Wildlife Protection Act. Fishing cat, Mahseer, Otters, Trout fish, Hilsa fish are all at top of the food chain in freshwater sources, like the tiger is in the forests, but none of them have the legal protection. If we have any serious intension of protecting this important source of biodiversity, we urgently need measures, including policy, legal and institutional measures to recognize and protect this biodiversity.

DRP 110121: Big question marks over viability of Ganga waterway

This latest episode described below once again raises big question marks over the viability, feasibility and desirability of pushing Ganga as the National waterways. Its economic viability has been questioned many times earlier and this episode only reinforces it. The ecological viability is dependent on refusal to conduct any environmental impact assessment in any credible, transparent or participatory way, while the massive adverse impacts on the river, its biodiversity including the National Aquatic animal Dolphin as also on the livelihood of millions of fisher people and boats people are all known, but being ignored by the Ministry of Inland waterways headed by and pushed by Mr Nitin Gadkari rather blindly. The only way to resolve the issue is if there is an independent, informed assessment, which can happen only if the judiciary were to step in. Will they?
