On Sept 27, 2022, the Madhya Pradesh Government cancelled all contracts related to the Maheshwar Dam Project on Narmada. This massive dam on Narmada River in Madhya Pradesh upstream of Sardar Sarovar Project and downstream of the Omkareshwar Project was to be a multi-purpose project with a 400 MW hydropower component and water supply component among others. It was opposed by the people’s movement lead by Narmada Bachao Andolan for over two decades now. The project being implemented by the private textile company S Kumars showed no will or intention of taking care of the social or environment impacts of the project. Madhya Pradesh government so far was trying to push ahead with the project by hook or by crook, but finally had the sense to realise that this is going to be a massively costly affair at estimated Rs 42000 crores and the state and the people of state are only going to suffer costs and adverse impacts. The cancellation of all the contracts for the project signals a major victory of the people’s movement.
While congratulating the state government for cancelling the contracts, we would also suggest that the government needs to quickly decide about decommissioning of the dam, so that it does not pose safety risk to the people upstream and downstream and also perpetuates unnecessary adverse social and environment impacts. Earlier the dam is decommissioned, quicker will be the relief from these impacts. Moreover, the MP government should also not let the private company go scot free and all attempts should be made to recover the money spent and also penalise them for breach of the contracts. The private company should also be made to pay for the decommissioning costs.

As this article on corruption in large dams in India shows, it is open secret that large dams involve massive corruption, kickbacks and political funding. But the politicians from PM downwards across the party lines have understandably no interest in this issue.
But unfortunately, the large dams-corruption is not limited to politicians. The corruption in various forms plague even the media Mughals like Swaminathan Ankalesaria Aiyer and Shekhar Gupta, both known for their fundamentalist pro dam views. They too have no interest in corruption in large dams. In fact some of them have no qualms accepting sponsorships of dam contractors for their media awards! They are however, ever ready to criticize Narmada Bachao Andolan and Medha Patkar, though they have no clue about the issues they are talking about and keep using some flawed study whose reply (by Nandini Oza and Shripad Dharmadhikary) is already out in public domain. It is interesting that they have launched this fresh attack on dam critics just when Gujarat Chief Minister and country’s Home Minister have also launched attack on the NBA. Neither Gujarat CM, PM or HM is replying as to why Kutch, the main justification for Gujarat getting disproportionate share of Narmada waters, were the last to get their share of the water (even now not fully as the canal distribution system is still incomplete), almost two decades after the water rich Central Gujarat started getting Narmada waters. Nor are the pro dam media Mughals bothered about this.

Union Water Resources or what is now called Jal Shakti minister Shri Gajendra Shekhawat made a rare and rather interesting statement this week about Kaleshwaram Lift Irrigation Project of Telangana, supposed to be the world’s biggest lift irrigation project, India’s most expensive ever irrigation project. The Union Minister publicly said that the Kaleshwaram project did not have all the clearances, project thus involved violations, and had defects, leading to submergence of three barrages and a massive power house last month. It is not clear if the Union Minister has also written to this effect to the Telangana state government and also taken action against the project. This is because the allegations made by the Union Minister are about such a huge project and are serious in nature.
If the Union Minister has done neither, as seems to be the case, he hope he is doing something on these lines soon. We do not expect a responsible Union Minister not take any action on such an important matter and is only making such statements for public consumption (incidentally, he seems to have made these statements in Karnataka, not in Telangana). Questions will be raised if the Union Minister fails to take such an action.

This year, even in the middle of monsoon, the Yamuna river in the national capital is in such a pathetic state, there is insufficient flows in the most of the days. The govt may jump to blame it on poor monsoon rains, ignoring that the upstream dams like the recently commissioned Vyasi dam not releasing water in the downstream is also a major reason beside the unsustainable riverbed mining and also dumping of solid waste in the upstream, including due to the building of mindless projects like the Char Dham highway, all in the news this week. Both National Mission on Clean Ganga (NMCG) and Union Ministry of Environment and Forests (MoEF) should be concerned about this lack of flows downstream from the dam and other issues listed above, but they clearly seem least bothered.

One of the noteworthy feature of the floods in ongoing on monsoon so far has been what is happening around large dam projects, particularly in Central India, Eastern India and Southern India. The Polavaram dam on Godavari river, the largest under construction dam in India, again suffered damage this monsoon as confessed by the Andhra Pradesh Irrigation Minister Ambati Rambabu after his frequent visits to the dam. The dam had suffered damage in 2019 floods and it is still not clear what is way forward and the dam has again suffered damage. This will make the unviable project even more unviable, but the government will continue to sink good money after the massive sunk funds.
The Kaleshwaram project in Godavari basin, the largest lift irrigation projects of India has also faced damages with at least two pump houses with large number of massive capacity pumps getting submerged, and third one partially flooded. The full impact of this damage will only be known after assessment once the floods recede.

When the Prime Minister Shri Narendra Modi Mentioned some exemplary water conservation efforts in his Mann ki Baat on June 27, 2021, it was not for the first time he was doing it. These are certainly most welcome.
However, these mentions raise a number of questions. If the Prime Minister considers these local water options as exemplary, which they indeed are, where do we see the reflection of the lessons from such efforts in government programs and policies? In fact why there is no reflection of such lessons in what the government does in water sector? How can the government justify the destruction of Panna Tiger Reserve, over 9000 ha of forests, some 46 lakh trees, the catchment of Ken river and large part of Bundelkhand in the name of Ken Betwa Link Project, in the same Bundelkhand. How can his government justify the destructive projects like the Char Dham Highway, the big hydro projects and so on in the same Uttarakhand where Sachidanand Bharati (who was incidentally recipient of the Bhagirath Prayas Samman of India Rivers Week) works, whose efforts the PM praised? One hope the PM and his government will be awake to the implications and lessons of the works that PM praises.

There cannot possibly be any worse news on World Water Day for India than that the Prime Minister is presiding over the agreement between Uttar Pradesh and Madhya Pradesh Chief Ministers to destroy some 46 lakh trees, Panna Tiger Reserve, Ken River, Bundelkhand and also downstream Banda district. All to export water from Bundelkhand to Upper Betwa basin. All this in the name of pushing the mindless project called Ken Betwa River Link Project. Why is the government pushing this destructive project, a Rs 38 000 Crore proposition? The answer to that question is in that question: it is a Rs 38 000 Cr proposition!
There is still some hope though for the people of Panna, Banda and Bundelkhand if there is any respect for the law of the land. This is because the project does not have final forest clearance and the conditions of the stage I forest clearances are not implementable. The Wild Clearance of the project is challenged by the Central Empowered Committee of the Supreme Court, following a petition. The Environment Clearance to the project has also been challenged before the National Green Tribunal. Let us hope there is sufficient respect for the law of the land, to ensure that the project does not go ahead even with the agreement signed. But a key propriety question arises is, should the prime minister endorse a project that does not have all the statutory clearances and legal challenge to whose clearances are before the judiciary?
But the prime minister’s advocacy for rainwater harvesting on the same also loses a lot of its credibility, seeing that he is presiding over this destruction that goes totally against the central message of harvesting rain where it falls, when it falls.

The outgoing year 2020 is likely to be remembered as Corona year as Covid 19 pandemic has been the most influential aspect of the year. However, there have been many positives of the outgoing year. We identify five biggest positives as we see them.
Firstly, the complete lockdown that we experienced during March-April 2020, to slow down the spread of the Covid 19 infection showed, among many other things that it is indeed possible to clean up our rivers and also indicated the way forward: tackle industrial pollution. Unfortunately, those clear lessons have not been learnt by the government, its been busy in ease of doing business, not even understanding that in changing climate, clean rivers are going to be a major resource that will help people adapt.
The second notable positive was the major across the country protests, particularly from the younger generation against the government’s attempt to bulldoze the completely anti- environment amendment to the EIA notification. The protests along with the judicial orders have so far stopped the amendment from getting implementation. The government will do well to abandon any attempt to push them.
Similar to the protests against amendments to EIA notification were the protests against trying to bulldoze the massive Etalin Hydropower project in Dibang Valley in Arunachal Pradesh, at the cost of lakhs of trees and biodiversity rich forest and river and against the wishes of the people of Arunachal Pradesh and North East India. Here again it was good to see that the campaign has so far been successful.
India Rivers Week 2020 organised Zonal and National dialogues on river sand mining in India, in which large number of groups and stakeholders from across the country participated and has created a new wave of awareness and energy on this very important but so far largely ignored issue. We are hopeful that this energy will lead to change in governance of river sand mining in India.

Or may be it is a major issue at a number of places. Like in Kishanganj district along Mahananda river in North East Bihar, as the report here mentions. We hope it is. Since floods and how they are managed affect so fundamentally and in so many different ways so many people, it should be an election issue. Particularly when the incumbent Chief Minister Nitish Kumar is fighting to be voted in after being the Chief Minister of the state for 15 years since Nov 2005 (except brief ten month period in 2014-15).
15 years is long enough time to have been able to make at least some dent in flood management. On ground, the situation seems to have only gone worse. It was in this 15 year period that the unprecedented Kosi floods happened after the Kusaha breach in 2008. But the word unprecedented has been used for several more floods in these 15 years, including by Nitish Kumar. He also raised a number of pertinent issues in this period, including impact of Farakka barrage on Bihar floods, need for its decommissioning, Bihar’s right to get Ganga water from the headwaters in Uttarakhand [currently it gets none except during monsoon]. He is currently silent on these issues, but voters and media do not have to be silent.

In July 2018, the National Green Tribunal appointed a Yamuna Monitoring Panel for Delhi, the term of this panel is over and it has submitted its final report. NGT had also appointed similar committees for Haryana and Uttar Pradesh stretch of Yamuna, but those panels never functioned as actively as did the Delhi panel. We urge NGT to accept the petition now filed by Manoj Mishra to give extension to the Delhi Yamuna Monitoring Committee (DYMC) and direct that this committee will continue to function and monitoring and compliance panel for Yamuna river in Delhi.
There is a lot one can say positively about this committee, but arguably the biggest factors are its activeness, responsiveness and transparency. This can be easily seen visiting its website or its twitter page (https://twitter.com/ngtmcyamuna2). The committee also acted as a bridge between various institutions dealing with Yamuna in Delhi and ensured better coordination. The committee’s work is also evident in the number of reports it has submitted, all available on its website. There is always room for improvement in functioning of any such organisation, but this a lot and there are very few cases where one can say this.
