DRP NB 080523: Pune citizens Oppose River Front Development Project

It is heartening to see thousands of Pune citizens out on the streets over the last two weeks protesting against felling of thousands of trees for the destructive Mula Mutha River Front Development Project. The project will destroy the best biodiversity habitat along the rivers in Pune, fell thousands of trees, encroach on riverbeds and floodplains, destroy bird migration corridor, and create fresh flood hazards for the city, which will further worsen in changing climate.

We hope this protests continue and intensify till the Pune Municipal Corporation and the Maharashtra government wakes up and scraps the project and instead, uses the scarce available resources for protecting and rejuvenating the water bodies and biodiversity in Pune in collaboration with the people of Pune.

DRP NB 230123: Welcome decision of FAC to deny clearance to Etalin HEP

It’s rather rare that we get a hydropower project related decision from official decision makers that can be welcomed. It has happened this week when the MoEF’s (Ministry of Environment, Forests & Climate Change) Forest Advisory Committee declined to give forest clearance to the controversial 3097 MW Etalin Hydropower Project in Dibang sub basin of Brahmaputra basin in Arunachal Pradesh and North East India. The project was under consideration for this clearance since 2014 and finally in the meeting on Dec 27, 2022, FAC conveyed that the current proposal cannot be considered for the clearance and revised proposal may be submitted. It is not a blanket rejection of the project, but considering the history of consideration of this project in FAC, it is closest we can come to that.

It is also welcome to know that the FAC has also looked at the poor track record of compliance of conditions of earlier forest clearances for the hydropower projects in Arunachal Pradesh among the many reasons why the project is rejected in current form. Arunachal Pradesh may do well to improve its track record before applying for forest clearance to any new projects in the state.

This decision is also a lesson for the MoEF’s Expert Appraisal Committee on River Valley Projects and also for MoEF itself for not even looking at the track record of compliance of the conditions of environment clearances that the EAC and MoEF give to the river valley and hydropower projects. They also never look at the implementation of the Environment Management Plans. Same is the case with the MoEF’s National Board of Wildlife.

2022: Riverbed Mining Destroying Indian River Eco-system & Freshwater Species

Indiscriminate mining of riverbeds for sand, gravel, pebbles have been rampant across the country increasingly damaging India’s rivers. The incidents of illegal sand mining, mafias, administrative actions & inactions, govt policies and court cases are routinely covered by the media. However the irreversible impacts of destructive riverbed mining operations on fresh water species and river eco-system are little understood, least explored, rarely covered by media and fails to attract the required attention from govts, judiciary and public at large. 

To some extent, we have been monitoring and highlighting the loop holes in sand mining governance. As part of our annual overview, in 2022 we have complied this separate report underlining the adverse impacts of riverbed mining on rivers and on aquatic life, fresh water species including endangered gharials, dolphins, turtles, fish etc.

11 Gangetic Dolphins Found Dead since Jan 2021

Despite being declared National Aquatic Animal and provided highest level of protection under schedule I of Wildlife Protection Act, 1972, there are frequent incidents causing unnatural deaths to Gangetic river dolphins (Platanista Gangetica) in India.  

Previously SANDRP documented deaths for 10 Gangetic dolphins due to man-made reasons including getting trapped in canals, fishing nets and hunting during 2020. Here we are tracking the issue January 2021 onwards.

DRP NB 22 March 2021: PM presiding over proposal for destruction of 46 lakh trees, Bundelkhand & Panna Tiger Reserve on World Water Day?

There cannot possibly be any worse news on World Water Day for India than that the Prime Minister is presiding over the agreement between Uttar Pradesh and Madhya Pradesh Chief Ministers to destroy some 46 lakh trees, Panna Tiger Reserve, Ken River, Bundelkhand and also downstream Banda district. All to export water from Bundelkhand to Upper Betwa basin.  All this in the name of pushing the mindless project called Ken Betwa River Link Project. Why is the government pushing this destructive project, a Rs 38 000 Crore proposition? The answer to that question is in that question: it is a Rs 38 000 Cr proposition!

There is still some hope though for the people of Panna, Banda and Bundelkhand if there is any respect for the law of the land. This is because the project does not have final forest clearance and the conditions of the stage I forest clearances are not implementable. The Wild Clearance of the project is challenged by the Central Empowered Committee of the Supreme Court, following a petition. The Environment Clearance to the project has also been challenged before the National Green Tribunal. Let us hope there is sufficient respect for the law of the land, to ensure that the project does not go ahead even with the agreement signed. But a key propriety question arises is, should the prime minister endorse a project that does not have all the statutory clearances and legal challenge to whose clearances are before the judiciary?

But the prime minister’s advocacy for rainwater harvesting on the same also loses a lot of its credibility, seeing that he is presiding over this destruction that goes totally against the central message of harvesting rain where it falls, when it falls.

Gangetic dolphin deaths in 2020

More than a decade after Gangetic dolphins (platanista gangetica) was granted the status of national aquatic animal, the rare mammal species continue to face multiple threats impacting their habitat and population in Ganga rivers. Just in past one year, the year when the Prime Minister of India declared the Project Dolphin, six dolphins were found dead for unnatural reasons in three states along the Ganga. In addition to Gangetic, river dolphin were killed in three other states.

Decoding the Economics of Ganga Waterway (National Waterways-1)

The Government of India has undertaken the ambitious project of plying cargo ships from Haldia to Prayagraj on the river Ganga, also known as National Waterways-1 (NW-1).

The justification for promoting waterways on such a massive scale as stated in National Waterways Bill, 2015 when introduced is as follows:

  • …inland water transport is recognised as fuel efficient, cost effective and environment friendly mode of transport, especially for bulk goods, hazardous goods and over dimensional cargos. It also reduces time, cost of transportation of goods and cargos, as well as congestion and accidents on highways.

As per the Government of India’s Press Release dated 21 July 2016, the cost of transportation of goods by rail was estimated at about Rs. 1.36 per ton kilometre, by waterways at Rs. 1.06 per ton kilometres and by road at Rs. 2.50 per ton kilometre. At first glance, the waterway appears to be far more economical.

Impacts of Ganga Waterways Plan on its ecology and the people

It has been two years since the Union Minister for Shipping and Transport, Mr. Nitin Gadkari, announced the Government’s ambitious plan to revive the National Waterways-1 (Ganga Waterway) between Haldia and Allahabad, justifying it on the grounds that India’s waterway potential remains highly underutilized, although six times cheaper than road transport. In a letter dated 18th June, 2014 forwarded by Mr. Gadkari to the Finance Minister, Mr. Arun Jaitley, a proposal for financial assistance to four navigational barrages was also made.

Digging Our Rivers’ Graves?

A summary analysis of the ecological impacts of the National Waterways Bill (2015)

Introduction: The National Waterways Bill (NWB, Bill No. 122 of 2015) was tabled by the current central government’s Minister of Transport and Shipping, Mr. Nitin Gadkari, in May 2015. This Bill plans to convert 106 rivers and creeks across India into waterway canals, purportedly for ‘eco-friendly transport’ of cargo, coal, industrial raw materials, and for tourism purposes. The primary reasons provided for this bill are that 1) inland water transport is fuel-efficient, cost-effective and eco-friendly, 2) the systematic development of waterways will create progressive economic opportunities in the country, and 3) the potential of water transport is underutilized in India. The Bill has since been examined by the Standing Committee appointed of Rajya Sabha Members and experts on the matter, who submitted their findings in Report No. 223 (Rajya Sabha Secretariat, August 2015). Recently, the Bill has been cleared by the Lok Sabha, and awaits final discussion in the Rajya Sabha within a fortnight’s time. As of now the NWB appears to enjoy support across party lines, states and political positions and agendas. There is also a belief that waterways would mean maintenance of enough water flowing in our rivers – yet the means through which this is proposed to be achieved involve capital dredging and large-scale conversion of floodplain environments and riverbanks to concrete embankments. A serious concern of observers has been that there has unfortunately been but scant debate on the high ecological and social risks the NWB poses to riverine biodiversity and local resource users through such irreversible engineering controls on our rivers. There is no discussion among politicians and administrators. Importantly, this issue appears to have barely received adequate attention even in environment and conservation circles. Problematically enough, the NWB thus emerges as a threat that may go unnoticed by conservationists and get passed without debate, deliberation or emphasis on environmental clearances to the extent required. In this article I will discuss the potentially damaging consequences of the NWB on river ecology, human life and hydrological dynamics of India’s riverscapes. Celebrating India’s Riverine Fisheries on the World Fisheries Day

21st November is celebrated as World Fisheries Day. Since the past few years we have been trying to highlight the significance and richness of India’s riverine fisheries which support over 10 million people by providing livelihoods and nutritional security. Ironically, although India is the world’s biggest inland fish producer, our riverine fisheries are woefully neglected. We do not have a record of riverine fish catch and its trends, people dependent on riverine fishing, species of fish and their population trends, etc. Interventions like dams, water abstraction and pollution have severely affected riverine fisheries, which do not find a place in the dominant water management narrative.
