Uttarakhand Cloud Burst 2022: Road Debris, Drainage Encroachment Magnify Destruction

For the past many years, cloud bursts have been emerging as a significant and reoccurring disaster in Himalayan region. The highly localized, intensive rainfall spell, consequent flash floods and landslides have been taking a heavy toll on human and infrastructure apart from impacting the landscape. SANDRP has been documenting such incidents particularly in North West Himalayan states of Jammu & Kashmir, Himachal Pradesh and Uttarakhand. This first part of 2022 tracks the ‘cloud burst’ incidents reported in Uttarakhand before and during SW monsoon 2022. SANDRP’s previous compilation and analysis on the issue for Uttarakhand can be seen here 2018[i], 2019[ii], 2020[iii], May 2021[iv] and 2021[v].

Andhra Pradesh: Dam Induced Flood Disaster in November 2021

After Pulichintala dam gate disaster[i] of August 05, 2021, the state of Andhra Pradesh has witnessed another dam induced flood disaster in 2021. This started with, part of Annamayya dam in Pennar (also called Penna) river basin[ii] getting washed away resulting in widespread destruction in downstream areas on November 19.

Around same time, there were more incidents of damages to dams and dam induced flooding in Kadapa, Chittoor, Anantapur districts of Rayalaseema and adjoining Nellore district. Firstly, the collapse of Pincha project ring bund contributed to Annamayya flood disaster. Then, one of metal bund of Mylavaram project was washed away.

Fourthly, the sudden releases from Veligallu and Buggavanka dams in Kadapa and Kalyani dam in Tirupati resulted in flash flood destruction in downstream areas. Apart from this, the leakages in Rayalacheruvu tank bund in Chittoor district could have turned into a big disaster.

Uttarakhand: Disaster around NHPC’s Dhauliganga Hydropower project

The border areas of Pithoragarh witnessed large scale destruction[i] following series of disasters on August 30, 2021 night. The event[ii] unfolded after unprecedented rainfall in the region causing flash floods in local streams and Kali River also known as Sarda. The affected areas included villages in Darchula district of Nepal located across Kali River which forms natural boundary here between India and Nepal.
