The accidents and disasters occurring particularly during monsoon months have affected several Hydro Electric Projects (HEP) both built and under construction in Himalayan states of India. In this overview, we put together information about such disasters to underline their increasing vulnerabilities to climatic disasters endangering the lives of workers and local people living in the vicinity of these projects.

Did Ichari, Vyasi Dams Influence Yamuna Floods in 2025?

In the South West Monsoon 2025, the Yamuna river witnessed 3 flood spells in a span of two weeks between Aug. 17 and Sep 1. In the first and medium scale flood spell, hourly discharges crossed 1 lakh cusecs for 12 hours on Aug 17 and 1,78,996 cusecs flood was recorded at 16 hour at Hathnikund Barrage (HKB), in Yamuna Nagar, Haryana.
In the second and low scale flood spell, river received above 50,000 cusecs discharges for 21 hours on Aug. 29 with the peak volume of 83,774 cusecs at 16 hour. In the final and first high scale flood spell, hourly water volume in the river crossed 1 lakh cusecs for about 129 hours beginning at 4.00 hour on Sep 1 till 12:00 hour on Sep 5, and 3,29,313 lakh cusecs was recorded as peak flood volume at 9:00 hour on Sep 1.

After 11 days since the Dharali disaster unfolded in Bhagirathi valley Uttarakhand on August 5, 2025, an artificial lake formed on Bhagirathi river has been removed to some extent by the joint team of concerned departments on Aug 16, 2025 noon. The lake was formed after the Tel gaad partially blocked the Bhagirathi river at Harshil about 2.5 km downstream of Dharali.

The Parliamentary Standing Committee on Water Resources has submitted its 27th report titled “Review of Upper Yamuna River Cleaning Projects upto Delhi and Riverbed Management in Delhi” to the Parliament on 6 Feb 2024. The 113 paged report has two parts first on Narration and second on Observation and 25 Recommendations. The first part of the report has XI chapters dealing with various issues of River Yamuna.
SANDRP here presents a detailed chapter wise overview of the key observations made by the Committee based on the replies mainly from Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD & GR) along with the Committee’s recommendations and some comments by SANDRP.

The report also covers some important judicial and government decisions regarding dams related issues during the year. It further compiles some relevant reports which significantly highlight bleak future of hydro and dam projects due to persistent decline in power generation, rise in construction cost and corruption issues. The Jakhan village in Yamuna valley suffered a huge landslide in noon hours of August 16, 2023. The village is populated by 28 families. The incident has reportedly damaged 10 houses and 07 cowsheds fully and 02 houses partially apart from impacting a power transmission tower of Power Transmission Corp of Uttarakhand Ltd (PTCUL) forcing the villagers to take refuge in nearby primary school of village Pashta.
The village is part of Binhar region situated about 5 km uphill the power station of 120 Mw Vyasi Hydro Electric Power (HEP) Project on Yamuna river. The Vyasi Project is in Hathyari village of Vikas Nagar tehsil in Dehradun district. Before the fateful incident, the area had witnessed prolonged rain spells and the villagers had seen small cracks around the village.

The 120 Mw Vyasi HEP built by Uttarakhand Jal Vidyut Nigam Ltd (UJVN Ltd.) in Vikas Nagar tehsil of Dehradun is on its way to become the textbook example of how thoughtlessly pushed hydro power projects are proving a nightmare for local people, a costly affair for the state and the nation and a disaster for free-flowing living river.
The project offers some bitter lessons for the policy-makers, experts and society who have been assuming that hydro power is a cheap, green source of energy and the Run of River (RoR) projects don’t dam and cause much harm to the environment, people or rivers.

The people who still think that the Run of the River (RoR) projects do not require a dam and cause no submergence of land; must visit the Vyasi HEP to witness the about 4 km long reservoir behind the 86-meter tall and 200-meter-long dam there.
