In a fantastic story, Shivani Azad of The Times of India has reported possibly the most remarkable story of the Chamoli avalanche disaster that started on Sunday morning on Feb 7, 2021. She reported that Vipul Kairuni of Dhaak village in Tapovan, working at the time at the now destroyed Tapovan Vishnugad project, got saved thanks to frantic calls by his mother Mangshri Devi as she and his wife saw from their village home, situated at a height from the river, that a massive flood is approaching the dam site. It was thanks to frantic, repeated calls by Mangshri Devi that not only Vipul, but at least two dozen more people could run to safety of a ladder and saved their lives.
So effectively, Mangshri Devi has saved at least two dozen lives in Chamoli disaster. Who else can claim to have achieved anything like that in the disaster? The disaster management department seems completely absent from the scene either in terms of pre disaster monitoring or in taking steps to save lives during the disaster. In fact, there should have been an early warning system in place that could have saved many more lives. But it does not exist. Either in Rishiganga/ Dhauliganga basin or anywhere else in Uttarakhand. NTPC’s Tapovan Vishnugad Project has faced so many disasters already since 2008, but is only now talking about putting in place early warning system. Should not the NTPC and power ministry top brass as well as Uttarakhand disaster management department held accountable for that?

Urban rivers provide a lot of services, but the urban areas are inviting major trouble by destroying them through dumping of solid and liquid waste, encroachments, river front developments, unsustainable mining among others. The urban areas also operate in almost total policy vacuum and none of the cities under smart city programs are dealing with Urban rivers with any smartness.
This overview includes some key developments about Urban Rivers in 2020 from the South Indian states of Karnataka (Vrishabhavati in Bengaluru; Swarna-Netravati in Udupi), Tamil Nadu (Adyar, Buckingham Canal and Cooum rivers in Chennai; Kiruthumal in Madurai; Noyyal in Tiruppur; Bhavani in Coimbatore; Palar in Vellore; Vasishta in Salem), Telangana (Musi in Hyderabad), Andhra Pradesh (Tungabhadra in Kurnool), Kerala (Periyar, Kadambrayar & Konthuruthy in Kochi; Kodoor in Kottayam) and Puducherry (Sankarabarani).

Yamuna is again in headlines in this week’s Bulletin. It carries the Nov 2020 announcement of Delhi Govt plan to clean river by 2023 and the action by the Supreme Court. There is nothing very convincing, path breaking or new in what the Delhi Govt has announced, such announcements keep coming every few years and then tend to be forgotten, to be renewed with announcement of new deadlines in this case. Unfortunately, the Supreme Court action is not particularly different. One only needs to remind the apex court and everyone else that in 1994, the SC had taken up Yamuna case suo moto. No impact on the river could be achieved till around 2017, when the SC decided to handover the case to NGT. It is not clear what exactly has prompted SC to take it up again, but the move does not inspire confidence considering the past track record.
We hope we are wrong and the Delhi Plans and the SC move does lead to better days for Yamuna. In the meantime, the Yamuna Monitoring Committee set up by the NGT is doing its role, but one wishes, their hands and plans as strengthened and pushed by the NGT, which does not seem to be the case currently.

Tribals of large number of villages from Seoni Malwa Tehsil of Hoshangabad district in Madhya Pradesh have been strongly opposing the Morand Ganjal dam for several years now, as they again came out in large numbers this week on Dec 17, 2020, also remembering their rally exactly a year ago on Dec 17, 2019. They has simple demand: plz first provide all the information about the project in Narmada Valley and get approval of all the involved villages as required under the law. But the arrogant administration has not even responded to basic demand of all the relevant information.
Under the Rs 2813 Cr project, dams are to be built on Morand river near Morghat village of Seoni Malwa tehsil and on Ganjal river near Jawardha village of Rahatgaon tehsil-Harda district with the objective of irrigating 4,617 ha of land in 28 villages of Hoshangabad, 17,678 ha in 62 villages of Harsud tehsil-district Khandwa, and 29,910 ha in 121 villages of Harda, Khirkiya, Sirali and Rahatgaon tehsils of Harda district. The project was approved in 2017. Some 23 villages and over 3000 ha of land is facing submergence, affecting Korku tribals in Hoshangabad, Harda and Betul districts, but there is no rehabilitation plan in place as per the Narmada Valley R&R policies.
Dams are no longer delivering promised benefits and the age of building dams is over. But the political economy of massive funds spent on a major project keeps driving the politicians and officials to keep pushing more projects. The least one can expect from the government is to provide all the relevant information to the affected people in manner and language they can understand, have public consultation and approval in each affected village in front of an independent panel. Without such due process pushing such dams are bound to raise more conflicts, confrontations and opposition.

This letter from SANDRP to MoEF and ETC on Etalin Project highlights how poor has been the EIA and E-flows reports of the Etalin Project and how flawed has been the Environmental Appraisal Process by the EAC. It also shows the shoddy Dibang Basin study for Cumulative Impact Assessment cum Carrying Capacity Study, shockingly done by the same consultant that also did the Etalin EIA, showing clearly that MoEF, EAC and CWC, all of whom were involved in the process, do not understand what is conflict of interest. The E flows study done by the CIFRI (Central Inland Fisheries Research Institute) does not even provide the list of fish they found in the Etalin project area! And shockingly, the EAC approved the biggest ever hydropower project of India based on such shoddy documents. “Oh my God, its unbearable” was the first expression came out of my mouth instinctively and instantly, while standing at the outlet of Common Effluent Treatment Plant (CETP) in Sonipat District, Haryana. The plant was located in Kundli Industrial Area along DN (Drain Number) 8 at Delhi Haryana border. It was the morning of May 11, 2019 while observing status of DN 6, along with my friend Yayati Bhardwaj.
DN 6 carries industrial and domestic effluents from a large area of Panipat and Sonipat districts while DN 8 supplies potable water to Delhi via Yamuna river. Both drains run parallel for a length of 10 km and more than often intermix due to breaches and spill-overs. Sindhudurg has become the country’s first district to have successfully documented and mapped wetlands, following a Mumbai HC order in Vanashakti petition. Engaging community participation in the eight-month long process, the district is now training bodies of other districts in the state to replicate its documentation model. This was the state response to Mumbai HC as a pilot in Sindhudurg district. The district administration approached the team of local organization Syamantak, which suggested engaging community participation in the documentation and mapping process.
– “Conducting mapping through community is an effective way to save public money. If this model is implemented across the state, the government can save crores,” said Sachin Desai, who is running Syamantak’s study centre for experiential learning in Dhamapur. The committee completed the task of mapping 57 wetlands in the district in about eight months. Sindhudurg will soon be releasing the first volume of magazine ‘Sindhudurg — Land of Wetland’, the first-of-it-kind in the country. The district planning and development council (DPDC) is giving financial support to the magazine through the forest department.
