Why are we still building Large Dams?

Analysis of official information shows that Big dams are not longer necessary or viable or optimal in India. Most (over 95% of India’s 5701 large dams (5264 completed and 437 under construction as per CWC’s National Register of Large Dams[i]) are built for irrigation, but most of our irrigation now comes from groundwater. In fact, about 90% of additional irrigation in last four decades has come from groundwater.

Dams, Rivers & People 2020 through the DRP LEAD STORIES

In SANDRP’s weekly News Bulletins, we select lead story each week. Here we try to look back and take stock of major happenings of 2020 through a compilation of DRP lead stories to recapitulate major happenings related Dams, Rivers, Water and Environment. While doing this we are aware that this may not completely capture all the key happenings in this sector, since not all the major developments are captured by the media and their headlines. However, it does provide some idea about what were the major developments in this sector in the just outgoing year 2020. We have divided the lead stories under several key classifications like River Management, Environment Governance, Dams, Hydropower projects, Flood management, groundwater management etc.

India’s National Register of Large Dams: Shows how little we know about our dams

The Central Water Commission (CWC) of India’s Union Ministry of Water Resources periodically updates India’s National Register of Large Dams (NRLD), the latest edition seems to have been put up recently[i]. Significantly, this latest edition reports huge jump in number of large dams in India, compared to the previous editions from 2009 that SANDRP has been monitoring. The 2009 edition of NRLD had 5100 large dams and the editions from 2012 to 2016 had listed 5190 to 5170 large dams, but the 2017 edition suddenly reports that now India has 5701 large dams, a jump of over 510 from the editions in last five years. This shows that neither states had been reporting correct figures of number of large dams in India, nor was CWC bothered to collect correct basic information about large dams. COP21: Climate Initiatives Must Not Include Large Hydropower Projects- NGOs

In a global manifesto released today, a coalition of more than 300 civil society organizations from 53 countries called on governments and financiers at the Paris climate talks to keep large hydropower projects out of climate initiatives such as the Clean Development Mechanism, the World Bank’s Clean Investment Funds, and green bonds. जलवायु संकट समाधान के प्रयास हर हाल में करें बड़ी जलविद्युत परियोजना से परहेजः- सामाजिक संगठन

पेरिस में चल रही जलवायु परिवर्तन की शिखर वार्ता में आज अनेक सामाजिक संगठनों ने सरकारों से बड़ी जलविद्युत परियोजनाओं से परहेज करने के लिए एक घोषणा पत्र जारी किया।

53 देशों से आए 300 से अधिक सामाजिक संगठनों ने घोषणा पत्र का समर्थन करते हुए कहा कि सभी देशों की सरकारें एवं विश्व बैंक समेत सभी प्रमुख पूॅजी निवेशक संस्थाएॅ हर हाल में पर्यावरण के लिए खतरा बन चुकी भारी-भरकम जलविद्युत परियोजनाओं को जलवायु संकट समाधान के मसौदे से बाहर रखें। 

प्रतिभागियों ने एकमत से यह भी कहा कि जलवायु परिवर्तन समाधान के नाम पर चलायी जा रही सरकारी एवं विश्वबैंक की योजनाओं जैसे हरित विकास प्रणाली, हरित विकास अनुबंध एवं हरित पूॅजीनिवेश धनराशि के तहत बड़ी जलविद्युत परियोजनाओं को कतई शामिल ना किया जाए।
