2023: Safety & Sustainability Concerns On Dams & Hydro Power Projects in India

In this fourth part of annual overview, SANDRP compiles the issues affecting the safety and sustainability of dams and hydro power projects in India during 2023. The report starts with governance and management issues of dams and hydro power projects as highlighted in our weekly Dams, Rivers & People News Bulletin (DRP NB) and blogs all through the year amid rising concerns and disasters on these structures across the country. It then covers some relevant judicial interventions and governments decisions on the issue.

Please also see part one of the series compiling dams and hydro projects related disasters in India in 2023; part two on peoples resistance against destructive dams and hydro projects, part three on dam induced flood incidents in 2023. In the fifth and final part, we have tracked the important dams and hydro projects related decisions taken by Expert Appraisal Committee (EAC) and Forest Advisory Committee (FAC) during 2023.

जल शक्ति मंत्रालय की संसदीय समिति ने मार्च 2023 की 20वीं रिपोर्ट [i] में जल संसाधन, नदी विकास और गंगा संरक्षण विभाग से भारत में बांधों और सम्बंधित परियोजनाओं के व्यावहारिक जीवनकाल और प्रदर्शन का आकलन करने की व्यवस्था को लेकर सवाल किया था। वास्तव में इस सवाल का बांधों को हटाने के विचार पर सीधा असर पड़ता। लेकिन विभाग ने जवाब दिया था कि “बांधों के व्यावहारिक जीवनकाल और प्रदर्शन का आकलन करने के लिए कोई तंत्र नहीं है। और, बांध मालिकों की ओर से किसी भी बांध को हटाने के लिए कोई जानकारी/सिफारिश प्रस्तुत नहीं की गई है।”

Nov 2023 Uttarakhand Barkot-Silkyara Tunnel Disaster: Where is rescue plan?

More than 72 hours have passed since 40 workers were trapped inside Barkot-Silkyara tunnel in Uttarkashi after a portion of the 4.5 km long, supposedly completed portion of the tunnel collapsed early morning on Sunday, Nov 12 2023. The rescue operation is going on as we write this on Wednesday, Nov 15 2023 morning and might take another day before the trapped workers are evacuated safely. While we all pray for the success of rescue operations and safety of the trapped workers; the incident has once again raised several questions over negligence in planning, appraisal & construction, absence of emergency rescue plan, violations of labour laws and environmental norms resulting in this avoidable accident.

Himachal Pradesh 2023: How we are turning ‘Cloudbursts’ into Deadly Disasters

In South West Monsoon season 2023, the hilly state of Himachal Pradesh has witnessed several ‘cloudburst’ incidents adding to the death tolls and infrastructural destruction on account of excessive rains, landslides and flash floods. SANDRP has compiled a detailed report on the subject here and this account highlights the summary of the report. SANDRP has compiled Highest Flood Level (HFL) breach incidents, which includes 2 incidents in June, 34 in July, 17 in August, 22 in September 2023. This report presents the final summary of all HFL breach incidents taking place during South West Monsoon season 2023. The PDF file has the details on all the HFL breach. July and August are peak months of South West monsoon. There has already been flood related destruction in several states including Himachal Pradesh, Punjab, Haryana, Delhi and Uttarakhand so far. Amid these flood spells, SANDRP has observed many serious issues plaguing Central Water Commission’s (CWC) flood forecasting and monitoring work and some of these are described below.

Himachalis blame NHPC dams for flood disaster in Sainj Valley in July 2023

The official report of what has transpired in Sainj Valley under Banjar subdivision of Kullu district during July 8-10, 2023 is still not in public domain, however the multiple media reports suggest it to be one of the worst flood disasters for the valley and have once again raised serious questions on the role the hydroelectric power (HEP) projects. Local people have specifically underlined the gross negligence by National Hydro Power Corporation (NHPC) company for turning floods into a disaster. Moreover, old media reports from the area have also highlighted that it was a disaster in the making for which the state government machinery as well hydro projects and NHPC have contributed hugely.

July 2023 Delhi Floods: Why Unprecedented Yamuna Water Levels even at moderate releases?

The national capital is witnessing one of the worst flood spells with water level at Railway Bridge breaching the highest recorded 207.49 m of Sept 6, 1978 by 1.17 m. The Yamuna seems eager to reclaim all its relict channel and encroached floodplain areas.

The River has set 208.66 meter as new HFL (Highest Flood Levels) for the site at 18:00 hours on 13 July 2023 which is 1.17 meter higher than the 1978’s HFL. The flood level is receding now.

Rivers Breaching High Flood Level in June 2023

In the first month of South West (SW) monsoon season June 2023, there have been Highest Flood Level (HFL) breach incidents at two sites. Both of these sites namely Suklai on Suklai river and DRF on Puthimari river are level monitoring sites located in Baksa district of Assam in Brahmaputra basin.

Interestingly, the old HFL at both sites were attained in 2020 and 2022 only and the old HFLs were breached thrice between June 15 and 20, 2023. The details of old and new HFLs for these sites are given in table below.

Vyasi Hydro: Village Drowned; River Dried but little power generation

The 120 Mw Vyasi HEP built by Uttarakhand Jal Vidyut Nigam Ltd (UJVN Ltd.) in Vikas Nagar tehsil of Dehradun is on its way to become the textbook example of how thoughtlessly pushed hydro power projects are proving a nightmare for local people, a costly affair for the state and the nation and a disaster for free-flowing living river.

The project offers some bitter lessons for the policy-makers, experts and society who have been assuming that hydro power is a cheap, green source of energy and the Run of River (RoR) projects don’t dam and cause much harm to the environment, people or rivers.
