Aug 2025: Flood Affects Satpuli Barrage Project in Uttarakhand

A flood spell in Nayar river (East) on Aug 6, 2025 morning has affected the ongoing construction work of Satpuli Barrage Project in Pauri district of Uttarakhand. The flood submerged some machines, heavy vehicles, worker camps and huge amount of construction materials, leading to huge losses for the construction company. All these machines, materials and camps were in the riverbed and flood zone of the river, exposing them to flood threats in the peak monsoon.

Dharali Disaster: Bhagirathi River Blockage Partially Removed

After 11 days since the Dharali disaster unfolded in Bhagirathi valley Uttarakhand on August 5, 2025, an artificial lake formed on Bhagirathi river has been removed to some extent by the joint team of concerned departments on Aug 16, 2025 noon. The lake was formed after the Tel gaad partially blocked the Bhagirathi river at Harshil about 2.5 km downstream of Dharali.

Dharali Disaster in Uttarakhand: Amplified by Human Causes

The frightening debris-laden flash flood disaster at Dharali town along Kheer Gad-Bhagirathi river just 20 km downstream of Gangotri at around 1.30 pm on Tuesday, Aug 5 has demolished over 40 buildings, with scores (68 as on Aug 13 as per the Dehradun-based State Emergency Operation Centre) of people, including nine army jawans, reported missing (the numbers could go up as per several geologists) and at least five dead. The ground zero is still largely inaccessible four days after the disaster. While the full details of what caused the disaster are still a bit uncertain, what is clear is that the warning signs were present, they were ignored and a number of human causes amplified the proportions of the disaster. The scene of the disaster was similar to what we saw in Chamoli in Feb 2021 when ice and debris laden stream destroyed two hydropower projects killed over a hundred people.

As geologists said, the disaster was waiting to happen, but our governance did not seem to know.

Aug 2025: Flashflood Damages Malana-I HEP in Himachal Pradesh Again

The controversial Malana-I hydroelectric power (HEP) project has again faced significant damages by a ‘cloudburst’ induced flashflood disaster in afternoon of Aug 1, 2025. The 86 Mw project is based on Malana stream, a tributary of Parvati in Kullu district of Himachal Pradesh. Interestingly, the project’s dam site had suffered major destruction exactly one year ago on Aug 1, 2024 in a similar ‘cloudburst’ disaster.

A ‘cloudburst’ induced deluge and landslide has severely affected the under construction 12 Mw Karnah Hydro Power Project in north Kashmir’s Kupwara district in evening hours of May 27, 2025. The extreme weather event between 04:45 PM to 05:45 PM, flooded the project.

CWC, IMD Need to Improve Extreme Weather Forecast Services

The rising numbers and intensity of western disturbances (WDs) in pre-monsoon months are causing excessive but short rainfall spells across the country particularly in the Himalayan states. These events are then resulting in sudden flash floods and taking a huge toll on human life and public infrastructure. However, the specific monitoring and warning services for such disasters by the Central Water Commission (CWC) & Indian Meteorological Department (IMD) are largely unavailable as these agencies are mainly forecasting floods during the monsoon.

Rivers are the most important ecosystems (eco here includes ecology and economy) and yet possibly least studied entities. Some news below this week about some river studies brings the focus on need to take up many more river related studies.

Most important aspect of river related studies is the need for credible, independent studies, not influenced by the needs of the governments. Otherwise, the government is likely to not only influence the study, but also decide not to make it public as they did in case of the studies related to Joshimath town and role of Chamoli disaster.

DRP 160924: Urban Flood lessons from Vadodara, Vijaywada

Like every monsoon, a number of cities have faced catastrophic floods in SW monsoon this year. Vadodara and Vijaywada have got the media attention more than any other city for urban floods this year. In both cases a number of factors are common: role of upstream dams, encroachment on water bodies including rivers, lakes, streams, role of illegal sand mining particularly in Vijaywada, not having learnt any lessons from past flood disasters.

It is interesting to see Andhra Pradesh CM hinting at bringing HYDRAA like enforcement institution to remove encroachments on Budameru and other water bodies. Considering the nature of his politics and track record, it is doubtful if this NDA CM will take such a bold step, but it is certainly worthy of consideration for almost all urban areas in India.

DRP N260824: Urban flooding plan welcome, Urban Water Sector needs attention

The Union Government plan to spend Rs 2517 Cr in 2 years in seven metro cities to mitigate floods is certainly welcome announcement. The key component of the plan, conservation and improving capacity of urban water bodies is noteworthy along with storm water drainage. Does it mean that the River Front Development projects that actually reduce the flood carrying capacity of the rivers will be closed, since one does not expect govt to be working at cross purposes in different schemes.

In fact, Urban Water Sector as a whole needs attention with National Urban Water Policy as a first step. This is because the groundwater aquifers that are fast being emptied out, can be least cost option for storing the excess rain water, serving the purpose of reducing storm water drainage load and also improving water conservation. There is huge scope for this in all the seven metros listed in the scheme as also in many other cities.
