The accidents and disasters occurring particularly during monsoon months have affected several Hydro Electric Projects (HEP) both built and under construction in Himalayan states of India. In this overview, we put together information about such disasters to underline their increasing vulnerabilities to climatic disasters endangering the lives of workers and local people living in the vicinity of these projects.

2025 Western Himalayan Floods: What can be done to reduce disastrous impacts?
Scary visuals and messages on social media as also some of the pronouncements of the Supreme Court about Himachal Pradesh have shown that Western. Himalayan states have faced multiple flood disasters in the ongoing SW Monsoon 2025. Landscape of Himalayas is known to be vulnerable to landslides, mudslips, cloudbursts, flash-floods, GLOFs, erosion, seismicity and floods. While some floods are inevitable in the kind of climate prevailing here, how they become disasters is linked to the way we have treated the landscape, environment, regulations, people and floods.

The Chauthan Patti under Thailisain block of Pauri Garhwal district in Uttarakhand has again been battered by excessive rainfall events on August 06 2025. Villagers have reported of 3 incidents of ‘cloudburst’ induced flashflood causing severe damages in Bankura, Mansari and Sarson villages.

A ‘cloudburst’ induced deluge on the intervening night of June 30 and July 01, 2025 has totally destroyed the Patikari Hydroelectric Power (HEP) project in Mandi district of Himachal Pradesh. The 16 Mw project was built in Gudah village on Bakhali khad (Kuklah stream) a tributary of Beas River upstream Pandoh dam. The main project structures including the dam site and powerhouse have been washed away in the disaster. The 12 workers of the project managed to escape in the nick of time.

A massive flash flood following a ‘cloudburst’ has totally damaged the powerhouse and weir site of the Jiwa Small Hydroelectric Project (SHP) in Sainj Valley of Kullu district, Himachal Pradesh on June 25, 2025. The powerhouse of 1 Mw SHP is located in Siund village area near the confluence point of Jiwa nullah with Pin Parbati river. Its weir site is located about 2 km upstream on the Jiwa stream.

In a tragic incident several workers of under construction Indira Priyadarshini Hydel Project are missing after a ‘cloudburst’ induced flash flood struck the project site on June 25, 2025. The 4.8 Mw (2.4 X 2) small hydro power project is being developed by Indira Priyadarshini Hydro Power Pvt Ltd (IPHPPL) on Manuni khad near Sokani Da Kot village under Khaniyara post office of Dharamshala tehsil in Kangra district of Himachal Pradesh. Manuni khad is a tributary of Baner River in Beas basin. The construction work started in Dec 2019 & was scheduled for commissioning in May 2026.

After April 20, 2025 ‘cloudburst’ disaster in Ramban, the role of Jammu-Srinagar National Highway (NH) 44 has been under criticism for adding into the devastation trail. While a significant portion of the NH has been severely damaged in the aftermath, the residents have also blamed the NH work for compromising the drainage system and increasing destruction toll in the affected area.

This 2024 annual overview focusses on important reports highlighting the safety and sustainability issues of the hydro and dam projects in India in 2024 in the context of Climate Change, including Glacier melt and GLOFs. The compilation shows that the climate change driven extreme weather events have become significant threat for the structural safety of these projects.
This is even more relevant in inherently vulnerable areas like the Himalayas and Western Ghats from the point of view of seismic activity, young erosion prone mountain, flash floods, avalanches and landslides. Here the impact of climate change effects like more intensified hydrological cycles, cloud bursts, reduction in snow fall, glacier melts and GLOF (Glacier Lake Outburst Flood) increase the vulnerability including landslide dams and avalanche dams.
