In the just concluded South West Monsoon 2025, India received 937.2 mm (934.8 mm in SW Monsoon 2024, 820 mm in SW Monsoon 2023, 925 mm in SW Monsoon 2022[i]) rainfall, about 107.9% (107.6% in 2024, 94.45 % in 2023, 106.5% in 2022) of the Normal SW Monsoon rainfall of 868.6 mm as per India Meteorological Department (IMD). This rainfall is categorised as normal rainfall. The rainfall in SW monsoon 2025 is 5th highest since 2001 and 38th highest since 1901.

Subansiri Lower HEP faces damages in 2025 like in every year since 2019
“The commissioning of the Subansiri Lower Hydro Electric Project (SLHEP) has been further delayed till May 2026” NHPC has now acknowledged. In a report filed by PTI, the project developer has acknowledged on June 12 2025 that the controversial 2000 MW Hydropower project on Subansiri River in Brahmaputra basin on Assam-Arunachal border “has suffered “minor damages” during the recent monsoon rains”. The suggestion that the damages were minor may not be accurate considering the consequences of project delay.

In order to have high standards of dam safety the prerequisites are designing and constructing dams with reasonable safety margins; operating and maintaining them safely; and having emergency arrangements to address situations that might arise. Operation of dam within its ambit also includes thorough understanding of likely impacts and its management in case of flooding, in any emergency situation or in the event of dam failure, both upstream and downstream on communities living there, their livelihoods and also on infrastructure and property which can get affected. In fact in many countries like Sweden and in many states of the USA, a dam is assigned a dam safety class i.e. A, B or C depending upon the significance of the damage that might occur in case of dam failure, class A being assigned to dams whose failure might cause significance loss of public life and property. Dam safety requirements are calibrated accordingly and a higher burden is put on dam owners of higher class, concerning safety management system, emergency plans, overall assessments, and annual dam safety reporting.

In the just concluded month of Aug 2023, India received just 162.7 mm (263.8 mm in Aug 2022, 3.5% above the normal[i]) or 36.2% below normal rainfall against Aug normal rainfall of 254.9 mm as per India Meteorological department (IMD). In Aug 2021, the rainfall was 195.9 mm[ii], about 24.13% below normal and in Aug 2020, the rainfall was 327 mm[iii], or about 26.6% above normal.

In the month of July 2023, the second month of India’s South West 2022 monsoon, India received 318.4 mm (327.7 mm in July 2022[i]) rainfall, 13.5 % above (16.8% above normal in July 2022) the normal July rainfall of 280.5 mm as per India Meteorological department. In July 2021, the rainfall was 266.1 mm[ii], about 6.7% below normal and in July 2020, the rainfall was 257.1 mm[iii], or about 9.9% below normal.

In the just concluded month June 2023, the first month of India’s South West 2023 monsoon, India received 148.6 mm rainfall, 10% below the normal June rainfall of 165.3 mm as per India Meteorological department. In June 2022, the rainfall was 152.3 mm, 8% below normal, in June 2021, the rainfall was 182.9 mm[i], about 11% above normal and in June 2020, the rainfall was 196.9 mm, or about 18% above normal and in June 2019 it was 33% below normal.

In the just concluded three month pre monsoon season (March 1 to May 31, 2023) India received 146.6 mm rainfall, 12% above the normal rainfall of 130.6 mm as per the India Meteorological Department (IMD). In 2020[i] , 2021[ii] and 2022[iii] India received 158.5 mm, 155.2 mm and 130.6 or 20% above normal, 18% above normal and 1% below rainfall respectively. So this year, India has received much higher pre monsoon season rainfall in 2023 compared to that in 2022, but lower than that in 2021 and 2020.

In the just concluded Winter Season 2023 (January 1 2023 to February 28 2023), as per India Meteorological Department (IMD), India received 45% below Normal Rainfall (it was 44% above normal rainfall in winter 2022[i] and 32% below normal rainfall in winter 2021[ii]). This is coming on top of 6.5% above normal in SW Monsoon 2022[iii] and 19% above normal rainfall in Post Monsoon season 2022[iv].
