Idukki Dam releases water when Kerala is in Floods: Could this have been avoided?

Kerala is facing serious floods. Army, Navy, NDRF, neighbouring states are all out. Dozens of people have died, landslides happening, houses washed away, the whole machinery is out to deal with the crisis.

In this flood crisis, Idukki & Idamalayar two of the Kerala’s biggest dams along with about two dozen others, are releasing water, adding to the floods and the disaster. Why are Idukki and Idamalayar, both having live storage capacity above a Billion Cubic Meters, releasing water NOW, when whole of Kerala is facing floods due to recent excessive rains? Standard excuse: The dams are full and they have no option but to release the water, they cannot store more. But why did they wait to start releasing water till the dams are full and they are faced with TINA: There is No Alternative. This love to be in TINA situation seems like a disease affecting all dam operators.

Will sluggish Farakka again create prolonged floods along Ganga in Bihar?

It’s a bit intriguing situation. IMD and Skymet experts are downgrading the monsoon rainfall from earlier forecast 100% to 92%. Both agencies are predicting even lower rainfall in remaining part of current South West Monsoon.  Bihar has received 413.2 mm rainfall till Aug 2, 2018, 22% below normal. And yet, starting Aug 1, CWC’s flood forecasting sites along the Ganga were showing ominous portents. For the first time this monsoon, the sites started showing steep upwards trend. Overview of CWC Flood Forecasting Sites 2018: North India

Flood forecasting is an important activity during monsoon, considering the huge and increasing flood prone area, flood frequency, extent and flood damages. Accurate and timely flood forecasting can hugely help reduce the damages due to floods. Central Water Commission (CWC) is the only agency responsible for flood forecasting in India. To understand the CWC’s flood forecasting better, we have compiled the list of the various flood, inflow forecasting sites and flood monitoring sites in India.

In this compilation, we have given state wise list of CWC’s flood forecasting, flood monitoring and inflow forecasting sites, along with available details like rivers, sub basin, river basin, Warning level, Danger Level, High Flood Level, Full Reservoir Level, Maximum Water Level. As we see below, there are many gaps in this basic information for the sites that are part of CWC’s list.

Floods & Flood Monitoring in Yamuna: July 2018

The release of around 1.31 lakh cusecs of water in Yamuna from Hathnikund barrage at 09:00 hours on July 26, 2018, was certainly first surge of flood this monsoon in the river. But no one expected, most are still in the dark that the release would multiply by over five times in just two days! It is almost a month after the Southwest monsoon arrived. By this time the river usually floods couples of times.

Looking at the lack of significant rainfall in the catchment area over past weeks, the flood is unexpected and has taken many by surprise. The Irrigation and Flood Control Department, Delhi Government has issued warning for flood plain farmers and human settlements close to river banks, but the warning does not seem to commensurate with the flood peak that is likely to hit the capital in next day or two.

Yamuna has already crossed warning (204 m) and danger level (204.83) at Old Delhi Railway Bridge (ORB), Delhi. The High Flood Level is 207.49 meters, reached on Sept 6,1978 after around 7 lakh cusecs (cubic feet per second) water was released in Yamuna on 3rd Sept 1978 at 04:00 hrs from Tajewala barrage, that was decommissioned and replaced by Hathnikund barrage in early 1990s. The flood monitoring of River Yamuna began in 1963.

Since then, the river has seen high floods in 1988, 1995, 2010 and 2013. The 2010 and 2013 floods also crossed 207 metres mark but fell short of 1978 level.

Cauvery is facing very serious flood risk, but CWC is in slumber

Almost all the big dams in Cauvery Basin are full on the earlier ever monsoon date this year. This includes Krishnaraj Sagar, Mettur, Kabini, Harangi, Hemavathi and Bhavanisagar. They are almost full and have started releasing large flows to the downstream areas. This is when we are past just about six weeks of South West Monsoon, the North East monsoon would come after that. It means that the basin is facing major risk of floods in next 2-5 months. And yet Central Water Commission, India’s flood forecasting agency, seems to be in deep slumber. DRP News Bulletin 23 July 2018: Landmark CAG Reports on DAM FLOODS & Ineffective; Costly Mega Irrigation Projects

In its latest report, the Comptroller and Auditor General (CAG) has questioned implementation of sixteen National Irrigation Projects. Before this, the CAG has held mismanagement in dams’ operation responsible for Chennai floods in 2015. Both these reports are available on its website now.

The CAG report on National Irrigation Projects, tabled in Parliament on July 20, has revealed that sixteen major multi-purpose water projects, taken up on an expeditious basis about a decade ago, are nowhere near completion, with no work being undertaken in as many as 11 projects despite the incumbent govt’s much-wanted focus on improving irrigation facilities in the country.

The report also mentioned that out of the 16 projects, undertaken under the Accelerated Irrigation Benefits Programme (AIBP) in Feb 2008, only five projects with estimated irrigation potential of 25.10 lakh hectares were under implementation and even these projects suffer from 8 to 99 per cent shortfall in physical progress, the CAG said. The remaining 11 projects with estimated irrigation potential of 10.48 lakh hectares are yet to commence and are at different stages of approval.

DRP News Bulletin 2 July 2018: Punjab Cabinet Meets To Discuss Water crisis, IS IT SERIOUS?

In a rare event, Punjab Cabinet met to discuss water crisis on June 26, 2018. But the cabinet ended up setting up a committee to assess the ground water situation in the state and submit a detailed proposal for water conservation.

– Punjab has the highest rate of groundwater exploitation and had on average withdrawn 28.2 million acre feet (MAF) water yearly during 2008-2013. However, the yearly average replenishment of water was only 18.9 MAF.

– 73% of Punjab’s irrigated area uses groundwater for irrigation, while only 27% uses surface water. DRP News Bulletin 05 February 2018 (J&K Shows The Way To The Nation: To Assess The Viability Of Big Hydro Pojects)

In a remarkable development, Jammu & Kashmir Govt is reviewing its Hydro policy to assess whether the Hydro Electric Power Projects (HEPs) are still viable. As per sources, this is for the first time that the Govt is discussing the viability of generating hydro power.

An empowered committee led by the Chief Secretary has started this discussion by calling for an “approach paper” that will give an overall picture of the hydropower industry in India. Top sources in the State Power Development Corporation (SPDC), a government-owned company, told Kashmir Reader that the empowered committee wants to lay a roadmap for power generation in the state. “It will reflect the vision of the government. It will give the picture of hydropower generation in India, its rates, market, demand and supply. It will also lay down a roadmap for large power projects,”

The approach paper will be part of a new hydropower policy which will be submitted before the same committee, and then before the cabinet for approval. The SPDC had submitted a hydro policy draft in April last year, which was returned to it in December. Sources said the approach paper has to be submitted in two months’ time.

At present, India has a surplus generation of hydropower, which has plummeted its rate. This has led to losses for SPDC as it invested in projects whose generation costs were high. The blunt example is that of the 450-MW Baglihar II. SPDC has failed to lure any buyer for more than a year as its selling cost of per unit of energy, Rs 4.4, is nearly Rs 2 higher than the market rate. The SPDC has finally managed to sell the power at about Rs 4 per unit to the Uttar Pradesh government but for one year only. The SPDC may have to struggle again next year if the state of UP does not continue the contract.

Another example is that of Nimuno Bezgo, and Chutak hydropower projects, which sell energy at Rs 13 per unit. As per another report, facing a growing demand for electricity and unable to tap its vast potential for generating hydroelectric power, the state government is looking to boost solar power generation. Given the long gestation period of hydel projects, it is unlikely the generation of hydroelectric power will expand significantly in the near future, said. Hence,  the focus on solar power. There is one more interesting hydro power development in which the state cabinet of Bihar has approved closing 3 and cancelling the development of 2 others in addition to handing over of 8 hydropower projects to neighboring Jharkhand.

South India Wetlands Review 2017: Wetlands Critical in Changing Climate

State wetlands face multiple threats In March 2017, a book titled “Biodiversity Richness of Kerala” revealed that riverine ecosystem of Kerala were subjected to human pressures in form of deforestation, land use change, construction of dams, roads, encroachments and mining affecting water holding capacity of the catchments and leading to drying up the rivers and wetlands. Kerala constituted only 1.18 per cent of India’s geographical area but it accommodated 25.69 per cent of the flowering plants in the country. Mining posing threat to mangrove forests In Feb. 2017, the district environment committee of the Kerala Sastra Sahithya Parishad alleged that the mineral sand-mining activity carried out by the public-sector Indian Rare Earths along Vellanathurutu in Alapad panchayat was causing widespread damage to the naturally growing mangrove forests in the area. Calling for immediate ban on mining activity the committee complained that a destructive mechanical process was being applied in the area instead of applying the more eco-friendly beach washing method of mining.  According to committee the activity had already destroyed over 2 ha of mangrove forests at estuary where the Pallikkal River met the sea. DRP News Bulletin 29 January 2018 (Organic Farming Through Cluster Approach Can Help Farmers, Groundwater And Our Future)

There have been many positive developments on agriculture, groundwater and environment round the week. In the first positive development, data from the first impact study of Paramparagat Krishi Vikas Yojana (PKVY) shows that small and marginal farmers, who can’t afford costly agricultural inputs, are turning a new leaf by going organic because of lower costs and higher margins. The study conducted by the National Institute of Agriculture Extension Management, has also revealed that Net Returns of organic farmers were higher for all the three crops studied, namely wheat, paddy and soybean, by 15.8%, 36.7% and 50% respectively.

This was based on study of 690 organic clusters in 25 states, out of some 6211 clusters comprising of 2.25 lakh farmers in a PKVY (each ha getting Rs 50 000 as aid) scheme launched in 2015, comprising of 52.3% small farmers. The average cluster size was 69 acres, in each there were 54.6 farmers on average. Maharashtra had the highest number of clusters at 1043 and MP had the highest area under clusters. The funding however remained irregular. Another positive news report, have disclosed that how a simple groundwater recharge technique is transforming farmlands in Gujarat. The simple pit and pipe system simply and expertly captures standing water during rains, thus freeing arable land from water logging while recharging groundwater to use for irrigation during the lean season. This is essentially a simple groundwater recharge scheme but appears to last long. The third positive news have come from Central Government which has prepared a Rs 6000 crore plan to recharge ground water. The scheme is yet to be cleared by the Expenditure Finance Committee and the Cabinet.  

As per report, the new 5-yr long scheme will be funded 50: 50 by the World Bank and centre, to be implemented in Gujarat, Maharashtra, Madhya Pradesh, Uttar Pradesh, Karnataka, Haryana and Rajasthan, covering 78 districts, 193 blocks and 8300 gram panchayats.

Gram Panchayats that prepare water security plans and put infrastructure to augment water supply will get incentives.
