Uttar Pradesh: Ken River ravaged by Illegal Sand Miners in Banda

Ken river one of the important tributaries of Yamuna in lower segment has been witnessing industrial scale riverbed mining in Banda district of Uttar Pradesh. The Sentinel Hub satellite images reveal the mechanized mining of morrum (light orange colour sand) has been going on unabated at multiple locations in the district. Recent local media reports have also highlighted the illegalities and violations of the rules by the miners.

The information on Directorate of Mining & Geology website shows that there are 50 sand mine sites in Banda district of which 36 sites are closed. The complete list of 50 closed and active sand mine sites in Banda can be seen here.

2023 Riverbed Mining India: 261 deaths in Violence & Accidents in 11 Months

Rivers eco-system in India have been facing significant destruction and threats from unsustainable and illegal mining of minor minerals. Quarrying of riverbeds for gravels, sand, stones, murram by giant machines has not only been disturbing the surface flows, groundwater recharge functions of the rivers but also damaging essential infrastructure including bridges, embankments, drinking and irrigational water supply facilities.

The dependent aquatic species, riverine wildlife and riparian communities all are at the receiving end of the unaccounted and unaddressed impacts of destructive riverbed mining practices. Moreover, the brazen mining and transportation operations have also been resulting in avoidable accidents and violent incidents causing untimely deaths and grievous injuries to hundreds of people.

2023: Riverbed Mining Death & Violence in North India

The unsustainable and unlawful riverbed mining activities in India have not only been damaging the precious river eco-systems, livelihoods of riparian communities and crucial public infrastructures but also have been causing untimely, avoidable deaths of innocent people including common citizens, villagers, farmers, activists, reporters and government officials.

For the past five years, SANDRP has been trying to track the sand mining related deaths and violence in India. Like previous years, we have prepared a compilation of reports and this summary report on human death toll due to sand mining related violence and accidents during April 2022 and February 2023 in North Indian states and Union Territories including Uttar Pradesh, Uttarakhand, Himachal Pradesh, Haryana, Punjab, Jammu & Kashmir and Delhi. We would publish similar reports for North East & East, West, South Zones and final summary report on the topic soon.

Uttar Pradesh: Satellite Images Reveal Betwa River Ravaged by Mining

The comparison of Sentinel satellite images dated February 20, 2023 with images of September-October 2022 reveal large scale riverbed mining operations along Betwa river at multiple sites in Jhansi, Jaluan and Hamirpur districts. The details of some of the sites is given in table below followed by the satellite imageries and time lapse animation of few sites.

Riverbed Mining 2022: Judiciary tries but fails to bring effective change

Judiciary has been striving to remedy the lawless situation currently dominating riverbed mining in India. The year 2022 has been full of court cases and orders dealing with unsustainable and illegal riverbed mining operations. In this yearend overview, we have reported top ten judicial interventions to control exploitative minor mineral mining by various state governments and to make the regulators accountable against the illegalities & violations.

In 1st part of the annual Sand Mining overviews, we tracked the adverse impacts of riverbed mining activities on freshwater species and rivers’ eco-system. In 2nd part, we covered the riverine community’s agitations against destructive riverbed mining. The 3rd part highlighted the damages and threats to infrastructures by excessive, mechanized riverbed mining.

2022 Riverbed Mining: 5 Bridges Collapsed, 22 Threatened

The indiscriminate, mechanized riverbed mining activities are not only impacting the river eco-systems and dependent communities in multiple adverse ways, but are also damaging the river based infrastructures including road bridges, railway bridges, embankments, irrigation channels and potable water supply schemes for past many years. 2022: Riverine People’s Protest against Destructive Sand Mining Activities

The rampant riverbed mining in India have reached the alarming stage where the adverse impacts on river’s eco-system, river based environmental services including fishing, groundwater recharge, potable and irrigational water supply schemes have started affecting the riverine communities in multiple ways. Given the poor track records of responsible agencies in addressing their plight, the dependent, affected and concerned people have been left with no option but to resist. Like in past years, there have been several incidents of riverine people strongly opposing the destructive mining practices in many states in 2022. This overview compiles some such incidents which we could track. 2022: Riverbed Mining Destroying Indian River Eco-system & Freshwater Species

Indiscriminate mining of riverbeds for sand, gravel, pebbles have been rampant across the country increasingly damaging India’s rivers. The incidents of illegal sand mining, mafias, administrative actions & inactions, govt policies and court cases are routinely covered by the media. However the irreversible impacts of destructive riverbed mining operations on fresh water species and river eco-system are little understood, least explored, rarely covered by media and fails to attract the required attention from govts, judiciary and public at large. 

To some extent, we have been monitoring and highlighting the loop holes in sand mining governance. As part of our annual overview, in 2022 we have complied this separate report underlining the adverse impacts of riverbed mining on rivers and on aquatic life, fresh water species including endangered gharials, dolphins, turtles, fish etc.

Govts, Judiciary fail as Sand mining ravaging Chambal Sanctuary

Large scale illegal sand mining activities are going on in National Chambal River Sanctuary area falling under Morena district of Madhya Pradesh and Dholpur district of Rajasthan despite a ban by Supreme Court, as highlighted by several reports in recent months.

The MP Breaking News report dated Dec. 31, 2021 details how illegal sand mining in Chambal river near Rajghat bridge in Morena side has been unabated contrasting government’s claims of strict actions against sand mafias in the state. Thousands of tractors and heavy machines like JCBs and hydras were involved in the act. It also reveals that the officials from district administration, forest and police departments were fully aware of the situation but did nothing to stop it.

India Sand Mining Dec 2020 to March 2022: Violence & Accidents Killed 418 People in 16 Months

In addition to destruction of rivers eco-system and disruption of environmental services to riparian communities, the illegal and unsustainable sand mining practices in India have also been causing avoidable violence and accidents resulting in scores of human deaths and injuries on annual basis. However, there is no comprehensive picture emerging on this man made disaster. To fill the gap, SANDRP has been trying to compile available information on human toll from river bed mining activities across the country since last few years.

Tracking the issue, this year we have prepared detailed accounts along with summary reports in a zone wise manner for North, East, West and South zones covering sand mining violence and accidents from December 2020 to March 2022. On the basis of these zonal reports, this account sums up national level situation.
