In a respite to forest dwelling communities, fragile biodiversity and community conservation areas in the Western Ghats, Expert Appraisal Committee (EAC) of the Union MoEF (Ministry of Environment and Forests) rejected Adani Energy’s application for 1500 MW Warasgaon-Warangi Pump Storage Project. The committee has asked the proponent to apply afresh for Stage I Clearance, adding several conditions to assessment.

Adani Pump Storage Dams: Defiling sacred pools and fish sanctuaries in the Western Ghats

For decades Pune’s civil society has been remarkably active in protecting its rivers. Organizations like Gomukh, Parisar, Soppecom, ACWADAM, Vanrai, Jal Biradari, Ecological Society and newer, powerful people-led groups like Jeevit Nadi and Pune River Revival have put up studies, reports and protests at times. Experts, academics, musicians, poets, writers, historians, students have held the cause of Pune’s rivers high. At any given time, several public interest litigations are being fought by the weary yet hopeful groups, fueled by personal funds, time and passion.

Despite being an important tributary to the Yamuna River in Shivalik hills of Dehradun, the Asan appears among the least explored and documented rivers. While, most of the people believe and even available online maps depict Chandrabani temple as origin place of the Asan, a field visit to track the river course reveals some interesting information.

This part one of photo blog documents the river course in its founding catchment sharing pictures and our field observations about the river’s origin place, past history and present situation. The second part of the photo blog will cover the remaining length of the river lying between Chandrabani temple and Asan barrage.

Why India needs Dam Decommissioning policy and program

India’s Dams and decommissioning As per the Parliamentary Committee for Ministry of Jal Shakti, in its 20^th report dated March 2023 [i], the committee had asked the Department of Water Resources, River Development & Ganga Rejuvenation under the Ministry of Jal Shakti about the mechanism put in place in India to assess the viable lifespan and performance of dams and projects, which has a direct bearing upon the consideration for dam decommissioning. The Department had replied: “There is no mechanism to assess the viable lifespan and performance of dams… However, no information/recommendation from the dam owners has been submitted for de-commissioning of any of their dams.”

DRP 210823: Welcome Himachal action against Dam safety violations

The Himachal Pradesh Chief Secretary’s proposed action against violations by 21 of 23 big hydro projects in the state for violations of Dam Safety Act and CWC 2015 guidelines are welcome. We hope there will be no backlash against this from the central govt. In fact Central Govt agencies like CWC, NDMA, CEA and Ministry of Power will welcome and support the HP action and also ask all states to follow suit. In fact all dam owner states need to follow the HP example. SANDRP and other like-minded organisations like Himdhara in HP have been saying this for long and we are glad that there is some though long overdue action on this issue.

A lot more needs to be done. All information related to dam operations and dam safety must be without exception, promptly in public domain. Flood forecasting needs to get out of the ad-hoc-ism now prevailing and possibly needs to be handed over to a new independent organisation that has no axe to grind, unlike CWC. Earlier we bring all these changes, the better it will be for our disaster management.

DRP 070823: Forests & Biodiversity amendments: Gap between intent & application

As editorial comments in two different national newspapers given below shows, the biodiversity and forest conservation amendment bills passed by the Parliament last week weaken the cause of biodiversity and forest conservation, when it is most pressingly required to strengthen them.

Both amendments pave the way for ease of doing business and reducing role of local communities, both in terms of legal norms and practical implications.

The need for conservation of these resources was never more urgent than now considering the impacts of climate change on them and their importance for not only livelihood security of vast millions, but also for hydrological implications, food security, protection against increasing frequency and intensity of disasters, but also for adaptation in the context of changing climate. We hope against hope that better sense will prevail sooner rather than later to ensure the amendments do not lead to destruction of forest and biodiversity resources.

Rivers Breaching Highest Flood Levels in July 2023

The analysis of hydrographs being published on Center Water Commission’s (CWC) Flood Forecasting website shows that the previous Highest Flood Levels (HFL) have been breached at least at 34 flood monitoring sites across the country in July 2023. The river basin wise details of all these sites are given in tables below.
