DRP NB 040722: Stalled, delayed, cancelled Hydro in Bhutan

Puncturing the prevalent notion about India Bhutan Cooperation on hydropower projects, there is news this week (in fact the news on this score has been coming for more than a couple of years, but Indian media seems to be practicing a self-imposed ban on putting out such stories – but that is another story as they say) that hydropower projects have been stalled, delayed, reconfigured, and even cancelled in Bhutan. This is broadly in line with the increasing economic non viability of hydropower projects.

Kuensel, Bhutan’s national newspaper, has reported about such projects quoting the National Council recommendation to the government of Bhutan to expedite the decisions about the stalled projects like the massive Punatasanchchu-I HEP and the Kholongchu HEP. It has also reported that the government of India conveying to Bhutan that India has sufficient electricity supplies, suggesting that the proposed Nu 200 Billion Sunkosh Hydropower project may not have any definite dateline and hence likely to not go forward. The happenings at the geologically unstable site selection for Punatsanchchu project involving India’s Central Water Commission, Wapcos and Geological Survey of India among others is in fact major scandal and how the whole issue has been dealt with so far. The happenings at the Kolongchu HEP being executed by the SJVN (erstwhile Sutlej Jal Vidhyut Nigam Ltd) as the first ever joint venture project in Bhutan in terms SJVN not giving the promised contracts to Bhutanese companies also does not bode well for Joint Venture projects in future. Both Punatsanchchu and Kholongchu HEPs are stalled and delayed for long, increasing the cost of the projects and power from the projects. While all this is broadly in line with increasing economic non viability of hydropower projects, a lot of this can be avoided by increasing transparency and accountability in governance of these projects.

Urban Rivers 2022-Top Ten Govt Actions: pre-occupation with STPs without accountable governance

This report focuses on various plans implemented and under consideration by respective governments vis- a-vis the plight of Urban Rivers in ten cities of India during past one year. It shows the preoccupation of the government in setting up of more and more Sewage Treatment Plants and Industrial Effluent Treatment Plants, even as most of the existing STPs and ETPs are known to be functioning far below the promised levels and many not functioning at all. Without addressing the governance of the STPs and ETPs transparent, accountable and participatory, there is little chance of these helping the rivers. It seems more like part of government’s pre-occupation and faith in infrastructure and no faith in governance or people. It also covers some questionable decisions which would further damage the eco-system of these already degraded and threatened rivers in addition to impacting the dependent urban communities adversely.

India’s Urban Rivers in Crisis in 2022: Top Ten Cases

This report highlights top ten cases of the grave crisis faced by India’s Urban Rivers during the past one year.

1. Reality of Sabarmati River in Ahmedabad Effluents from 4 CETPs don’t meet parameters The untreated influent as well treated effluent from 4 CETPs under the Ahmedabad Municipal Corporation jurisdiction do not adhere to prescribed parameters, stated 2 draft reports of CSIR–NEERI. The 2 draft reports submitted to the PCB on March 24, 2022 with respect to functioning of 4 of the total 7 CETPs under AMC jurisdiction — Naroda Enviro Project Ltd (NEPL), Gujarat Vepari Maha Mandal Odhav (GVMM), CETP Green Environment Services Co-op Society Ltd (GESCL) Vatva and CETP Narol Textile Infrastructure & Enviro Management (NTIEM) Narol.

The 2 drafts reports were submitted before the Gujarat HC on March 24 by way of an affidavit by GPCB in relation to a suo motu PIL being heard by the Gujarat HC concerning pollution in Sabarmati river. GPCB in its affidavit submitted that pursuant to the CSIR NEERI analyses of the 4 CETPs, the reports have also been forwarded to the concerned CETPs and have been asked to furnish the timeline of action plan to the GPCB at the earliest. Top Ten River Front Development Stories 2022: Destroying Rivers, Livelihoods

The Central and various state governments have been pushing big budget River Front Developments (RFD) projects as panacea for all the urban water woes. In reality, these are River destruction projects with the objective of encroaching on river floodplain and even river beds of Urban Rivers. These RFDs have been failing to deliver on proposed claims and resulting in waste of public money apart from causing more damages to urban rivers eco-system and livelihoods of dependent communities. The projects are also multiplying the Urban Flood potential. In reality, India urgently requires an Urban River Policy as a subset of Urban Water Policy to guide how to treat urban water and urban rivers.

This compilation highlights situation of ten such RFD projects in the country which are failing miserably and facing stiff resistance from concerned citizens and dependent people during last one year or so.

DRP NB 200622: Erratic onset & progress of SW Monsoon in India

It is great to see an EDITORIAL on monsoon progress in one of India’s National newspapers, THE TIMES OF INDIA on June 20, 2022. The editorial figure of monsoon deficit of 32% at all India level is hugely outdated as it was for rainfall till 8.30 am on June 15. According to the latest figures of rainfall till 0830 am on June 19 available as we write this, the deficit is DOWN to just 8% as rainfall has been above normal on each of the last five days. The deficit in NW India has also reduced from 77% reported in TOI edit to 63% now. The monsoon has also covered much larger area except in North West India. The rainfall so far has already broken several records in terms of intensity of rainfall.

Nevertheless, the key message of the TOI EDIT, about our wrong cropping pattern and urgent need of the govt to come up with schemes to incentivise farmers to change to more appropriate cropping pattern is very important.

DRP NB 13 June 2022: Down in Dumps, MoEF becomes more opaque

While the news that India has achieved the worst ever ranking of 180, at the bottom of 180 country index in terms of Environment Performance Index was shocking, it should not surprise too many people considering the way environment is treated by the current central government, particularly the Union Ministry of Environment and Forests (MoEF). As expected, MoEF questioned the methodology of the assessment, and the criticism has been responded to and rejected by the authors of the EPI report.

Now with a dictate of the MoEF (dated Apr 8, 2022, preceding the EPI news) coming to light, the trajectory of the MoEF should leave no one in doubt. Through this dictate, the MoEF has asked the Wildlife Institute of India (WII), a supposedly autonomous institute of the Ministry, to seek the ministry’s approval before it publishes any document, that too with retrospective effect! WII in any case, was towing the ministry’s line in many of the cases as is evident from its performance in regulatory committees like the Forest Advisory Committee, National Board of Wild Life and Expert Appraisal Committee (on River Valley Projects, possibly among others). And yet the Ministry has come out with this dictate, without giving any reasons, possibly since some of WII reports have been problematic for the govt in judicial proceedings in some cases. But the MoEF move to stop WII from publishing (and hence doing) any credible studies only shows the paranoia of the ministry. Its performance index would not improve this way, it would only get worse.

DRP News Bulletin 16 May 2022: Welcome effort at Groundwater monitoring in India’s villages

The Groundwater (its closer to dug well monitoring than full GW monitoring) Monitoring Campaign using the Groundwater Monitoring Tool (an App) across the villages in India started two years ago by the Foundation for Ecological Security (FES) as reported by the India Water Portal seems like a much needed kind of campaign to monitor groundwater levels (& quality where that is also being monitored) across the villages in India. The presentation on the India Observatory (an initiative of FES) website lists some 40 very highly credible organisations from across India in 2020 when the GWM campaign started. This is certainly very welcome initiative that has huge potential to improve India’s groundwater management.

DRP NB 9 May 2022: Forensic Team report: Michigan 2020 Dams failures were preventable

A Forensic engineering Team appointed by the USA’s Federal Energy Regulatory Commission post the May 19, 2020 failure of Edinville and Sanford Dams in Michigan state of USA has published a 502 page comprehensive report on the dam failure within less than two years of the disaster. The full report published on May 4, 2022 is in public domain and has concluded that the dam failures were foreseeable and preventable.

There are a number of things we can learn from this. Firstly that there are such credible independent assessment of dam failures, we have none in India even after multiple dam failures each year. Secondly, such assessments are promptly in public domain. Thirdly, the reports are completed in less then two years. We have none of these. Even the Dam Safety Act passed by the parliament does not have provisions for any of these.

There are a lot of implications for India here. It means for example that we will never know the real reasons for the dam related disasters. Secondly, we won’t be able to learn any lessons. Thirdly we will never be able to improve the governance of our dams and rivers. Fourthly, we won’t be able to fix accountability.

There is so much at stake related to governance of our dams, but we seem completely unconcerned about it. There is a lot we can learn from others here.

DRP NB 2 May 2022: Sand a strategic resource like water, rethink its exploitation: UN

A United Nations report released this week on Apr 26, 2022 has recommended that river sand needs to be considered by the governments as a strategic resource like water for its multiple roles in the environment and its extraction and use needs to be rethought. The UNEP report says sand is the second most exploited resource. And yet there are no credible governance guidelines or policies for the exploitation and use of this report, nor assessment of impact of unsustainable exploitation.

The report says: “Extracting sand where it plays an active role, such as rivers, and coastal or marine ecosystems, can lead to erosion, salination of aquifers, loss of protection against storm surges and impacts on biodiversity, which pose a threat to livelihoods through, among other things, water supply, food production, fisheries, or to the tourism industry.”

DRP NB 25 April 2022: Bad news for dams: Vyasi, Renuka, Parbati, Betwa, Ken Betwa, Ganga waterways, Hydropower false climate solutions…

This week seems to have brought rather too many bad news for big dams in India, it seems. The Vyasi hydropower project on Yamuna river in Uttarakhand, inaugurated by the Prime Minister Shri Modi in Dec 2021, is facing plethora of problems even before its formal commissioning, including scarcity of water, mass fish death, displacement without rehabilitation of people, among others.

In Himachal Pradesh, the stage-1 forest clearance of the Renuka dam, whose foundation stone was laid by the Prime Minister Shri Modi on Dec 28, 2021, has lapsed, 12.5 years after it was given. Now the project need to restart the whole clearance process. There is also news of massive leakage of water and silt collapse in Parbati 2 project in HP.

In Betwa basin, an exasperated Jal Shakti Minister has ordered n inquiry into the Dam project. This, while the Ken Betwa project that the Union Govt has been desperate in pushing, still does not have crucial clearances.

A well researched article by Avli Verma shows that the Ganga waterways project does not have environment clearance, nor environment impact assessment even as the National Green Tribunal has adjourned the hearing demanding that for FOURTEEN times even as Union Environment Ministry quietly sits on the issue.

And finally, sound analysis by international experts lists ten reasons why hydropower is a false climate solution. It may be good idea to take a pause on these big dams, hydropower projects and other river affecting projects and rather take stoke of the way we are governing our rivers and these projects?
