The accidents and disasters occurring particularly during monsoon months have affected several Hydro Electric Projects (HEP) both built and under construction in Himalayan states of India. In this overview, we put together information about such disasters to underline their increasing vulnerabilities to climatic disasters endangering the lives of workers and local people living in the vicinity of these projects.

2024: Accidents & Damages to Hydro & Dams in India
The annual overview highlights the damages and accidents affecting dams and hydro power projects in India during 2024. The highest number of such incidents happened in Himachal Pradesh. Incidents are also noteworthy from Sikkim, Arunachal Pradesh and Uttarakhand among the Himalayan states. In addition, noteworthy dam disaster incidents in the year happened in Karnataka, Telangana, Andhra Pradesh and Madhya Pradesh. The multiple cloudburst incidents between July 29 and August 01, 2024, has caused large scale devastation in Kullu and Shimla districts of Himachal Pradesh. The initial media reports in brief have mentioned that two hydro electric-power (HEP) projects namely 85 Mw Malana-I and 14 Mw GreeenKo Project being damaged by the flashfloods. The follow up reports have extensive coverage on rescue and relief works, but not much is revealed about scale of damages to the HEP projects.

In this annual review, SANDRP compiles the hydro power related accidents, disasters and damages in North West and North East Himalayan states during 2022. It also covers relevant reports revealing gradual decline in power generation by hydro power projects amid growing concerns over physical and financial viabilities of new projects. There are also reports highlighting the looming climatic and geological threats over these projects. It is good to see that taking lessons from Chamoli disaster in Feb. 2021, NDMA has officially asked central govt not to rely on hydro power.

Hydropower projects are force multipliers when cloud burst happens close to them. In 2021 at least 11 HEPs (4 each in Uttarakhand & Himachal, 2 in J&K and 1 in Ladakh) projects had faced cloud burst induced deluge and damages in lesser or greater degree.
In the latest such incident, the 100 MW Malana II Hydro Electric Project (HEP) in Parbati Valley in Himachal Pradesh has been affected by flash floods following cloud burst in Malana village area in early hours of July 6, 2022. The operational project is located on Malana stream, a tributary of Parbati river in Kullu district. This incident seemingly coincided with another devastating cloud burst near Choj village in Parvati valley located about 15 km south west from Malana.
