DRP 190721: Unprecedented Europe floods another wake up call

The Europe floods this last week are unprecedented in so many respects. It has lead to close to 200 confirmed deaths so far, affected the Rhine basin areas of Germany, Belgium, Netherlands, Switzerland and Luxembourg. It is the result of worst recorded rainfall in a century, leading to unprecedented water levels that rose so suddenly that otherwise super alert and smart disaster management system could not neither accurately and in time predict the catastrophe nor remove these people from the path of the destruction. The climate scientists are seeing clear signature of climate change, though more studies are called for. The call for urgent and much more action to reverse the global warming are getting louder in a continent where possibly the climate action is most advanced.

As The New York Times reported on July 19, 2021 (Monday),

The authorities ordered new evacuations on Saturday, and heavy rains in the southern German region of Bavaria caused still more flooding on Sunday.

German meteorologists called the flooding the worst in 500 years, if not a millennium. The disaster thrust the issue of climate change to the center of pivotal elections this fall.

Belguim: Street pavements burst open, houses flattened, and entire villages were destroyed in what’s being described as one of the worst flooding disasters to hit Western Europe in more than two centuries. In Liège, Belgium’s third-largest city, water from the Meuse river overflowed Thursday evening into parts of the city center, prompting city officials to call for residents to evacuate the area or seek higher ground.

Countries like India should see this as a major and yet another wake up call to start taking action to reverse the global warming emissions. Much more can and should be done urgently.

DRP 210621: MGNREGS ALSO helps carbon sequestration

A new study by the researchers at the Indian Institute of Science, Bengaluru, the works undertaken under the Mahatma Gandhi Rural Employment Guarantee Scheme captured 102 Million Tonnes of Carbon Dioxide in 2017-18 through plantation and soil quality improvement works. The MGNREGS has proved remarkable for other reasons, including it being the World’s largest anti-poverty program and also helping improve the local livelihoods, food, employment and water security on a massive scale. If the program is taken up with necessary commitment, priority, planning and participatory governance, it can achieve lot more. Unfortunately the NDA government has not been showing such commitment, priority or financial allocation even for its regular functioning. The IISc Study says that by 2030, the MGNREGS can create annual carbon dioxide sink equal to 249 MtCO2. One hopes our governments would, rather than denigrating the scheme would allocate sufficient financial, human and institutional resources for MGNREGS, rather than false solutions like the destructive projects like big hydropower projects.

DRP 140621: IPCC-IPBES Scientists: Biodiversity protection & climate change action HAVE TO work together

In a remarkable new report, the 50 top scientists of Inter-Governmental Panel on Climate Change (IPCC) and Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) have come together to deliver the first ever joint collaboration report with the message that Biodiversity crisis and climate change crisis are not independent of each other. The message from scientists is clear: The claimed Climate “solutions” that hurt biodiversity or their habitat are false solutions.

By protecting and restoring nature, the report said, we can safeguard biodiversity, help limit warming, improve human well being and even find protection from the consequences of climate change, like intensified flooding and storms.

DRP 190421: Hydro lobby at work, but it won’t help forget the WCD guidelines

The Hydropower lobby continues to push unsustainable, unviable, destructive hydropower projects. They want everyone to forget about the World Commission on Dams report and guidelines and the lobby keeps bringing out its own guidelines which has zero credibility. They are looking for new voices to sing their song, and have appointed Ashok Khosla, as the Chair of the Hydropower Sustainability Assessment Council but Ashok Khosla already stands discredited. He or his organisation is not known to be doing any credible work in the area of hydropower projects. He or his organisation Development Alternatives has never taken a stand on any public spirited campaign against destructive hydropower projects in India. So that voice is neither independent nor credible. So this new move by the hydro lobby is not going to help the cause of the lobby either in India or beyond. The write up below, as expected does not mention the WCD report or guidelines. Mr Khosla possibly does not even know about the existence of the WCD report or guidelines because he had no credible role to play there or in any hydropower related work in the past. The write up has loads of misleading and wrong statements too. But all these attempts are not going to help forget people about WCD guidelines as the only globally credible and accepted guidelines on dams and hydropower projects.

DRP 120421: Meghalaya, Himachal, MP people oppose Dam & Hydro projects

From the news this week we can see news reports of strong protests to dam and hydro projects from North East India (protests against the proposed 240 MW Umngot hydropower project), North India (protests against the Jangi Thopan power project in Himachal Pradesh) and Central India (protests against the Ken Betwa Link Project and Basania Dam on Narmada, both in Madhya Pradesh), among others. These protests underline not only the protests against the social and environmental destruction such projects bring, but also the abysmally poor environmental governance and decision making processes, the shoddy Environment Impact Assessments, the Public Hearings and over all undemocratic decision making process. One hopes the government realises the underlying issues and addresses them urgently rather than ignoring the messages and messengers.

DRP 050421: Maan Dam affected get hope for justice: Salutes to NBA

A Supreme Court appointed Appeal Forum, appointed as per the SC order in 2012 has directed the Madhya Pradesh (MP) Govt to provide minimum 2 ha land to every displaced family as per the policy. This has raised hopes for just rehabilitation for the thousands of people displaced by the Maan dam in Dhar district of MP by the Narmada Valley Development Authority (NVDA). This is a major victory for the three decades long struggle of the affected people, led by the Narmada Bachao Andolan (NBA). The Forum has asked the govt to provide land to the affected in three months. The dam has been constructed on Maan river, a tributary of Narmada. One hopes the displaced get the justice soon as per the orders of the SC appointed appeal forum. Salutes to NBA for this. One hope the Supreme Court will ensure this happens in a just and expeditious way.

DRP 010321: Actions speak louder than words on PM’s appeal for water, river conservation

In his #MannKiBaat on Feb 28, 2021, India’s Prime Minister Shri Narendra Modi appealed to people to conserve our Rivers, Water, referring to Magh Purnima on Feb 27 2021 and Sant Ravi Das teachings. He also said that India’s traditions, festivals, scriptures, etc have so much place for rivers, also mentioning the Kumbh mela this year at Haridwar. He mentioned that a 100 day campaign will be launched soon by the Jal Shakti Ministry for rainwater harvesting. He gave several examples from across the country where individuals and groups have taken up such words.

All that sounds fine and welcome. But the trouble is that his all-powerful government is working consistently and with increasing intensity towards opposite direction. This very week his Power Minister expressed ignorance if hydropower projects have any environmental adverse impact, right in the face of destruction wrought by the hydropower projects in Chamoli disaster in Uttarakhand on Feb 7, 2021. Why is the Union Government still pushing hydropower projects which are no longer even economically viable, they never were environmentally sustainable or socially acceptable.

DRP 220221: Case against NTPC for criminal negligence in Tapovan Project?

Consider these facts: The NTPC, the project developer, failed to appraise that the 520 MW Tapovan Vishnugad Hydropower project, where maximum damage and deaths occurred in Chamoli Avalanche disaster that started on Feb 7, 2021 morning, is in Paraglacial influence zone. Such an appraisal would have meant a number of implications, including possibly a decision that the project is geologically unviable.

NTPC failed to take any action to save the workers even after it was known upto 10-20 minutes before the disaster struck. Something that Mangshri Devi could do to save about 25 lives, NTPC could not do.

The project had faced several disasters since 2008, but fails to put in early warning system in place. For several days post disaster, reports say that NTPC failed to share even the detailed map of the tunnel where over 30 workers were stuck. NTPC’s disaster management system showed no signs of existence throughout the disaster. Reports say that the barrage gates were closed, which if they were open, it may have helped the flow of the flood debris downstream, which in turn could have possibly meant more time and saving of more lives.

DRP 150221: Why Mangshri Devi of Tapovan Should Head Uttarakhand’s Disaster Management Department?

In a fantastic story, Shivani Azad of The Times of India has reported possibly the most remarkable story of the Chamoli avalanche disaster that started on Sunday morning on Feb 7, 2021. She reported that Vipul Kairuni of Dhaak village in Tapovan, working at the time at the now destroyed Tapovan Vishnugad project, got saved thanks to frantic calls by his mother Mangshri Devi as she and his wife saw from their village home, situated at a height from the river, that a massive flood is approaching the dam site. It was thanks to frantic, repeated calls by Mangshri Devi that not only Vipul, but at least two dozen more people could run to safety of a ladder and saved their lives.

So effectively, Mangshri Devi has saved at least two dozen lives in Chamoli disaster. Who else can claim to have achieved anything like that in the disaster? The disaster management department seems completely absent from the scene either in terms of pre disaster monitoring or in taking steps to save lives during the disaster. In fact, there should have been an early warning system in place that could have saved many more lives. But it does not exist. Either in Rishiganga/ Dhauliganga basin or anywhere else in Uttarakhand. NTPC’s Tapovan Vishnugad Project has faced so many disasters already since 2008, but is only now talking about putting in place early warning system. Should not the NTPC and power ministry top brass as well as Uttarakhand disaster management department held accountable for that?
