This report presents monthly rainfall figures during South West (SW) monsoon season 2025 for 16 districts located in 4 states of Himachal Pradesh (3 districts), Uttarakhand (3 districts), Haryana (5 districts), Uttar Pradesh (5 districts) which forms parts of the upper Yamuna basin. The India Meteorological Département (IMD) has divided Delhi in 10 divisions which entirely comes in upper Yamuna basin and the report has rainfall figures for entire Delhi area.

केवल सफाई नहीं, चाहिए समग्र यमुना नदी तंत्र संरक्षण नीति

दिल्ली चुनाव के दौरान यमुना नदी प्रदूषण एक अहम मुद्दा बना। चुनाव जीतने के बाद नई सरकार निरंतर यमुना सफाई को लेकर कई घोषणाएं और योजनाओं पर बात कर रही है। स्वयं प्रधानमंत्री और उसके बाद केंद्रीय गृहमंत्री, जल संसाधन मंत्री इसके लिए बड़ी बैठक कर चुके हैं। इन सबमें हरियाणा, दिल्ली और उत्तर प्रदेश सरकार द्वारा मिलकर कार्य करने की आवश्यकता सबसे सराहनीय पक्ष रहा है। सरकार द्वारा एसटीपी क्षमता विकास, औद्योगिक प्रदूषण रोकथाम, जल संचयन बढ़ाने और जल स्रोतों को बचाने की बातें भी कही जा रही है। पर ये सब बातें तो पिछली सरकारों द्वारा पहले भी कही जा चुकी हैं और बातों से आगे ठोस नीति और सफल निष्पदान कार्ययोजना की तरफ नहीं बढ़ पा रही है। इन सबके बीच यमुना नदी स्वास्थ्य में गिरावट जारी है।

Yamuna Manthan 100425: Blasting at Lakhwar Dam Shaking Hills, Damaging River

A viral social media video media shows the frightened impact of a huge scale blasting work done for building the main structure of controversial Lakhawar dam on Yamuna river in Dehradun district, Uttarakhand. As per the locals, the blast took place in the morning hours of April 07, 2025, and caused shaking of hills to a large extent apart from blocking the flowing course of river with enormous debris for several hours forcing the project authority to employ heavy machines to clear the blockage.

The social media post shared with the video mentioned that the heavy blast scared the birds in the area and questioned how the company was allowed to destroy the entire hill environment. The heavy blast has indeed created havoc for the aquatic life in the river and downstream projects.

DRP NB 231224: Can we expect the Supreme Court to be more effective this time on Wetlands?

It is indeed good to see an Editorial in a newspaper on the important issue of wetlands protection and rejuvenation. The Supreme Court’s order on wetlands last week shows its concern over the threat to wetlands as a natural feature of the environment that is under serious threat. The court ordered the protection of about 30,000 wetlands (each with area more than 2.25 ha) over the 201,503 protected by an order which it issued in 2017, and asked states to ensure their demarcation and ground-truthing which involves closer verification, within three months.

The order is in response to a PIL that said the Central government had abdicated its functions under the Environment Protection Act, 1986, to protect the wetlands. The petition also sought the identification and protection of around 5,55,557 wetlands which are less than 2.25 hectares in size. The court is likely to consider the proposal in March. One hopes the SC also gives effective orders for their protection.

Yamuna Manthan 050624: Time to review UYRB to address Delhi water crisis & save river

In the wake of water crisis in Delhi, the Supreme Court on June 3, 2024 has directed Upper Yamuna River Board (UYRB) to convene urgent meeting on June 5, 2024 and submit status report in the court by June 6, 2024. The direction came following Delhi government claim that the state of Himachal Pradesh is ready to share surplus water with it and for that it required cooperation from Haryana government. The outcome would hopefully be known by the evening on June 5 2024.

Given the prevailing political equations among the basin states, there is uncertainty whether the board would be able to effectively resolve the issue. The UYRB suffers from some flaws in formation and functioning. The board is working in an opaque manner. Presently its website is inaccessible and meeting minutes are not in public domain. It is also reportedly crippled by shortage of staff as against originally sanctioned post of 58, it is currently functioning with just 5 officials.

Yamuna Manthan 0524: SC Stays 4 NBWL cleared Dams in Kalesar Wildlife Sanctuary

In a welcome judicial intervention, the Supreme Court on April 24, 2024 has stayed building of four dams inside Kalesar National Park in Yamuna Nagar district of Haryana. Issuing notices to Centre and Haryana governments, the apex court noted that the dams namely Chikan, Kansli, Khillanwala and Ambawali would not achieve the intended purposes and would prove detrimental to wildlife, biota and eco-system of the National Park.

Disappointingly the National Board of Wildlife (NBWL) had approved the dams ignoring the Wildlife Institute of India (WII) report warning about adverse impacts of these dams on the terrestrial as well as aquatic biodiversity in the protected area. As per the WII report, the Irrigation Department, Haryana had planned building of six dams costing about Rs. 125 cr. on streams feeding Pathrala river in the national park.

DRP NB 150424: Supreme Court’s order on right to be free from climate change impact is welcome, BUT…

On March 21, 2024, a case related to the Grean Indian Bustard, a critically endangered bird – numbering less than 150 individuals – has led the Supreme Court of India to expand citizens’ constitutional right to life and equality to include the right to be free from the adverse impact of climate change. The PIL filed by M.K. Ranjitsinh asked to protect the GIB from extinction. In 2021, in this PIL, the Supreme Court had passed directions restricting and regulating power lines and renewable energy projects in an area of 99,000 sq km in Rajasthan and Gujarat.

The Supreme Court’s latest order modified directions passed in the earlier judgment. Chief Justice D.Y. Chandrachud – writing for the 3-judge bench including Justices J.B. Pardiwala and Manoj Mishra – has expanded the contours of environmental jurisprudence: from the oft-repeated polluter pay principle–precautionary principle–public trust doctrine to the larger arena of climate justice, environmental inequity and gender justice. However, in the process, the protection the SC gave through earlier order has been withdrawn.

DRP NB 080424: Demand to include River protection measures in election manifestoes

The demand of NAPM to political parties going to the National elections in next couple of months to include protection of rivers and communities dependent on rivers in their manifestoes is most appropriate and urgently required.

Some key components of the demand include strengthening of decentralized river governance, role in decision making related to rivers for the fisherfolks, boats people and other river dependent communities. A draft of the People’s River Protection Bill has also been sent to the political parties. The NAPM also opposed indiscriminate construction of dams, hydro projects, embankments, barrages, river front developments, illegal sand mining, dumping of solid and liquid waste in the rivers and also interlinking of projects, all being done in the name of development, with least concern for the rivers. The draft bill also demands removal of unjust encroachments into riverbeds and floodplains. NAPM also demands continued flow in the perennial rivers by way of adequate environment flows throughout the length of the rivers from origin to its confluence with other rivers or sea.

Why Existing Rules, Regulations Fail to Deter Illegal Sand Miners of Ken River?

Ken is lifeline of Bundelkhand and among key tributaries of Lower Yamuna basin. The river is relatively clean and free of industrial pollution. However, its existence is under threat due to catchment degradation and the proposed Ken-Betwa interlinking proposal. Apart from this, the river eco-system and dependent people have been at receiving end of large scale mechanized and unsustainable, mostly illegal mining practices for the past many years.

Some recent short video clips, media reports and satellite images have again revealed that sand miners continue to indulge in river destructive mining activities in government approved mine sites in three districts of two states namely Panna and Chhatarpur districts of Madhya Pradesh and in Banda district of Uttar Pradesh. The miners here have blatantly violated the existing mining rules, MoEF guidelines and NGT orders while the respective regulatory agencies have miserably failed to enforce the laws and ensure compliance.

DRP NB 180324: Electoral Bonds disclosures confirm political economy of large dams

The Electoral bonds details now in public domain, thanks to the Supreme Court of India orders, has once again highlighted the political economy of large dams, hydropower projects and irrigation projects. It has once again confirmed what was publicly known that such large water projects involve kickbacks to political parties.

The details so far available involves companies like Megha Engineering, Rithwick Projects Pvt Ltd, Navayuga Engineering Company Ltd, among others. The projects so far that seems to be involved include Polavaram Dam, Kaleshwaram Lift Irrigation Project, Sunni Dam and Hydro projects, Kundah Pump Storage Hydropower project in Tamil Nadu and Silkyara Tunnel, almost all of them also involved in some kind of disaster or other.
