Mumbai Civil Society Efforts to Protect Mangroves, Wetlands

Like previous years, several civil society groups in Mumbai have continued their remarkable efforts dedicated towards protection and conservation of the mangroves and wetlands throughout 2024. While their untiring efforts have met with some successes, given the hostile agencies and increasing developmental pressures the threats to mangroves and wetlands continue to increase. Despite growing challenges, their undying spirit offers inspiration to other civil society groups in the country. This report tracks the top ten developments regarding the subject beginning with broader issues impacting the future of mangroves and wetlands in the city and the documenting specific cases of DPS Flamingo Lake, Ulwe, Nerul, Kharghar, Panje and other wetlands.

Maharashtra Wetlands Overview 2021: Mumbai Civil Societies’ Untiring Efforts to Protect Wetlands, Mangroves

Civil Society groups in Maharashtra and particularly in Mumbai and Navi Mumbai have been doing exemplary work protecting the wetlands and mangroves for past several years. In 2021 too, the citizens kept raising multiple issues impacting the threatened wetlands and mangroves. The year also saw some positive outcomes.

This report highlights the significant efforts by the civil society groups, relevant steps by the state government and judiciary during 2021. We have already published three part series on India wetlands overview 2021. Part 1 covers important reports on current situation of wetlands in India, part 2 carries relevant reports on governmental actions and part 3 deals with significant judicial decisions. On World Wetlands Day 2022, we also published a collection of positive actions for protection of wetlands in 2021. We had also earlier published the Maharashtra Wetlands Overview for 2020.[i]

Maharashtra Sand Mining 2018: Panegaon shows Way To stop Illegal Sand Mining

According to data from the Ministry of Mines, Maharashtra state recorded 26,628 cases of illegal mining in 2017, the highest across the country. In 2018, data up to June showed 2,751 cases. Between 2013 and 2018, 2,228 people were booked for illegal mining, one court case was filed, and 163,366 vehicles were seized. The fines collected for illegal mining over 6 years was ₹ 365 Crores.

As per another report, Maharashtra has highest number of cases of non-compliance of sustainable sand mining management guidelines, 2016. According to data submitted in the Lok Sabha, the ministry received 7 major complaints regarding non-compliance in 2017, out of which 6 were from Maharashtra and one from Himachal Pradesh. The highest number of illegal mining instances have been recorded in the state as per data by the ministry of environment, forest and climate change. It recorded around 139,700 illegal mining cases between 2013 and 2017.
