The news this week that SSNNL has decided to operate the 1200 MW River Bed Power House and the 250 MW Canal Head Power house to reduce the water level in Dam from 122.28 meters on June 14 to around 115 m before the monsoon inflows start, in anticipation of the above average rainfall anticipated during SW Monsoon 2024 is welcome. One hopes this is sign of SSNNL, Gujarat Government and the Narmada Control Authority have learnt some lessons after the avoidable flood disasters brought by SSP in 2023 and earlier in 2019 and 2020, as revealed by SANDRP’s analysis in each of these years.

One hopes this is not just one-off ad-hoc decisions, but part of a systemic change. This will require an integrated basin level reservoir operation policy including all the major dams of the Narmada Valley and put it out in public domain along with clearly defined Standard Operating Procedure, and names of the responsible officials for each of such major dam in the basin. The Central Water Commission will also need to be held accountable for its flood forecasting including the 7-day advance forecasts.

DRP NB 200524: After Ten years of Namami Gange and Rs 40 000 Cr expenditure Ganga remains dirty

The reports this week from Ganga basin rivers clearly show that after ten years of Namami Gange and NMCG (National Mission for Clean Ganga) efforts and expenditure of over Rs 40 000 Cr, there is no improvement in even river pollution, leave aside the state of river flows or state of the rivers in the Ganga basin.

In fact, there is nothing to show that even the new STPs are making any difference to the river even with respect to the limited objective of sewage treatment. As highlighted in the report below, until and unless the governance of STPs become more transparent, accountable and participatory, there is no hope for change, no matter how much money is spent, how much new STP capacity is added or what technology is used. Only a responsive, confidence inspiring governance can make a difference. But there is no interest in working in that direction from the government.

DRP NB 060524: Study on dam induced river flooding in Peninsular India

A recently published study, see details given below throws light on the role of groundwater contribution to baseflow in rivers and their flooding in Peninsular India’s river like Narmada, Tapi, Mahanadi, Godavari, Krishna and Cauvery. The found that while baseflow contributes more to river flows, its share in the flood event flow magnitude decreases as surface runoff accounts for a larger proportion of flood discharge on the day of the flood.

Most significant are the findings related to dam induced flood that SANDRP has been writing for long and the finding corroborate exactly what SANDRP has been saying: Sudden releases of water from a dam can raise river levels during extreme rainfall events, especially when the dam is nearly full. The impact of sudden floods is more destructive because people living in nearby areas are often unprepared. Without a dam, floodwaters rise slowly over time, allowing people to take preventive measures. However, sudden floods caused by dam releases offer little or no time to prepare, increasing the risks associated with dam-induced flood hazards. Furthermore, the construction of dams alters the natural regime of rivers, leading to changes in sediment transport and erosion patterns. These changes can heighten the risk of flooding downstream from a dam.

DRP NB 040324: Ganga Water not fit for even bathing in Uttarakhand, UP, Bihar, W Bengal

A number of reports given below from this week shows that Ganga River water is not fit for even bathing at a number of locations in Uttarakhand, Uttar Pradesh, Bihar and W Bengal. These are all official statements, mostly given in reports submitted to judicial bodies or statements by the judicial bodies.

This shows how little progress has been achieved by the government, including by the Prime Minister, central and concerned state governments including by schemes like Namami Gange and scheme of National Mission for Clean Ganga and expenditure of tens of thousands of crores of rupees. This is in spite of the promises given in the past by the Prime Minister and Union Ministers including Nitin Gadkari to clean the river by deadlines that have come and gone.

The worst part is that if we look at the trajectory of various work being done in this regard, we see no hope of any improvement in the foreseeable future unless there is major change in the way this problem is dealt with. But how will such a major change happen?

DRP NB 120224: Report of Parl Com on Yamuna wants 23 cumecs water in the river

In a welcome move, the Parliamentary Committee report on Yamuna River has suggested at least 23 cumecs (Cubic Meters for Second) water needs to be released from Hathnikund barrage at least in nine non monsoon months from Oct to June as per the recommendation of the National Institute of Hydrology, a govt of India body. The report has said that almost no water is being released for the river from the Wazirabad barrage in Delhi.

The 10 cumecs water now being released (how regularly even this is being released is also a question) is inadequate as most of it evaporates or percolates soon after it is released. The committee has asked the Union Jal Shakti Minister to take urgent steps in this direction. In fact, the committee should have given a time limit for this. We hope these urgent steps will be taken soon.

DRP NB 290124: Wetlands and Human Wellbeing: So little reflected in wetlands governance

As the world approaches the World Wetlands Day on Feb 2, we notice a proliferation of news related to wetlands, but mostly bad news in this week’s DRP NB: Loktak lake in Manipur facing impact of inland waterways project, the Supreme Court having to intervene for the Futula lake in Nagpur, TN Govt telling NGT that 38% of Pallikaranai marshland is under encroachment, in Bangalore, NGT is asking for response from KSPCB and others regarding the lake buffer zone encroachment. There is also a lot of bad news about the worsening state of our rivers, including Ganga.

One piece of good news is that people have come out with their own plan for restoration of Ennore wetland in TN. In Assam, Maguri Motapung Bill is regaining biodiversity after earlier being polluted by oil spill, but that is only control of damage earlier. Similarly, while it is good news that SC has intervened to protect Futula lake in Nagpur, but the fact that the govt wanted to encroach on it in the name of “temporary” construction is not at all good news.

DRP NB 220124: Welcome news about Rainfall related issues

There are a number of welcome developments this week related to rainfall. Firstly, forecasters say that the El Nino may start weakening from Feb and may weaken by June 2024 and neutralize thereafter. This can possibly mean good rainfall in SW Monsoon 2024.

Second bit of welcome development is that IMD, on turning 150, has declared that it will set up more doppler radars, rainfall measuring stations and use supercomputers to predict state and district level rainfall, currently it only does at national and four regions.

The study of tehsil level rainfall trends over the last four decades is the third piece of welcome development on rainfall. We need many more studies like this, possibly from IMD itself. More details given below.

GW Overview 2023: Top Ten Judicial Actions

This third and concluding 2023 yearend overview on Groundwater in India, compiles top ten judicial interventions dealing with the depletion and contamination of groundwater. The SC asking Punjab govt to review groundwater conservation law in the face of air pollution crisis in Delhi is the biggest judicial development of 2023. The Kerala HC directing state govt to bring selling of well water under Food Safety & Standards Act 2006 & Regulation 2011 comes next.

The NGT too on its part has taken note for groundwater depletion and contimination across the country and issued notices to central and state governments. Following NGT orders, there have been action against commercial and industrial units extracting groundwater without permission in Delhi and NCR areas. In another ongoing noteworthy case, the NGT has asked MoJS consider prohibiting groundwater use for cricket ground maintenance.

DRP NB 150124: The Catchment degradation in Cauvery Basin

The study by Indian Institute of Science (IISc), Bangalore has brought to light one of the key reasons for the water problems of Cauvery basin: 12850 Sq km of Cauvery basin has lost natural vegetation over the fifty years between 1965 and 2016. The trend is likely to have continued, possibly at an accelerated pace in the eight years since 2016. It may be useful to assess the hydrological implications of this massive destruction of the Cauvery basin.

SANDRP has been highlighting that the reason for the more frequent floods and followed by water scarcity and drought, in spite of somewhat increased rainfall under changing climate is exactly this, the degradation of the Cauvery catchment, including destruction of local water bodies, groundwater recharging mechanisms and natural vegetation.

DRP NB 080124: Supreme Court stays Sham post facto clearances

Post facto environment clearances are indeed a sham as the Hindustan Times Edit has said. It is welcome that the Supreme Court of India has stayed, on Jan 2, 2024, the MoEF memorandums allowing such post facto environmental clearances. Following a petition filed by the Mumbai based environmental group Vanashakti, the sham practice that has been going on since March 2017. Such clearances are clearly contradictory, in letter and spirit to the prior environment clearances as required under the EIA notification of 2006.

The Sham practice should have been stayed much earlier, for example when the Madras High Court gave an interim stay on the MoEF notification of 2017. But unfortunately, the Supreme Court then interpreted that the Madras High Court order will only be limited to Tamil Nadu. Or it may have been stayed earlier by NGT.
