World Fisheries Day 2017: Dams, Rivers & Fisheries in India

Every year, November 21 is celebrated as World Fisheries day across the world. Fisherfolk communities organize rallies, workshops, public meetings, cultural programs, dramas, exhibition, music show, and demonstrations to highlight the importance of maintaining the world’s fisheries.

As per a recent United Nations study, more than two-thirds of the world’s fisheries have been overfished or are fully harvested and more than one third are in a state of decline because of factors such as the loss of essential fish habitats, pollution, and global warming. The World Fisheries Day helps in highlighting these problems, and moves towards finding solutions to the increasingly inter-connected problems, and in the longer term, to sustainable means of maintaining fish stocks. https://www.gdrc.org/doyourbit/21_11-fisheries-day.html

DRP: 30 Oct 2017 (Residents of Chennai Rally & Form Human Chain to Protect Wetlands)

Over 250 residents along with environmentalists, activists and members of civil societies formed a human chain at Elliot’s beach on Oct 28, asking State Govt to protect the wetlands, rivers, environment in Ennore creek area from willful destruction of govt agencies and industries. The human chain was joined by all the walk of society irrespective of age group from kids to senior citizens who were holding placards that explain the sorry state of Ennore Creek. http://www.thenewsminute.com/article/residents-chennai-form-human-chain-save-ennore-creek-70724

The Coastal Resource Centre and members of the Save Ennore campaign organized the human chain to raise awareness in the city ahead of the monsoons about the encroachments in Ennore Creek, a backwater located in Thiruvallur district. Residents from all 52 villages in Ennore, who have witnessed the ecology die a slow death, also joined the rally, hoping that the govt would react.

Industrial effluents from the thermal power stations here and domestic sewage from North Chennai have killed various fish species. As per the online petition, ten Lakh Chennai residents are at higher risk of disastrous flooding because Govt of Tamil Nadu has allowed Kamarajar Port to convert 1000 acres of Ennore wetlands into industrial real estate. Chennai has barely recovered from the 2015 floods. Don’t let Chennai get flooded again.

National Green Tribunal Admits Appeal Challenging

Environment Clearance to Ken Betwa Project:

No claim of equity for work done during pendency of application

The Principle Bench of National Green Tribunal on Oct 27, 2017 admitted a comprehensive Appeal (No 33 of 2017) challenging the Environment Clearance to Phase I of Ken Betwa River Linking Project. The order of the Bench comprising of Hon’ble Justice Swatanter Kumar (Chairperson of NGT), Hon’ble Justice Jawad Rahim (Judicial Member) and Hon’ble Bikram Singh Sajwan (Expert Member) on Oct 27, 2017 (available on Oct 28, 2017) noted: “Learned Counsel for the respective respondents accepts notice and prays for time to file reply. Copy of the application be furnished during the course of the date. Let the reply to be filed within two weeks from today and rejoinder within two weeks thereafter. List the mater on 27^th November, 2017.” Ritwick Dutta, Rahul Choudhary and Meera Gopal are the lawyers representing the petition. Will this ‘Rally’ help the rivers?

We are concerned about the increasing superficial optics around saving rivers, with little or no effort to address fundamental issues which are causing their demise.

The high profile rally initiative to save India’s rivers taken up by well respected religious guru Sadguru and his followers is noteworthy, and the most recent case in point. It is striking that so many film stars, politicians, governments, and public personalities, are joining the call. Lakhs of children are expected to join in the program. While we welcome such an outpouring of good intentions and good will as a demonstration of the positive energy all around, unfortunately, we have seen no evidence either from the rally organisers, on their website[i] or their messaging, that they understand or plan to address the real threats faced by our rivers and their sorry state. REUTER’s biased, misleading, erroneous reporting about Ken Betwa Project

On Sept 1, 2017, Reuters published a report[i] about Interlinking of Rivers, with focus on Modi flagging off work on Ken Betwa Project. The report was carried VERY widely, including in local, national and international media. [This note was sent as a letter to a number of persons at Reuters and Thomson Reuters on Sept 2, 2017, there has been no response so far as I publish this several hours later.]

DRP: 21 August 2017 (Unscientific Obsession With Dredging)

It seems the Chief Ministers of all the flood affected states are obsessed about dredging the rivers and reservoirs and are advocating massive scale dredging as a solution to flooding. This is partly triggered by the Rivers-as-waterways advocacy by Union Surface Transport Minister Shri Nitin Gadkari and partly by the need for showing to the people that they are doing something new to tackle floods, it seems. Bihar Chief Minister Nitish Kumar contributed to it in a way last year when he mentioned the accumulation of millions of tons of silt along Ganga due to the backwater impact of Farakka Dam. This year, the Assam Chief Minister Sarbananda Sonowal[i] has been talking about dredging Brahmaputra as a solution to floods in Assam.

We are thankful & glad that Dr Sharad Jain has responded to our open letter to MoEF, circulated through email and blog[i] that he holding the charge of NWDA Director General and Chairman of Expert Appraisal Committee (EAC) on River Valley and Hydropower Projects (RVP) involves Conflict of Interest. We are also thankful that through the Indian Express report (on June 3, 2017), he has provided another set of answers.

Unfortunately, Dr Jain, all this only expose our lack of basic understanding as to WHAT CONSTITUTES CONFLICT OF INTEREST. You have failed in trying to defend the indefensible, and we would rather urge you to resign as we continue this debate. 20 hydro projects stalled or stressed The Power Minister Piyush Goyal on March 09, 2017 in a written statement has informed the parliament that as many as 20 under construction HPPs totalling 6,329 MW are either stalled or stressed in the country and Rs 30,147.08 crore has already been spent on them. These projects include 2,000 MW Subansiri Lower of NHPC Ltd, 500 Mw Teesta VI of Lanco Teesta Hydro Power Ltd, 120 MW Rangit-IV of Jal Power Corp, 300 Mw Panan of Himagiri Hydro Energy Pvt Ltd, 850 MW Ratle of GVK Ratle HEP Pvt Ltd, 100 Mw Sorang of Himachal Sorang Power Ltd and 960 MW Polavaram of Polavaram Project Authority.

A look at impacts of failing Northeast Monsoon on 4 South Indian States

South India Northeast Monsoon Failing; Water Crisis To Become Worse Andhra, Tamil Nadu, Kerala & interior Karnataka generally receives good rains during the Northeast Monsoon period that commences from Oct until Dec. However, this year, rains have remained scanty over entire Southern India region. Northeast Monsoon has also set in quite late during Oct end. As of now excluding scattered rain events, Monsoon like heavy rains are still far from coming to the southern region of the country. This is a clear indication of possibility of drought-like conditions that might prevail over south peninsula during Northeast Monsoon. In a nutshell, the picture is not very encouraging for next few days and also any significant increase in rains are not foreseen over the southern regions of the country.
