May 2024: Lambadug HEP Leak Disaster in Kangra-Himachal

The massive leakages in penstock of Lambadug Hydro Electric Project (HEP) on May 10 2024 morning have caused extensive damages in Multhan market area of Kangra district in Himachal Pradesh. The sudden leakages turning into a flash flood spell occurred around 08:00 am on May 10, 2024. As per reports the deluge containing mud and debris spread over 400 meter of market and invaded about 50 homes, 80 shops apart from damaging cash crops over 6 acres farming land.

The incident created panic situation for 150 families living in the area. Several residents had to run to save their lives. The project and administration officials remained unavailable to control the situation for hours. With no help in site, the local people had to divert the gushing currents towards Lambadug river to prevent further damages to their homes and properties.

May 2024: Chanju III HEP in Chamba-HP: Rockfall Incident Kills 1; Injures 2

A rockfall incident at weir site of Chanju III Hydro Electric Project (HEP) site in Chamba district of Himachal Pradesh has left one worker dead and two injured [i]. The incident occurred in afternoon on May 3, 2024 when several workers were working on the weir site of the project.

Suddenly rock pieces started falling on them from uphill portion creating panic among the workers. They had to run for the shelter to save their lives. However, one worker was severely hit by the stones and two others got injured while looking for safety cover.

Yamuna Manthan 0524: SC Stays 4 NBWL cleared Dams in Kalesar Wildlife Sanctuary

In a welcome judicial intervention, the Supreme Court on April 24, 2024 has stayed building of four dams inside Kalesar National Park in Yamuna Nagar district of Haryana. Issuing notices to Centre and Haryana governments, the apex court noted that the dams namely Chikan, Kansli, Khillanwala and Ambawali would not achieve the intended purposes and would prove detrimental to wildlife, biota and eco-system of the National Park.

Disappointingly the National Board of Wildlife (NBWL) had approved the dams ignoring the Wildlife Institute of India (WII) report warning about adverse impacts of these dams on the terrestrial as well as aquatic biodiversity in the protected area. As per the WII report, the Irrigation Department, Haryana had planned building of six dams costing about Rs. 125 cr. on streams feeding Pathrala river in the national park.

DRP NB 290424: Why is Climate Change not major election issue?

World’s largest democratic exercise is now ongoing in India to elect the members of India’s Lok Sabha. Over 97 crores are eligible to vote in these elections. One of the biggest factors that is adversely affecting people across India currently is Climate Change. It is affecting almost every aspect of life and the adverse impacts are only increasing with every passing year. This is man-made disaster basically happening due to anthropogenic reasons, affecting air, water, climate, food, health, livelihoods, disasters and so on, affecting everyone. Currently, India is also a major contributor to the climate change causing green-house gas emissions, even though historically, the developed countries have contributed much more.

More importantly, the development options that the elected government choose will decide how the people will be impacted by climate change. The government has large number of options for pathways to development. Considering all this, one expected that climate change responses will be a major issue in these elections. But that is clearly not the case. BJP and Congress, two of the biggest parties fighting the elections, have mentioned climate change in their manifestos, but neither has dealt with this important issue with the detail and seriousness required. Nor are any of them making climate change a major election issue. One expects the ruling party to at least respond in greater detail and seriousness to this issue, but that is not the case.

DRP NB 180324: Electoral Bonds disclosures confirm political economy of large dams

The Electoral bonds details now in public domain, thanks to the Supreme Court of India orders, has once again highlighted the political economy of large dams, hydropower projects and irrigation projects. It has once again confirmed what was publicly known that such large water projects involve kickbacks to political parties.

The details so far available involves companies like Megha Engineering, Rithwick Projects Pvt Ltd, Navayuga Engineering Company Ltd, among others. The projects so far that seems to be involved include Polavaram Dam, Kaleshwaram Lift Irrigation Project, Sunni Dam and Hydro projects, Kundah Pump Storage Hydropower project in Tamil Nadu and Silkyara Tunnel, almost all of them also involved in some kind of disaster or other.

DRP NB 110324: Bangalore reminds us: Ignore groundwater at your own peril

One central lesson of the ongoing Bangalore water crisis is essentially that ignore groundwater sustainability at your own peril. The surface water availability in Bangalore has not decreased, it is the groundwater depletion that is leading to crisis. There is of course the expansion of the city both horizontally and vertically that is increasing demands, but simple arithmetic tells us that if groundwater levels are sustained, it can take care of these increased demands.

The Groundwater sustainability includes sustaining the groundwater recharge and ensuring that extraction does not go past the recharge. Sustaining the groundwater recharge means first understanding the groundwater recharge mechanisms, zones and protecting them. BDA has been sitting for four years on desilting of two lakes: Bellandur and Varthur, which has caused huge impact on groundwater depletion. It also means increasing the groundwater recharge through rainwater harvesting (Bangalore’s failure here is apparent from the fact that government is collecting crores of rupees as fines from those not following the mandatory rainwater harvesting requirements), groundwater recharge wells and diverting tertiary treated sewage, available in Bangalore of upto 300 Million Liters per Day, to lakes and other such recharge zones.

Yamuna Manthan 060324: Linking Plans Threatening Yamuna

Yamuna the largest tributary of National River Ganga has already been succumbing on account of dams, hydro projects, unsustainable riverbed mining and ever-increasing pollution load in Himalayan, upper and middle segments. Despite this, the river has managed to be in better shape and size in its lower segment mainly due to its tributaries network including Chambal, Sind, Kali Sindh, Betwa, Ken etc. However, now there are river interlinking plans threatening the remaining relatively flowing and living stretch of the river in this very lower segment.

The push for country’s so called first river interlinking plan namely Ken-Betwa River interlinking is going on ignoring the norms, clearances and better viable alternatives. Now, the state governments of Madhya Pradesh and Rajasthan have signed agreement to prepare DPR for Parbati-Kalisindh-Chambal (PKC) river interlinking under modified Eastern Rajasthan Canal Project (ERCP).

The central government has termed the project of national importance and would share the 90 precent of it cost. The entire project is estimated to cost Rs. 72,000 crore and claimed to be built in 5 years. The project proposes interlinking of 6 Chambal rivers namely Parbati, Kalisindh, Kshipra, Kuno, Lakhunder, Mej, Kyul by at least 17 big and small dams and barrages.

DRP NB 050224: IMD needs to improve forecasting and sharing, but doing the opposite?

The decision of the IMD to shut down 199 of its district agromet units across India is disturbing on a number of counts. In the era of climate change when the key parameters are undergoing such rapid change, there is need for increasing monitoring and sharing of climate information by the IMD and need to in fact decentralize the whole effort. But this decision of IMD is going against this basic requirement.

In fact, the IMD has become a sort of holy cow, while in reality its performance in monitoring, forecasting and sharing information in time is far from satisfactory. This is increasingly evident every year when IMD fails to provide not only accurate, actionable, rainfall forecasts sufficiently in advance to help reduce the flood disasters and also take timely decisions on reservoir operations, IMD also fails to provide even timely information about the actual rainfall on ground and how that rainfall is going to get converted to inflows in rivers and reservoirs. Similarly, the district agromet units can provide farmer level and decentralized accurate rainfall monitoring and forecasting information that can help farmers take timely decisions.

DRP NB 25122023: Justice Swaminathan: SC closes its eyes to big-scale environmental violations

The statement of Justice R Swaminathan of Madras High Court is so true: When it comes to violations in big ticket environment projects, the Supreme Court closes its eyes, including the current CJI DY Chandrachud. As he mentioned the SC has such a poor track record whether it is Narmada or Tehri project or the Kundakulam Nuclear Power project or even the Navi Mumbai Airport project. The list can be much longer.

It is indeed high time that there is a comprehensive review of track record of higher judiciary (including the Supreme Court, High Courts and even the National Green Tribunal) in judging violations in environmental governance of big projects. Even on eminently justiciable matters like adequacy of rehabilitation of the displaced, the adequacy of environment and social impact assessments, adequacy of public consultation process, adequacy of environmental appraisal, monitoring or compliances, not only the track record of the governments pathetic, but the track record of higher judiciary is also nothing to write about. Unfortunately, there is no pressure on the judiciary to amend this.

DRP NB 181223: Varanasi’s illegal tent city inaugurated by Prime Minister in Jan 2023

While the NGT putting a stay on the Varanasi Tent city and imposing a fine of Rs 25000 on MoEF for not responding to NGT about how the turtle sanctuary was denotified is welcome, we hope NGT takes it to its logical conclusion. It is strange, to say the least to see the NMCG telling NGT through its one page report dated Dec 13 2023 that the Varanasi Development Authority proposal dated Nov 28 2023 for tent city is under consideration! The Tent city companies were fined by NGT, but UP PCB is yet to do anything to collect the fine. Most interestingly, the Prime Minister, no less, inaugurated the tent city project on January 13 2023, over 11 months back! And very shockingly, none of the National Media is even reporting this remarkable situation.
